The Port of Portland Commission today welcomed new commissioners Alice Cuprill-Comas and Gary Young. Both were earlier nominated by Gov. Kate Brown and confirmed the Oregon State Senate. Cuprill-Comas of Portland is a transactional lawyer, and is currently legal counsel at Oregon Health & Science University. A member of the Oregon, Washington and Texas State bars, she was in private practice for more than 15 years, most recently as a partner at Ater, Wynne, LLC in Portland. A bill to repeal the U.S. oil export ban was expected to pass the House of Representatives on Friday, but faces an uncertain future after a veto threat by President Barack Obama. U.S. representatives on Friday morning debated the bill, sponsored by Joe Barton a Republican of Texas, and were slated to vote on it later in the day. Oil policy analyst Kevin Book of ClearView Energy Partners expected the bill to pass the Republican-led House, but said it was unlikely to win the 290 votes necessary to override a White House veto. Congress passed the ban in 1975 after the Arab oil embargo caused snaking lines at gas stations and fears of global oil shortages. "Much has changed since the ban on crude was put in place," Representative Fred Upton, a Republican of Michigan, said before the vote.

Huntington Ingalls Industries announced today that the Pascagoula Metal Trades Council (PMTC) and local chapters of the International Brotherhood of Electrical Workers (IBEW), United Federation of Special Police and Security Officers (UFSPSO) and Office and Professional Employees International Union (OPEIU) approved an extension of the collective bargaining agreement with the company's Ingalls Shipbuilding division. "This collaboration between management and labor is another example of how we continue to work together to ensure we provide the best opportunities for our shipbuilders and at the same time position our shipyard to compete for future contracts," said Edmond Hughes, Ingalls' vice president, human resources and administration.

Seaspan’s Vancouver Shipyards (VSY) announced today it has officially started construction on a new Cable Ferry for BC Ferries. Manila's International Container Terminal Services Inc's (ICTSI), troubled venture in Portland, Oregon, faces more difficulties as its big customer, Hanjin Shipping, is pondering whether to leave the port for either Tacoma or Seattle, according to the 'China Logistics Portal'. Portland has been plagued with labour problems, resulting in on-again off-again work slowdowns, which came from conflicting undertakings given to two unions over which union would supply reefer box monitors. The Portland Port Authority contracted the work to the International Brotherhood of Electrical Workers, while the employers' Pacific Maritime Association (PMA) had guaranteed all waterfront work to the ILWU.
