EU Report Recognizes Need for Port Investment Stability

The European Parliament has officially adopted the Berendsen report, an own-initiative report on “building a comprehensive European Port Strategy” (585 in favor, 21 against, 26 abstentions).The European Sea Ports Organisation (ESPO) welcomed the support for the strategic and vital role that Europe’s ports play for European society and economy. ESPO supports the Parliament’s plea to further harmonize the measures to strengthen the resilience and protection of Europe’s critical infrastructure, including ports.

Europe’s Ports See First Signs of Business Leakage

The European Sea Ports Organisation (ESPO) has reiterated its support for an emissions trading scheme (ETS) as instrument for greening the shipping sector, but expresses its serious concern about first signs of carbon and business leakage due to the limited scope of the current legislation.For ESPO, the principle to consider calls to some transhipment ports neighbouring the EU as a “port of call” in the counting of the ETS charges is only a partial solution to the problem. ESPO agrees with the identification of Tanger Med and East Port Said as major neighbouring transhipments ports.

BP Files Petrojarl Foinaven FPSO Removal Plan

British oil major BP has filed a decommissioning plan for the removal of the Petrojarl Foinaven FPSO and the recovery of associated mooring systems, the risers and dynamic umbilicals from the Foinaven Field, located 160 kilometers (100 miles) west of Shetland in water depths of up to 600 meters.The FPSO and related equipment will be transferred onshore for re-use, recycling or disposal as appropriate. BP last year said that the Petrojarl Foinaven FPSO had to be taken off-station as it had reached end of its 25-year service life, operating in a harsh environment, and now the company has filed the removal plans with the UK authorities.The FPSO is owned by Petrojarl 4 DA (part of the Teekay Corporation group) and is currently chartered by BP under a bareboat charter party.

Zeaborn: 100 vessels to be EU Hazardous Compliant

Germany’s Zeaborn Ship Management has contracted Verifavia Shipping and the Korean Register (KR) to perform inventory of hazardous materials (IHM) preparation and certification for over 100 vessels.The vessels are managed by Zeaborn Ship Management, a consolidation of E.R. Piraeus Port Signs MoU with Italian Ports

SHI Wins Order for LNG Carrier Pair from Celsius Tankers

South Korean shipbuilding giant Samsung Heavy Industries(SHI) has won a new order to build two liquefied natural gas (LNG) carriers from Copenhagen-based Celsius Tankers.The shipbuilder said the first order for two 180,000 cbm LNG Tankers is worth 419 billion won (USD376mln). Port of Helsinki Launches Separate Company for Ship Services

Finland's main port Port of Helsinki Ltd is preparing for the implementation of the requirements of the EU’s Port Services Regulation by transferring ship services covered by the regulation to a subsidiary company.From 1 January 2019 onwards, the new company South Finland Port Service Ltd, owned by the Port of Helsinki Ltd, will be responsible for vessel mooring and unmooring. ECSA and WSC Call for European Maritime Single Window

The European Commission is expected to publish a proposal for a revision of the Reporting Formalities Directive (RFD) in early May 2018 that is intended to remedy the current costly, unharmonised and burdensome reporting requirements facing ships calling at EU ports. Current complex, repetitive and duplicative reporting requirements not only result in productivity losses for maritime carriers and their customers but also create unnecessary workload and stress for ship crews. A genuine “European Single Window” is required that will enable the same data to be submitted in the same way for the same operations and processes in all EU ports.

British Ports Association Calls for ‘Frictionless’ Brexit

The British Ports Association has published a new strategic report - ‘A Brexit Dividend’, which calls on the UK Government to deliver on the Prime Minister’s pledge of ‘frictionless’ trade after Brexit. Following Monday's (March 19) agreement between UK and EU negotiators on the terms of a transition deal and ahead of the EU Council meeting later this week, the British Ports Association has published ‘A Brexit Dividend’. EU Member States Ask to End Crippling Reporting Formalities for Ships

Led by Denmark, 13 EU Member States have called on the Commission to present an ambitious proposal on revising the Reporting Formalities Directive. Danish Shipping strongly supports the ambition to sufficiently eliminate the huge administrative burdens on maritime carriers in the EU. British Ports Association Sets Priorities for 2018

The Chief Executive of the British Ports Association (BPA), Richard Ballantyne, has outlined the Association’s key priorities for 2018. These include continued interaction and influencing on the Brexit discussions, promotion of planning and freight policy reform, calls for increased transport connectivity investment and the rectification of the ‘definition of a ship’ legal anomaly. Bureau Veritas Gains EU Maritime MRV Accreditation

Bureau Veritas has gained accreditation from United Kingdom Accreditation Services (UKAS), in their pilot scheme, to carry out assessments and verifications for compliance with the European Union’s Maritime Monitoring, Reporting and Verification (EU MRV) regulation. The regulation, part of the EU’s commitment to reduce greenhouse gas emissions, requires operators to monitor and report on CO2 emissions based on ship fuel consumption. It applies to all merchant ships of 5,000 GT or above on journeys that call at an EU port.

EC Measures to Improve Conditions for Seafarers

The European Commission (EC) has adopted a proposal for a Directive which aims at improving the working conditions of seafarers on board EU-flagged vessels. The proposal transposes an agreement between social partners in the maritime transport sector into EU law. This agreement in turn takes account of changes to the Maritime Labour Convention, which the Members of the International Labour Organisation (ILO) adopted in 2014. Seafarers will in the future be better protected against abandonment by shipowners. The new rules strengthen the right to compensation in the event of death or long-term disability due to an occupational injury, illness or hazard.

Danish Shipping Asseses New Ship Recycling Initiatives

The European Commission has published its long-awaited position on the feasibility of introducing a financial incentive to ensure that more ships are recycled at EU-approved facilities. Danish Shipping is opposing such a financial scheme but agrees with the Commission’s conclusion that effects of existing legislation must be known before introducing new initiatives. The Commission will not commit to a new license scheme for ship recycling. According to a new report, the Commission points out that it is still uncertain how a ship recycling license would actually work. The licence scheme would entail that is that all ships regardless of flag calling an EU-port must have prior acquisition of a license for the ship in question.

K-Fleet Voyage Application Verified for EU MRV

K-Fleet Voyage, KONGSBERG’s digital application for monitoring ship fuel consumption and emissions, has been verified by Ecoxy AS for use under the EU Emission Trading Scheme (ETS) and the new EU Monitoring, Reporting and Verification (EU-MRV) for maritime transport regulation (2015/757). Ecoxy AS is accredited by Norwegian Accreditation as a verifier according to ISO14065 for the ETS and EU-MRV. The regulation, for ships exceeding 5000 GT and which call at any EU port regardless of flag or country of ownership, aims to quantify and reduce CO2 emissions from the shipping industry.
