Four people are missing and six have been hospitalized for injuries caused by a pipeline explosion in the Corpus Christi Ship Channel on Friday, officials said.The explosion and subsequent fire were reported at about 8 a.m. local time near Nueces Bay in the northern part of the city after a dredge struck a pipeline in the water. The Galveston-Texas City Pilots and the five-member Board of Pilot Commissioners for Galveston County are facing a serious legal challenge from five pilot applicants and their local attorney. In a nutshell, local, federally licensed and similarly qualified pilots want to compete for business in a previously closed space. In Texas, like virtually every other U.S. state, a local group of pilots – so-called ‘state pilots’ are given the privilege of providing all marine pilot services for deep draft registered (foreign) traffic. In essence, it amounts to a legal monopoly.

Oil companies evacuate workers as storm takes aim at Texas. Shell said it was evacuating all personnel from the roughly 100,000 barrel-per-day (bpd) Perdido oil and gas production platform as a precaution. Anadarko said it had shut in production and was evacuating workers from its Boomvang, Gunnison, Lucius and Nansen platforms in the Gulf of Mexico.

The Texas Gulf Coast was getting ready for the tropical storm Harvey to make landfall by Friday, bringing with it strong winds, heavy flooding and torrential rains. Hurricane, tropical storm and storm surge watches were in effect for counties on the eastern coast of Texas as the storm moved across the Gulf of Mexico, where it may strengthen into a hurricane. Winds up to 75 mph (120 kmh) and 15 inches of rain (40 cm) were forecast, according to the National Weather Service. "Now is the time to check your emergency plan and take necessary actions to secure your home or business. Deliberate efforts should be under way to protect life and property," the weather service said in an statement early on Thursday.

The U.S. Supreme Court handed President Barack Obama a victory on Tuesday by upholding a federal environmental regulation requiring some states to limit pollution that contributes to unhealthy air in neighboring states. By a 6-2 vote, the court said the U.S. Environmental Protection Agency acted reasonably in requiring 28 states to reduce emissions from coal-fired power plants of sulfur dioxide and nitrogen oxides, which can lead to soot and smog. Writing for the majority, Justice Ruth Bader Ginsburg called the EPA rule a cost-effective way to allocate responsibility for emission reductions among upwind states, and that the EPA need not consider each state's proportionate responsibility for the emissions in question.
