MPA Pumps $8.9 Mln More into Singapore's LNG Bunkering
The Maritime and Port Authority of Singapore (MPA) has injected another S$12 million (US$8.9 million) to boost liquefied natural gas (LNG) bunkering in the Port of Singapore. Half of this S$12 million has been set aside to co-fund the building of new LNG bunker vessels to facilitate the development of ship-to-ship LNG bunkering in the Port of Singapore. Harley's New ATB Completes Sea Trials
Harley Marine Services’ new tug OneCURE and the 80,000BBL, double hull, oceangoing barge Edward Itta have completed sea trials as combined articulated barge unit (ATB) on October 26, and the vessels have been accepted for delivery. The vessel trials, performed by Conrad Shipyard 10 miles south of Port Fourchon, included crash stops at various speeds, basic and high-speed maneuvering, systems monitoring and tests of main engine steering. Harley Marine Offshore Port Engineer, Randy Boyne, who was onboard, reported that the vessels responded as expected.

Harley Marine Orders Ocean Tugs from Conrad
Louisiana shipbuilder Conrad Shipyard said it has been awarded a contract to build two 3,000HP ocean service tugboats for Seattle’s Harley Marine Services. The two new vessels, designed by Entech Designs, LLC, will be 100-feet in length, with a beam of 34’. They will be powered by Caterpillar 3512C Tier 4 ARated Diesel Marine Engines, and equipped with two Caterpillar C4.4 99Kw at 1,800RPM generators. The two vessels are scheduled to be delivered in the fourth quarter of 2018 and first quarter of 2019 respectively.
The Evolving ATB Jones Act Business Model
Today’s ATB play seemingly has legs for the long haul, as operators build and market needs fluctuate. The refined product trades are always in flux. Similarly, the supply patterns for products (and for chemicals derived from oil refining) are subject to constant change. At the same time, the distribution of refined petroleum products sees great benefit from the efficiency of Articulated Tug Barges (ATBs), which have the flexibility to adjust to dynamic supply programs between refineries and myriad distribution facilities dotting the coastline. New Tug Joins Harley Marine Fleet
Harley Marine Services has welcomed its newest vessel, Dr Hank Kaplan, to its Puget Sound fleet on June 22. The vessel has a length of 80', a beam of 36' and a depth of 13'7" and is equipped with two 3516C marine propulsion engines that deliver a combined 5,350 HP. The vessel also features the brand new Cat MTA 524-T azimuth thrusters, which were specially designed for high performance tractor tugboats. Designed by Robert Allen Limited in Vancouver, the tug was built at Diversified Marine in Portland, Ore. and is a sister class vessel to the recently built Michelle Sloan and Lela Franco.

Harley Marine Christens Earl W Redd
Harley Marine Services christened its newest tractor tug Earl W Redd, officially welcoming her to the fleet on Friday, February 10. Built at Diversified Marine of Portland, Ore., the Earl W Redd features twin Cat 3516 Tier 4 Final main engines that will each produce 2,675 horsepower at 1,600 rpm. Each of the engines is paired with a selective catalytic reduction (SCR) after treatment system that uses a urea-based solution to reduce NOx contained in diesel exhaust down to nitrogen and water vapor.
Harley Marine Welcomes First US EPA Tier 4 Tractor Tug
Harley Marine Services accepted delivery of its newest tractor tug, Earl W Redd, a first-of-its-kind workboat equipped with Caterpillar's Tier 4 emissions technology. The vessel enters the Harley fleet as one of the most efficient and environmentally conscious vessels in the world, exceeding the toughest marine EPA standards. Built at Diversified Marine of Portland, Ore., the Earl W Redd measures 120 feet by 35 feet, with a loaded draft of 19 feet 3 inches. The tug features twin Cat 3516 Tier 4 Final main engines that will each produce 2,675 horsepower at 1,600 rpm.
Harley’s Latest tug begins service
The latest addition to the Harley Marine fleet is now completing sea trials and preparing to enter service. The “M/V Earl W. Redd” will be operated under the flag of the Olympic Tug & Barge unit of Harley. The 120 foot tractor tug, built by Diversified Marine Inc. in Portland, Oregon, and named after the father of Diversified President Kurt Redd, is slated to enter service providing unrestricted coastal towing along the West Coast of the United States. Tier IV-compliant CAT engines coupled to Rolls-Royce “Z-drives” power the tug, delivering an expected bollard pull capability of 75 tons.
Singapore LNG Market to Grow at 10.39% Through 2025
The market for LNG in Singapore is projected to grow at a CAGR 10.39% during 2016-2025, due to the push from Singapore government towards adoption of cleaner energy sources, capacity addition of natural gas / LNG based power plants and emergence of Singapore as a regional trading hub for LNG in Asia-Pacific. "Growing demand from power generation sector, favorable LNG prices and government initiatives to setup Singapore as LNG hub is expected to drive Singapore LNG market," says the report by TechSci Research. Pavilion Energy, a wholly owned subsidiary of Pavilion Gas Pte Ltd.
Harley Marine Names Two ATBs
Harley Marine Services has named two articulated tug and barge (ATB) units currently under construction at Gunderson Marine (barges) and Conrad Shipyard (tugs), respectively. The vessels include two 116 foot tugs and two 80,000 barrel barges. The tugs, each being built at Conrad Shipyard of Morgan City, La. are 116 feet long with a beam of 36 feet. Each vessel is equipped with two GE Tier 4 propulsion engines, for a total of approximately 4,560 horsepower, and two John Deere Tier 3 generators. These cutting edge engines reduce NOx and particulate matter. The vessels are each equipped with a Markey tow winch and bow and stern fendering. Built at Gunderson Marine of Portland, Ore., the barges are 430 feet long with a beam of 76 feet with a carrying capacity of 80,000 barrels.
Partners to Build LNG Dual-fuel Bunker Ship for Singapore
Harley Marine International Holdings Pte. Ltd. said it has signed an MoU with Pavilion Gas Pte. Ltd, Mitsui O.S.K. Lines, Ltd. (MOL), and Mitsui & Co., Ltd. (Mitsui) to build the first liquefied natural gas (LNG) dual-fueled bunker tanker for Singapore. The new 7,500 DWT LNG dual-fueled vessel will be co-funded up to S$2 million (US$1.46 million) by the Maritime and Port Authority of Singapore (MPA) through its LNG Bunkering Pilot Program (LBPP) Grant. The International Maritime Organization (IMO) will soon be enforcing a global Sulphur content cap of 0.5 percent on bunker fuels. LNG, as a marine fuel is a cleaner alternative for the industry. LNG is essentially natural gas, or about 88-97 percent methane cooled down to -262°F.
Smith Berger Tow Pins Lead the Way
Smith Berger Marine, Inc. said it has been selected by Edison Chouest Offshore to design and manufacture the Tow Pin Stern Roller units required on its nine new vessels, including five escort tugs and four docking tugs. Edison Chouest is building the new tugs in order to execute a 10-year Ship Escort-Response Vessel System (SERVS) contract with the Alyeska Pipeline Service Company, for which the tugs will provide tanker escort and spill response services in Prince William Sound. The Tow Pin unit has the capacity to sustain 250 tons of line tension and features three individually raised and lowered towing pins, one hold down hook and a 14” diameter stern roller.
