Delfin Taps China for US FLNG, but Final Investment Decision 'Challenging'

Delfin Midstream, developing the first floating facility to export U.S. natural gas, has sealed a preliminary 15-year sales deal with city gas distributor China Gas Holdings, Delfin founder and Chief Executive Officer Frederick Jones said. But industry veteran Jones told Reuters in an interview that Delfin is also tapping unnamed Chinese banks to fund its ambitious $8 billion as the current global supply overhang in liquefied natural gas (LNG), with bumper exports also expected from Australia and Qatar, makes Delfin’s target of a final investment decision (FID) in 2018 challenging.

Golar, Delfin to Jointly Develop US FLNG Project

A joint development agreement between Delfin Midstream and Golar LNG Limited will see the two jointly develop the Delfin LNG project off the coast of Cameron Parish, La. The joint development agreement will facilitate the financing, marketing, construction, development and operation of Delfin LNG, the first and only permitted floating LNG (FLNG) export project in the U.S. Delfin LNG is a brownfield Deepwater Port requiring minimal additional infrastructure investment to support up to four FLNG vessels producing up to 13 million metric tons of LNG per annum. Delfin purchased the UTOS pipeline, the largest natural gas pipeline in the Gulf of Mexico, in 2014 and submitted its Deepwater Port license application in 2015.

Bechtel to Design America's First FLNG

The first U.S.-based  floating liquefied natural gas vessel (FLNGV) moved closer to reality after engineering giant Bechtel agreed to design and engineer the project. Bechtel has been selected by Delfin LNG, a wholly-owned subsidiary of Fairwood Peninsula Energy, to perform front-end engineering and design for the floating FLNGV to go into service at Port Delfin. Port Delfin is a proposed deepwater port and floating LNG facility that will be located approximately 50 miles off the coastline of Cameron Parish, Louisiana. Delfin LNG’s project will be the first offshore floating natural gas liquefaction facility in the United States, Bechtel said in a statement on Tuesday.

Bechtel Wins Contract for US' First FLNG Facility

Bechtel announced it has been selected by Delfin LNG, a wholly-owned subsidiary of Fairwood Peninsula Energy Corporation, to perform front-end engineering and design for the first U.S.-based floating liquefied natural gas vessel (FLNGV) to go into service at Port Delfin. Port Delfin is a proposed deepwater port and floating LNG facility that will be located approximately 50 miles off the coastline of Cameron Parish, La. Delfin LNG's project will be the first offshore floating natural gas liquefaction facility in the United States. Delfin LNG Proposes Gulf Coast’s First Offshore LNG Facility

A potential deep-water port LNG export project for the Gulf of Mexico has submitted applications to the Maritime Administration and the United States Coast Guard for approval. Delfin LNG LLC has submitted an application to the Maritime Administration (MARAD) and the United States Coast Guard (USCG) to construct, own, and operate the Delfin LNG Project (Port Delfin) under the Deepwater Port Act.
