New Barge Builder Opens in Texas
SeaBuilders, LLC said it is accepting orders for the first quarter of 2008 to construct 30,000 barrel and 60,000 barrel oil barges. The company also announced that it has received an initial $3 million round of funding from Harbor Bunkering Corporation of Puerto Rico. SeaBuilders shipyard opened to provide capacity, as well as a new, more efficient approach to barge building, according to the company. Bid Solicitation for 60,000 bbls DH Oil Barge
An invitation to bid on the construction of a new 60,000 BBLS Double Hull Oil Barge for Harbor Bunkering Corporation of San Juan, Puerto Rico is expected this quarter. Bristol Harbor Marine Design (BHMD) is currently designing the vessel for the San Juan based bunkering company, while the 30,000 BBLS Double Hull Oil Barge that BHMD designed for the company last year is being completed at Orange Shipbuilding, Orange, Texas. BHMD is also working on a tug design for the client, which will go out to bid later this year. Harbor Bunkering Corporation’s Operations Manager, Eric Rivera, is excited about the new tug and barge. “Although not an Articulated Tug and Barge (ATB), we are specifically designing the two vessels to work together hand in glove,” said Mr. Rivera.
Bristol Harbor Group Bunkering Barge Design Generates 6 New Orders
Based on a double-hulled design from the Bristol Harbor Group, six ABS Class bunkering barges with complete cargo loading and off-loading systems have been ordered. They vary in capacity from 26,000 to 35,000 barrels, and all will be built by Orange (TX) Shipbuilding. The first barge was delivered in 2006 and is owned by Harbor Bunkering Corporation. Named Enterprise, it is currently providing oil transportation service from St. Eustatius Island to Puerto Rico. It is 277.5 ft. long, 58 ft. wide and 18.5 ft. deep and carries 30,000 BBLS. The second vessel, a 26,000 BBLS barge, was built for the Foss Maritime Company and is currently on route to San Francisco from Texas through the Panama Canal.
Contract for New Z-Drive Harbor Tug
A contract for the Hector P., a new 4,200 hp Z-Drive harbor tug to be built by Orange Shipbuilding for South Puerto Rico Towing Corporation was signed last month. Bristol Harbor Marine Design assisted in the harbor tug contract negotiations along with the acting buyer’s agent, Eric Rivera from Harbor Bunkering Corporation of San Juan, Puerto Rico. “The HECTOR P. is going to raise the bar for tugboats in Puerto Rico,” said Mr. Rivera. BHMD will also be serving as owner’s representative throughout the duration of the project and will be responsible for project inspections and approvals. Design of the new vessel is being completed at Robert Allan, Ltd. of Vancouver, B.C.
Aegean Exits Singapore Bunker Market
Aegean Bunkering Pte Ltd on Friday said it had this week left the world's largest marine fuels market in Singapore after handing back its supply and craft operator licences. The company had announced in October that it would halt physical supply operations in Singapore by January amid heightened commercial pressures after the city-state adopted tougher bunkering procedures. Aegean Bunkering, headquartered in Greece, was last year ranked the 20th largest marine fuels supplier by volume in Singapore from a total of 55, data from the Maritime and Port Authority of Singapore (MPA) showed.

Port of Rotterdam: 2017 in Review
Over the past year, 29,646 seagoing vessels entered the port of Rotterdam, up more than 600 from 2016's 29,022. The number of incidents in the port fell from 159 to 129, and included one ‘serious accident’ involving an inland vessel that went adrift after hitting a groyne with its rudder. Port of Houston- Fuel surcharge Increase
Effective March 17, 2005 local barge companies in the port of Houston will increase their fuel surcharge to 20% of all bunker delivery freight charges. Harbor fees, tariffs, demurrage and other fees, applicable to the bunker delivery, will not be subject to this fuel surcharge. This pass through cost will apply to any new bunker orders delivered by Chemoil March 17th or later.
Malta Will Announce Port Privatization Information Soon
Malta will soon issue information about the privatization of Malta Freeport and Kordin Grain Terminal in Valletta Harbor, Finance Minister John Dalli said. He said 14 companies had expressed interest in the privatization of the freeport and nine in the grain terminal company. The government has just issued a call for proposals for the privatization of its Public Lotto Department. Dalli said 16 companies had shown an interest in the privatization of Mediterranean Offshore Bunkering Co. The company, based in Valletta Harbor, is engaged mostly in providing bunkering services for vessels. A due diligence exercise is being carried out ahead of the privatization of Malta International Airport.
Explosion on Iranian Tanker Repels Rescue Team
Fire rages for 4th day; tanker collided with freight ship on Saturday. Rescue crews were forced to retreat from a stricken Iranian oil tanker in the East China Sea on Wednesday following an explosion on the ship as a fire raged for a fourth day after a dramatic collision. The blast happened on board the tanker in the afternoon after rescue crews were dousing the ship with foam in an attempt to put out the fire, China's Transport Ministry (MOT) said in a statement on Wednesday. The cause and damage to the tanker from the incident were not clear.
Boskalis JVs Order two LNG Dual-fuel Harbor Tugs
Royal Boskalis Westminster (Boskalis) joint ventures Keppel Smit Towage and Maju Maritime have ordered two innovative LNG dual-fuel harbor tugs, which marks a breakthrough for realizing clean environmentally friendly harbor towage services in the Singapore port. The tugs, which are expected to be delivered in 2018, will run entirely on LNG. For this reason, the Maritime and Port Authority of Singapore will award a grant of up to SGD 2 million for each tug under its LNG Bunkering Pilot Programme.
ABS to Class US' First LNG Bunker Barge
ABS has been selected to class an LNG bunker barge under construction at Conrad Orange Shipyard, Inc, a division of Conrad Shipyard, LLC, for WesPac Midstream LLC and Clean Marine Energy LLC (CME), the classification society announced. The 2,200 cu m barge is scheduled for delivery in mid-2016 and will initially be deployed in Tacoma, Wash., to service shipowner Totem Ocean Trailer Express’s (Totem Ocean) Orca Class ro-ro vessels. The unit will then be relocated to Jacksonville, Fla., to serve parent company TOTE’s Marlin Class dual-fuel container vessels and other LNG-powered vessels in the Port of Jacksonville. Designed by Bristol Harbor Group Inc, the barge features a single tank equipped with the Mark III Flex cargo containment system supplied by GTT North America.
SMP Expands Ops in Mobile, Ala.
Shell Marine Products (SMP), the global supplier of marine fuels, lubricants and services, announced the start-up of its bunker fuels operations in Mobile, Ala. The company already has a strong business base in the USA Gulf Coast region, supplying bunker fuels and lubricants, and has expanded its geographic coverage to offer fuel oil, gas oil and lubricants to customers in Mobile. Shell Marine Products has fuel oil storage facilities in Mobile Harbor located at Radcliff/Economy Terminal. The company has also secured privileged access to the only double-hull bunker barge in the region to facilitate all fuel oil deliveries. With over 1,000 ships calling Mobile harbor each year, the region is an interesting bunkering market.
Dormac's Deal Revives South African Shipbuilding
There was excitement at Dormac recently when the keel-laying ceremony for a new $8.2m oil bunker barge commissioned by Smit Amandla Marine signaled the revival of the shipbuilding industry in South Africa. Dormac's empowerment partner, Palisa Investments, owns 25.5 percent in the company, according to a report on www.busrep.co.za. Pim Zandee, the former chief executive of Smit Amandla, said the specialist marine services company, which is the biggest oil bunker supplier in the Durban harbor, chose Dormac to build the bunker barge as it wanted to prove that the work could be done in South Africa. The barge is due for delivery in September or October next year. Dormac was established in 1967 as Dorbyl Marine and built 107 ships until 1994, employing 1,800 workers.
USCG Issues LNG Bunkering Policy Letters
Responding to the industry’s need for more guidance on procedures related to liquefied natural gas (LNG) bunkering, the U.S. Coast Guard (USCG) has published two new Policy Letters on LNG Bunkering, Personnel Training and Waterfront Facilities. With regard to simultaneous operations (SIMOPS) USCG points to DNV GL’s Recommended Practice for “Development and Operation of LNG Bunkering Facilities” for guidance. Since U.S. ports do not have LNG liquefaction and storage facilities yet, ships will have to rely on small-scale bunkering for the time being.
LNG Bunkering: First Italian Truck- to-Ship Operation
The Port of Civitavecchia has become the first port to perform Truck to Ship bunkering of LNG to a seagoing vessel within an Italian coastal port or any port in Italy and this part of the Mediterranean, say LNGEurope. The tugboat Bokn owned by Buksér og Berging AS, was bunkered by LNGEurope at the Port of Civitavecchia (Rome) recently for the Italian sector of her voyage from the Turkish shipbuilder towards final destination, Karsto in Norway. On arrival she will begin a long-term charter to Statoil.
Barge operators are often accused of giving the marine fuels industry a bad name. While it is true that there are barging companies with a debatable approach to the business, they are very much in the minority. Worldwide, barge operators are working hard to improve their services and operations. In many respects, they are leading not only the bunker industry — but shipping as a whole. Nowhere is this demonstrated clearer than during barge-to-ship transfers of oil; nowhere is this expertise better demonstrated that in the U.S. Operating bunker barges in the U.S. is a fraught business. To say the very least, U.S. authorities do not like oil in their harbors, and culprits can find themselves on the sharp end of some harsh penalties if negligence is proved.
Bomin Launches Physical Operation in Mauritius
Physical supplier and trader of marine fuel oil the Bomin Group is launching a physical operation in Port Louis, Mauritius, effective from July 12, 2016. Bomin (Mauritius) Ltd. will utilize the 2008-build, double-hulled bunker barge MT Hakkasan to provide customers with products, including IFO 180cst, as well as MGO. All deliveries will be provided under a Bomin specific Bunker Delivery Note (BDN). “Port Louis is the only official port of entry and exit for sea vessels in Mauritius, and it is critical that we have a strong physical presence here to support our customers and our global network,” said Jan Christensen, Global Head of Bunker Operations, Bomin Group.
Conrad Industries to Barges for Foss Maritime
Conrad Industries, Inc., announced the signing of a contract with Foss Maritime Company for three 35,000 bbl. double skin barges that will be equipped as bunkering barges for their west coast operations. These 290 x 62 x 18 barges will be built at the company’s Orange, Texas facility. “These state of the art bunker barges will provide an unsurpassed level of environmental protection in the harbors they will serve. With double hulls, vapor canisters to process cargo emissions and a gauging system that provides three levels of redundant overfill protection, our expert crews will have the best possible tools to deliver our customers fuel oil safely,” said Gary Faber, President & Chief Operating Officer of Foss Maritime Company.
