The State University of New York Maritime College, in collaboration with the U.S. Coast Guard, National Academy of Sciences, academic institutions, industry partners, and federal, state and local agencies, will host the 10th Annual Maritime Risk Symposium (MRS 2019) Nov. 13-15, 2019, at New York Maritime College located in the Bronx, New York.MRS 2019 will bring together academics, government and commercial entities to discuss the threats, challenges and risks associated with the Marine Transportation System with a focus on current and future marine transportation challenges and threats.

Was the closing of the Houston Ship Channel for over three days in March 2015 due to the use of Ultra Low Sulphur Fuel Oil (ULSFO)? After reviewing the testimony, and evidentiary material presented by the National Transportation Safety Board (NTSB) regarding the 2015 Conti Peridot’s collision with the Carla Maersk, it is the authors' opinion the report fails to address significant contributing factors. The NTSB has overlooked a serious threat to vessel operations throughout the world.

The USCG ceremony highlighted the fifth annual meeting of the Lone Star Harbor Safety Committee, announced Captain Robert M. Shearon, presiding officer -- Houston Pilots. Niels Aalund, serves as an Officer and as Senior Vice-President, West Gulf Maritime Association, with primary responsibility for advocating on behalf of member companies (steamship agents, vessel owners, and industry stakeholders) with local, state and federal agencies. The probable cause of the 2015 collision of the Conti Peridot and the Carla Maersk in the Houston Ship Channel was the inability of the pilot on the Conti Peridot to respond appropriately to hydrodynamic forces after meeting another vessel during restricted visibility, and his lack of communication with other vessels about this handling difficulty controlling his vessel, said the National Transportation Safety Board (NTSB) during a public meeting on Tuesday. Dave Anderson is the President of the Passenger Vessel Association (PVA). He also serves as General Manager/Director of Operations of Fire Island Ferries, Inc., Bay Shore, N.Y. on Long Island. The company has provided passenger service, freight service and water taxi service to Fire Island communities since 1948. The firm operates 23 subchapter T and K vessels ranging from six to 400 passengers. Anderson, an honors graduate from CW Post Long Island University where he earned his BA in Communication Arts in 1984, also holds a 100 ton Masters license which he earned in 1983.

The West Gulf Maritime Association (WGMA) is urging its members with ships arriving at any port in the western US Gulf to participate in the Menhaden survey. The annual Menhaden spawn (typically April through October) has created challenges for ships transiting local waterways, namely a potentially dangerous loss of propulsion caused by engine overheating resulting from sea chest strainers being clogged by hundreds of these small fish. Numerous warnings have previously been broadcast by the Coast Guard's Captain of the Port and the Presiding Officer of the Houston Pilots about this natural phenomenon and these incidents, however they continue to occur…

I am increasingly concerned about the interaction between commercial vessels and recreational craft on the Chicago River. Even more frequently my operation is encountering people in short-term rental craft such as stand-up paddleboards, kayaks, canoes and small electric boats who know little or nothing about the USCG Navigation Rules and who are not aware of the risks of operating on a narrow channel close to large commercial vessels. US Coast Guard Sector San Francisco advise that its personnel joined with  CMA CGM – the third-largest shipping group – along with other local industry partners to test the Bay Area’s capability to tow ultra-large container vessels. The vessel used for this exercise was CMA CGM’s Centaurus, an 11.400 TEU container ship measuring 365 meters, or approximately 1,200 feet. The purpose of the towing demonstration was to test the capability of existing tug assets within San Francisco Bay to connect to and tow an ultra-large container vessel. The Seattle Propeller Club announced the winner of the 2013 Puget Sound Maritime Achievement Award as Captain John Veentjer, Puget Sound Marine Exchange Executive Director, aboard Princess Cruises cruise vessel Sapphire Princess while berthed on Pier 66 at the Port of Seattle’s Bell Street Cruise Terminal during the 62nd annual Seattle Maritime Festival Luncheon. Overseas Reymar cleared to sail; Coast Guard Calls on Harbor Safety Committee to review Critical Maneuvering Areas; investigation continues. The U.S. Coast Guard has completed interviews, evidence collection, and a thorough safety inspection onboard the oil tanker Overseas Reymar which has been anchored in San Francisco Bay’s Anchorage 7 since the vessel’s allision with a support tower of the San Francisco-Oakland Bay Bridge Monday morning. Coast Guard inspectors and representatives from the vessel’s Flag State have determined the Overseas Reymar is safe to sail. This determination was based on a careful assessment of the vessel’s structural damage, and the inspection and testing of critical propulsion, auxiliary, navigation, safety, and environmental protection systems.

The Port of San Juan, which is experiencing a tremendous growth of maritime traffic and planning for more, received an additional economic boost today when NOAA debuted a new nautical chart that will make ocean-going vessel traffic safer and more efficient through San Juan Bay and the port area. “There is not only more traffic, but larger vessels are making San Juan their port call,” said Capt. John Lowell, director of NOAA’s Office of Coast Survey. “Mariners asked for NOAA’s help when they started finding themselves too far right of the port entrance,” Lowell said. “The San Juan harbor pilots knew the ship captains were at risk of endangering their vessels.

The U.S. Coast Guard's Office of Waterways Management is sponsoring the 11th Annual Harbor Safety Committee Conference in Tampa, Fla., at the Marriott Tampa Waterside Hotel May 27-29. The event aims to bring together dozens of harbor safety committees from around the country to continue improving communication, collaboration and coordination among policy makers, transportation planners, shippers and others in the maritime industry. The deadline for registration is April 15. Invited speakers include Rep. Elijah Cummings (D-Md.), U.S. Coast Guard Commandant Admiral Thad Allen, Carnival Cruise Lines Vice President Brendan Corrigan and senior officials from the U.S. Department of Transportation, the Maritime Administration, the U.S.

The Coast Guard is investigating a report of a commercial fishing vessel that crossed in front of the Motor Vessel Bosse, a large commercial freight ship transiting outbound from the Port of Long Beach on Feb. The Marine Exchange of Southern California and Coast Guard Vessel Traffic Service, who jointly monitor vessel traffic in San Pedro Bay, were first alerted of the situation by the Motor Vessel Bosse, after the crew was unable to make radio contact with the approaching, unresponsive fishing vessel. Motor Vessel Bosse was within 400 yards of the fishing vessel when it was forced to take evasive action and turned hard to starboard to prevent a collision. The Vessel Traffic Service then actively tracked the fishing vessel into port using radar and other sensors.

The Puget Sound Harbor Safety Committee will host the 2008 Harbor Safety Committee Conference in Seattle on May 12-14. The conference offers an opportunity for HSCs and other stakeholders from around the country to exchange information on current challenges, best practices, case studies, and lessons learned and to engage both public and private executive leaders on issues relating to marine transportation. The conference is organized by the U.S. Coast Guard and the Transportation Research Board (TRB) of the National Academies. (HK Law).

By Thomas H. Collins, Admiral, U.S. By any measure, 2003 was a turning point in the 213-year history of the U.S. Coast Guard. Beginning with the introduction of a new Maritime Strategy for Homeland Security early in the new year and continuing with its realignment under the Department of Homeland Security in March as part of the largest reorganization of the federal government since the post-World War II era, the scope and scale of the Coast Guard's maritime, multi-mission, and military operations during the past year were nothing short of extraordinary. Coast Guard men and women rose to the challenge, bolstered by the largest mobilization of reservists in our history. Collectively, they fought the Global War on Terrorism at home as well as overseas.

The two-day workshop on maritime security, hosted by the U.S. Coast Guard in Washington, was completed with members of diverse sectors of the maritime industry offering a variety of suggestions for improvements and areas of concern related to maritime security. A listing of the recommendations is scheduled to be released by the Coast Guard on February 4, with the final report scheduled for February 28. Written comments may be submitted to the docket through March 15. Meanwhile, maritime security will be the major focus of the National Harbor Safety Committee meeting in Galveston on March 4.
