Wawa Inc. has taken delivery of its first owned vessel, a newly built articulated tug-barge unit (ATB) constructed by Fincantieri Bay Shipbuilding.   The barge, named 1964, and its 8,000 horsepower tug, Millville, were christened during a November 28 ceremony at the Sturgeon Bay, Wisc. shipyard.   Wawa, which runs a chain of gas stations/convenience stores on the U.S. East Coast and presently sells about two percent of the gasoline sold in the nation, will use its new ATB to supply its growing network of retail locations in Florida.

Brazilian state-run oil company Petroleo Brasileiro SA (Petrobras)will seek a valuation of up to 22 billion reais ($6.8 billion) for its fuel distribution unit in what is expected to be Brazil’s biggest IPO of the year, reported Reuters. The Brazilian energy giant intends to raise around $2.3 billion or $7.5 billion reais at the high end of the price range of 15 reais-19 reais per share. Petrobras is expected to offer between 25% and 40% of its stake in BR Distribuidora. The offering could grow to a 33.75 percent stake in the distribution unit if the company sells all additional and supplementary allotments, according to a new regulatory filing.

Sicilian police on Wednesday sought the arrest of nine people, including a suspected mobster, for running a Libyan fuel-smuggling ring in which at least 30 million euros ($35 million) of diesel was sold in gas stations in Italy and Europe. A Libyan, nicknamed the "boss", used small boats to steal fuel from a refinery in Zawiya, a port city west of Tripoli, a statement from the finance police said. The fuel, stolen from Libya's National Oil Corporation (NOC), was then transferred to a larger ship off the coast of Malta and brought to Italy. Police from the Sicilian city of Catania "documented in detail 30 voyages in which more than 80 million kilos of diesel fuel was imported," the statement said.

Puerto Rico Governor Ricardo Rossello reported progress in getting fuel supplies to the island's 3.4 million inhabitants on Monday as they faced a 13th day largely without power after the U.S. territory was devastated by Hurricane Maria. "We've been increasing the number of gas stations that are open," Rossello said at a news briefing, with more than 720 gas stations now up and running. Puerto Rico relies on fuel supplies shipped from the mainland United States and distribution has been disrupted by the bad state of roads.

U.S. drivers are starting to feel the effects of Tropical Storm Harvey in their wallets as the country's fuel distribution network starting at the Gulf Coast and stretching across the country is squeezed by floods, refinery closures and dwindling supplies. At least 3.6 million barrels per day (bpd) of refining capacity is offline and more refineries are at risk of shut downs as the storm relentlessly dumps rain on Texas and heads toward Louisiana. The longer refineries remain shut, the more retail prices will increase, traders and analysts said. Two of the major pipelines delivering gasoline, diesel and jet fuel from the Gulf Coast are operating at reduced rates or plan to shut entirely, with wholesale markets in Chicago and the Gulf region seeing sharply higher prices.

After the oil industry suffered from a severe drought in Venezuela, forest fires in Canada and rebel attacks on oil installations in Nigeria, it is now facing the consequences of a national strike in France, where members of the trade union CGT have organized strikes at the country’s refineries and blocked oil terminals and fuel depots, says the Tanker Research & Consulting department at Poten & Partners. The situation seems to be worsening as more unions join the CGT and clashes break out between protestors and the police. Six out of France’s eight refineries are either shut down or producing at significantly reduced levels. It is estimated that 40% of the gas stations around Paris and about 20% of the stations nationwide have supply problems.

Intensifying storm slams into Bahamas; landfall expected in Florida late on Thursday. Hurricane Matthew, the fiercest Caribbean storm in nearly a decade, slammed into the Bahamas early on Thursday and intensified as it barreled toward the southeastern U.S. coast where millions of residents heeded warnings to flee inland. Roadways in Florida, Georgia and North and South Carolina were jammed and gas stations and food stores ran out of supplies as the storm approached, bringing storm surges, heavy rain and sustained winds that accelerated overnight to about 125 miles (205 km) per hour. Matthew, which killed at least 39 people and displaced thousands, mostly in southern Haiti, was predicted to strengthen from a Category 3 to 4 storm en route to Florida's Atlantic coast.

The Southeast United States is expected to be hit with fuel shortages in the aftermath of Hurricane Matthew, as the storm barrels toward one of the largest energy-consuming regions in the country. The first major hurricane threatening a direct hit on the United States in more than 10 years lashed Florida on Friday with heavy rains and winds after killing at least 339 people in Haiti on its destructive march north through the Caribbean. Hurricane Matthew packed gusts of 100 miles per hour (160 kph) as it tracked north-northwest along Florida's east coast, the National Hurricane Center said in an advisory. The storm's eye was 25 miles (40 km) east of Cape Canaveral, home to the nation's chief space launch site. "We are seriously ground zero here in Cape Canaveral -- hunkered down, lights flickering, winds are crazy," said resident Sandy Wilk on Twitter.

A little-known investment company said it intends to order up to 20 liquefied natural gas (LNG) carriers, probably from South Korean shipbuilders. The contracts would be worth as much as $3.8 billion, two people with direct knowledge of the matter told Reuters. CBI Energy and Chemical, which is controlled by Australian and Canadian investors and has offices in Hong Kong, also said in a statement to Reuters that it would be seeking to buy floating LNG production and import facilities as part of an ambitious plan for Africa and Asia. The orders would be a major shot in the arm for South Korea's ailing shipbuilding industry, which has been hit by a collapse in new orders as global trade growth slows and after the slump in commodities prices in recent years.
