US Coast Guard Responds to Another GoM Oil Spill

The U.S. Coast Guard said on Wednesday it was responding to an oil discharge near the Main Pass Oil Gathering (MPOG) Co's pipeline system in the Gulf of Mexico, while the main pipeline and several surrounding ones remained shut in."The reported sheen is being investigated and has not been confirmed to be associated with the November 16 observed initial discharge," the Coast Guard said.The Coast Guard had not yet identified any damage or indication of a leak after surveying the entire length of the pipeline along with 22.16 miles (36 km) of surrounding pipelines.

Texas City Y Marine Casualty Hearing Closes: Results Later

Coast Guard and National Transportation Safety Board investigators have closed a formal hearing in Galveston, that was held to gather facts that led to a March 22, 2014 collision and subsequent 168,000 gallon oil spill near the Texas City Dike. The purpose of the Coast Guard marine casualty investigation and formal board hearing is to examine the causes of a marine casualty, make recommendations to help avoid a similar incident, improve overall maritime transportation safety, and promote safety of life and property at sea. Federal, state and Bay-area officials announced a comprehensive civil settlement with the owners and operators of the M/V Cosco Busan, resolving all natural resource damages, penalties and response costs that resulted from the ship striking the San Francisco-Oakland Bay Bridge in 2007, and subsequent oil spill in the San Francisco Bay. Coastal Land Preserved, Anniversary of Oil Spill

On the 15th anniversary of a million gallon oil spill that damaged the coastline of Puerto Rico, NOAA and partner organizations are celebrating the purchase of 152 acres to expand a coastal reserve near one of the areas hardest hit by the spill. NOAA, the commonwealth of Puerto Rico, and the Trust for Public Land announced that 152 acres east of San Juan have been added to the San Miguel Natural Reserve to help compensate the public for lost recreational beach use and injured natural resources for an extended period after the Berman Oil Spill on Jan. 7, 1994.

Multiple Agency Responds to Oil Spill

Multiple agencies responded to a reported 1,050-gallon oil spill near the Conoco Phillips facility in . The facility reported that the spill occurred during a transfer from barge to pier and the discharge was the result of equipment failure from the facility side. The product is mostly on land, however, a 20 by 30-foot area of oil in the water has been contained with a boom. The source of the spill has been secured. Coast Guard Sector and New York Department of Environmental Protection pollution investigators and response personnel arrived on scene at about 10:50 a.m. A Coast Guard Station rescue boat crew conducted an assessment of the area. There is no reported product outside the containment boom.

Tanker Company Fined $1.5M

The Department of Justice, on behalf of the Departments of Interior and Commerce, and the State of New Jersey, announced today that France Shipmanagement S.A., the operator of the tank vessel Anitra-from which there was an estimated 40,000 gallon oil spill in 1996 into the Delaware Bay off the coast of New Jersey-has agreed to pay the United States and State of New Jersey a combined $1.5 million to resolve allegations that the spill resulted in injury to natural resources. “The funds provided as a result of today's settlement help us realize the goal of restoring the breeding grounds of migratory shorebirds, like the piping plover,” said Tom Sansonetti, Assistant Attorney General for the Justice Department's Environment and Natural Resources Division. Judge Nullifies State Oil Spill Law

A federal judge has nullified Massachusetts’ landmark Oil Spill Prevention Act, striking down regulations on oil shipping in Buzzards Bay that included mandatory tug escorts and navigational routes as well as minimum staffing. U.S. District Judge Joseph L. Tauro ruled the state violated federal law because those areas fall under Coast Guard jurisdiction. He said the state regulations ''are pre-empted, invalid and unconstitutional under the Supremacy Clause of the United States Constitution.'' The Massachusetts Legislature passed the Oil Spill Act in 2004, amid warnings from the oil industry that it was stepping on federal jurisdiction. Houston Conducts Oil Spill Response Drill

Local, state and federal agencies are holding an oil spill response exercise at the Port of Houston, April 25-26. The exercise scenario simulates an explosion, fire onboard the ship Cape Trinity, and a 252,000 gallon oil spill in the turning basin of the Houston Ship Channel. The Cape Trinity is a Maritime Administration (MARAD) ship used for transporting military equipment and supplies overseas. The exercise, called Trinity 2006, will be used to train and test local responders and response plans. Cutter Sweetgum To Be Decommissioned

The U.S. Coast Guard Cutter Sweetgum will be decommissioned after nearly 60 years of service in a ceremony scheduled Wednesday, September 19, at 2:00 p.m. at Coast Guard Group Mobile in Mobile, Ala. The Sweetgum was commissioned into the Coast Guard November 20, 1943, and was briefly homeported in Grand Haven, Mich. The Sweetgum moved to Mayport, Fla., September 1, 1946 where it proudly served for years 44 years. While stationed in Mayport, the Sweetgum was responsible for maintaining 333 buoys and structures from Kings Bay, Ga., to the Bahamas. In the winter of 1977, the Sweetgum was ordered north to open up shipping routes, free frozen-in-ships, and help clean up a 400,000 gallon oil spill in New York’s Hudson River.
