US Appoints Coordinator for Arctic Policy as Mineral Race Heats Up

The Trump administration appointed a coordinator for policy in the Arctic on Wednesday, as Washington prepares to compete with Russia and China on resource extraction in a region quickly melting due to climate change.The State Department said Jim DeHart, a 28-year diplomat who most recently served as a senior adviser in South Korea, is now U.S. coordinator for the Arctic region.Washington has not had a top policy maker for the Arctic since Robert Papp, a retired Coast Guard admiral, served as the first U.S. special representative from 2014 until early 2017.U.S.

Eastern Hires Adm. Papp as President Washington Ops

Eastern Shipbuilding Group, Inc. has appointed Admiral Robert J. Papp, Jr., U. S. Coast Guard (Retired), as President of Eastern Shipbuilding Group, Inc., Washington Operations. Admiral Papp served as an Officer in the Coast Guard for nearly 40 years, completing his career as the 24th Commandant of the U. S. Coast Guard from 2010 to 2014. The Coast Guard is the largest component of the Department of Homeland Security (DHS). He was a career cutterman, serving in six cutters, commanding four of them, including the Coast Guard’s square rigged sailing ship, USCG Barque EAGLE. Power Presented with Alexander Hamilton Award

The National Coast Guard Museum Association, Inc. presented the 2016 Alexander Hamilton Award to Coast Guard veteran and founder of J.D. Power and Associates, Inc., J. David Power III, who served as an officer aboard the Coast Guard icebreaker EASTWIND during the mid-1950s. Power was honored in recognition of his years of outstanding service in support of the National Coast Guard Museum. Powers has spent almost 50 years as a pioneer in studying consumer opinions, with 40 years as founder of what has become one of the most prestigious marketing information companies in the world, J.D.

Navy League Honors Retired Ingalls President

Irwin F. Edenzon, the retired president of Huntington Ingalls Industries' (HII) Ingalls Shipbuilding division, accepted the Navy League of the United States' Fleet Admiral Chester W. Nimitz Award last night. The Navy League presented the award at the annual Sea-Air-Space Black Tie Reception and Banquet at the Gaylord National Resort and Convention Center in National Harbor, Maryland. The Nimitz award honors an industry leader who has made a major contribution to the nation's maritime strength or enhanced national security.

Getting Onboard the Regulatory Train

Rail transport activists, analysts and environmentalists get a real taste of what the waterfront has endured for decades. They’ll just have to get in line with the rest of us. This week finds the collective domestic oil industry wringing its hands about the latest in a series of serious oil transport train casualties. This time, on Monday, the news involved a crude-carrying train that derailed in West Virginia, complete with more than one dozen tank cars afire and necessitating the evacuation of nearby towns. Just before that, another train in Canada consisting of about 100 tank cars carrying crude oil derailed in remote Ontario and suffered a similar fate. Both events naturally caught the attention of environmental and safety activists and oil industry analysts.

USCG Welcomes Cutter Hamilton to Fleet

Coast Guard Cutter Hamilton, the first national security cutter homeported on the East Coast, entered into active service today at Union Pier Terminal in downtown Charleston. The commissioning ceremony for the Coast Guard’s largest and newest 418-foot cutter was presided by Vice Adm. William “Dean” Lee, Coast Guard Atlantic Area commander. Commandant of the Coast Guard, Adm. Paul F. Zukunft, delivered the keynote address. “Together with my shipmates, we’re beginning the most important milestones in the life of a cutter,” said Capt. Doug Fears, Hamilton’s commanding officer and the most senior member of the crew. While being “new” to the Coast Guard is the highlight of the ceremony, Cutter Hamilton’s most enthusiastic crewmembers are just as new to the Coast Guard.

Is the US Prepared to Protect Its Arctic Interests?

The answer to this question is a resounding “no.” The U.S. is not prepared to protect its interests in the Arctic over the next decade. The primary legal regime that is being relied upon by all members of the Arctic fraternity, the Law of the Sea Convention, has not been adopted by the U.S. The operational resources needed to pursue our interests have not been funded and there is currently little prospect that they will be funded in the near future. U.S. interests in the Arctic are vast.

At the July 23, 2014, hearing of the House Subcommittee on Coast Guard and Maritime Transportation on “Implementing U.S. Policy in the Arctic” the committee chairman, Rep. Duncan Hunter (R-CA), opened the proceedings by holding up a graphic of the icebreaker fleets of the world—which depicts nearly 40 Russian icebreakers—and then commented on the “dismal state” of the U.S. icebreaker situation. Alaska Welcomes USCG Admiral Papp Arctic Assignment

Alaska Senate Majority informs that it welcomes news that Admiral Robert J. Papp Jr., the 24th Commandant of the U.S. Coast Guard since May 25, 2010, has been appointed by the U.S. State Department as a Special Representative for the Arctic Region. Adm. Paul F. Zukunft assumed command as the 25th commandant of the Coast Guard today, relieving Adm. Bob Papp during a military ceremony at the Douglas A. Munro Coast Guard Headquarters Building. “Adm. Papp’s leadership and resolve have left an indelible mark on the service,” said Zukunft. “To the men and women of the Coast Guard, I'm humbled to stand before you as your 25th Commandant," said Zukunft. Adm. Zukunft reports to Coast Guard Headquarters from Alameda, Calif., where he served as the Coast Guard Pacific Area Commander since 2012.

U.S. Coast Guard Vice Adm. Peter Neffenger relieved Vice Adm. John Currier as Vice Commandant of the Coast Guard during a change of watch ceremony at U.S. Coast Guard Headquarters, Washington, D.C., Tuesday. Coast Guard Commandant Adm. Bob Papp presided over the ceremony and U.S. Department of Homeland Security Secretary Jeh Johnson attended. “It has been my honor to serve our nation as the vice commandant,” said Currier. The change-of-watch ceremony is a time-honored event preserved by rich heritage of naval tradition.

Senators Ask USCG to Publish Cruise Inspection Information

U.S. Sens. In a letter to U.S. Coast Guard Admiral Robert Papp, Jr., U.S. Senators Richard Blumenthal (D-Conn.), John D. (Jay) Rockefeller IV (D-W.V.), Chairman of the Senate Committee on Commerce, Science, and Transportation, and Edward J. Markey (D-Mass.) called on the Coast Guard to detail how it plans to use inspection information to hold cruise ships with safety problems accountable. The senators also requested that such information be made available to the public over the Internet.

Coast Guard to Appoint New Ancient Mariners

The Ancient Mariner title established in 1978 recognizes the officer and enlisted person with the earliest designation as a permanent cutterman and requires a minimum of ten years of sea time. A change-of-watch ceremony for the U.S. Coast Guard Gold and Silver Ancient Mariners is scheduled to take place aboard Barque'Eagle at 10 a.m. Friday, May 2, 2014. The Gold (Officer) Ancient Mariner designation will pass from Coast Guard Commandant Adm. Bob Papp to Rear Adm. Fred Midgette, and the Silver (Enlisted) Ancient Mariner designation held by Master Chief Petty Officer Lloyd Pierce will pass to Master Chief Petty Officer Steven Cantrell. Adm. Papp became the Gold Ancient Mariner April 27, 2007, and Master Chief Petty Officer Pierce received his designation on August 19, 2011.

The numerous cutters and craft of the U.S. Coast Guard —from the sail training ship Eagle to the large oceangoing patrol ships; from polar icebrakers to small utility boats — form a formidable fleet to meet the many challenging assignments undertaken by the service. In 2014 the Coast Guard continues its recapitalization program with its National Security Cutter (NSC), Fast Response Cutter (FPC) and Offshore Patrol Cutter (OPC). The service plans to procure 91 cutters (8 NSCs, 25 OPCs and 58 FRCs) to replace are 90 aging cutters and patrol boats. According to a Feb.

Now clear of the holidays and into an already exciting 2014 on the waterfront, we find ourselves plowing ahead with the proverbial bone in our teeth. That’s because, beyond my questionable nautical metaphor, there are big things happening for the domestic workboat industry in the coming months. As you dig deeper into this issue of MarineNews, you will soon see that much of that revolves around the United States Coast Guard. As you do, look also look for the pace of regulatory rulemaking, boatbuilding and mariner credentialing to increase exponentially. While some industry stakeholders tend to view the Coast Guard as the bane of their compliance battles on so many fronts, the outreach of the nation’s first line of defense for homeland security are much more diverse than that.

VADM Paul Zukunft Nominated to be 25th U.S. Coast Guard Commandant

Jeh Charles Johnson, Secretary of Homeland Security, announced on February 28th that Paul F. Zukunft has been nominated by President Obama to be the 25th Commandant of the U.S. Coast Guard. His nomination requires Senate confirmation. Johnson said last Friday, "I am proud to announce President Obama's intent to nominate Vice Admiral Paul F. Zukunft as the 25th Commandant of the U.S. Coast Guard. Since I became Secretary, I have had the opportunity to get to know Vice Admiral Zukunft, and if confirmed he will be a great leader for the future of the Coast Guard. As a 37 year veteran of the U.S. Coast Guard, he has demonstrated this leadership while serving in a number of different capacities, including coordinating federal response to the Deepwater Horizon Spill.
