Philip M. Bilden has been elected to Huntington Ingalls Industries’ (HII) board of directors, effective November 7. Bilden retired last year as a co-founding member of the private equity firm HarbourVest Partners. Eli Glickman has been nominated by ZIM Integrated Shipping Services’ board of directors as the container carrier’s new president and CEO. Glickman will assume the role July 1, replacing current CEO Rafi Danieli, who last year advised that he would be stepping down. Danieli led ZIM as CEO for the past eight years, and before this held various positions at ZIM, including CFO and deputy CEO. “It has been a privilege to lead ZIM during the most difficult times the industry has ever faced,” Danieli said.

International participants at a high-level conference on the world's oceans pledged more than $5.3 billion for conservation and designated vast areas as protected waters, U.S. Secretary of State John Kerry said on Friday. More than 90 countries took part in the two-day conference, the third of its kind, in an effort to galvanize attention to the dangers that pollution, climate change and over-fishing may pose to the world's oceans. "This ocean conference, in order to protect marine eco-systems, to prevent pollution, to address the crippling impacts of climate change, has committed over $5.3 billion of money and initiatives in order to achieve those goals," Kerry said at the meeting's closing session. A giant U.S.-led naval exercise began off Hawaii on Thursday with China joining its Asia-Pacific rivals for the first time, but analysts doubted the drills will ease tensions over Chinese maritime claims and some said Beijing could use them to strengthen its navy. Washington and its allies hope China's participation in the five-week Rim of the Pacific (RIMPAC) exercises, involving 55 vessels, more than 200 aircraft and some 25,000 personnel from 22 countries, will build trust and help avert misunderstandings on the high seas that could escalate into crisis. But analysts say the maneuvers may only help Beijing strengthen its growing naval capability by observing the forces of the United States and its allies. By Barbara D. Recent changes to U.S. economic sanctions programs have resulted in both new opportunities and new restrictions for offshore service vessel operators. In April, the United States substantially reduced restrictions on trade with Libya. However, these actions were followed in early May by the imposition of a new embargo against Syria. In addition, over the past several months, many additional individuals and entities have been designated as subject to trade sanctions, and the Secretary of Homeland Security has been granted authority to take various measures to prevent the unauthorized entry of vessels into Cuban territorial waters.

Virginia Republican Rep. Herbert Bateman, 72, a nine-term congressman and strong military supporter who planned to retire at the end the year, died in his sleep, reportedly of natural causes on Monday, September 11, according to a spokesman. He had battled a series of health problems in recent years including lung and prostate cancer. First elected in 1982, Congressman Bateman had dominated his heavily Republican district in the Tidewater region of Virginia. He used his seat on the House Armed Services Committee to support the military and the area's heavy concentration of defense contractors while building a moderate voting record.

Maritime Administrator Captain William G. Schubert announced the appointment of Robert B. Ostrom to serve as Chief Counsel for the Maritime Administration. He will provide counsel and advice for handling all legal matters with the agency. "I'm pleased to welcome Bob to MARAD's leadership team," Schubert said. Ostrom will supervise the activities of MARAD'S Office of Chief Counsel, which includes five divisions focusing on general and international law, maritime assistance programs, ship financing contracts, legislation, and litigation. Additionally, the Office of Chief Counsel drafts proposed maritime legislation, executive orders and reports to Congressional and administrative offices and committees.

The Department of Homeland Security is co-sponsoring the Homeland Security Cargo Summit on December 16-17. The Summit will be held at the Georgetown University Conference Center, 3800 Reservoir Road, NW, Washington, DC, located across the street from Georgetown University. President George W. Bush intends to nominate Michael Jackson, of Virginia, to be Deputy Secretary of Homeland Security. Mr. Jackson currently serves as Chief Operating Officer of AECOM Technology Corporation, Government Services Group, in Fairfax, Virginia. From 2001 to 2003, he served as Deputy Secretary of Transportation at the Department of Transportation. Earlier in his career, he held several positions at Lockheed Martin IMS, Transportation Systems and Services, including Vice President and General Manager of Business Development and Chief Operating Officer. Mr. Jackson received his bachelor's degree from the University of Houston and his Ph.D. from Georgetown University.
