India Bans Oil Tankers, Bulk Carriers Older than 25 Years

India has withdrawn trading licenses for oil tankers and bulk carriers that are more than 25 years old, its shipping regulator said, as the world's third-largest greenhouse gas emitter looks to cut emissions and reduce the average age of its fleet. Gates to Launch Mega Clean Tech Initiative

Microsoft co-founder Bill Gates will launch a multi-billion-dollar clean energy research and development initiative on Monday, the opening day of the U.N. climate change summit in Paris, GreenWire reported Friday. Gates and a group of developing and developed countries will agree to double their research and development budgets to boost clean energy deployment and work collaboratively, according to GreenWire, an energy and climate trade publication, citing government and business officials familiar with the agreement. Access to clean energy technology will play a key role in a global agreement to combat climate change. More than 190 countries will negotiate a new pact in Paris from Nov. 30 to Dec. 11. UN Climate Talks Head for Watered-down Deal

United Nations climate talks, which ran on into a an extra day on Saturday, are heading for a watered-down deal on limiting global warming, leaving many of the toughest issues for next year's Paris summit. Peruvian Environment Minister Manuel Pulgar-Vidal, hosting the talks, told delegates that a new text on Saturday morning to try to break impasses was not perfect, but reflected common ground. Rich and poor nations were at odds after two weeks of talks in Peru over how to share the burden of curbing rising world emissions and how to raise a promised $100 billion a year by 2020 to help the poor cope with a warmer world. Lima is meant to establish the building blocks of a new global deal to limit climate change to be agreed at a U.N.

China Embraces Carbon Pricing and UN Takes a Shine to Plan

At the UN's Climate Summit this week a diverse group of global leaders, from World Bank president Jim Yong Kim to California Governor Jerry Brown, spoke of the need for polluters to pay for each ton of carbon they emit. More than 1,000 companies pledged their support for the effort. Carbon pricing, largely rejected by the United States and struggling in Europe, is suddenly all the rage, with China leading the charge. The world's biggest greenhouse gas emitter plans to establish a national market for carbon permit trading in 2016 and has already launched seven regional pilot markets. Boosters of carbon pricing policies say that once China sets a national price on carbon, others will follow.

U.S. GHGas down by 10 % - EPA

U.S. greenhouse gas emissions fell nearly 10 percent from 2005 to 2012, more than halfway toward the United States' 2020 target pledged at United Nations climate talks, according to the latest national emissions inventory. The report showed that emissions dropped 3.4 percent from 2012 to 2011, mostly due to a decrease in energy consumption and fuel switching from coal to natural gas. The Environmental Protection Agency (EPA) on Tuesday published the United States' 19th annual emissions tally to the U.N. Framework Convention on Climate Change. The United States uses 2005 pollution levels as its benchmark to measure emissions cuts, and has a target to lower emissions by 17 percent from that starting point by 2020.
