Explorer Sets Sail To Prove Point
Spanish explorer Kitin Munoz set sail on Sunday from Barcelona in a primitive reed boat to try to prove that ancient seafarers could have crossed the Atlantic Ocean. Munoz, 43, and his multinational seven-man crew hope to reach Colombia's Caribbean coast on the 20-m (65-foot) Mata Rangi III. He made two attempts to cross the Pacific Ocean during the late 1990s, but both ended in disaster. "We have constructed a boat identical to the boats used by ancient navigators, without any modern materials such as plastics," he said. The boat was built in the Olympic port of Barcelona from reeds specially imported from Lake Titicaca on the Peru-Bolivia border.
Marine Highway to Fly State Flags at Half-Mast
Governor Frank H. Murkowski has authorized the Alaska Marine Highway System to fly the state flag at half-mast on all ferries, at the AMHS headquarters building in Ketchikan, and at DOT&PF headquarters in Juneau on Sunday, December 11 in memory of Capt. Tom Reed. Flags should be lowered on Sunday morning, and returned to full staff by Monday morning. A memorial reception will be held at the Ketchikan ferry terminal on Sunday while the M/V Taku is in port. Capt. Reed, 57, died of a heart attack on board the Taku on December 5 while the vessel was underway en route to Sitka.

Demand for Ships in China to reach 31m DWT
According a new report on China’s shipbuilding industry from Research and Markets, from 2006 to 2010, the total demand for ships in China will reach 31 million dead weight tons (DWT), and the annual demand will be 6.2 million DWT on average. The report, dubbed China Shipbuilding Industry Report, 2005–2006, notes that China’s ship completions rank third over the past 10 consecutive years, and the shipbuilding capacity has increased from 3.462 million DWT in 2002 to 12 million DWT in 2005. The boom of China’s shipbuilding industry is closely linked with the development of marine industry, says the report. Although the global marine market declined in 2005, new opportunities emerged.
Okawa Joins Hawboldt’s Marine Cranes Division
Hawboldt Industries Ltd., a manufacturer of deck equipment and a member of the Timberland Group of Companies, announced the hiring of Reed Okawa as Business Development Manager, Marine Crane Division. Paul Phillips, General Sales Manager at Hawboldt industries said, “Reed brings over 35 years of experience in crane design sales and service to Hawboldt . . . Okawa joined Hawboldt in late January and is based near Seattle. Okawa will also be able to assist customers with Hawboldt’s core product lines, which include ROV, AUV and subsea drill launch and recovery systems, commercial deck equipment (anchor and mooring winches) and oceanographic products. Hawboldt manufactures cranes from 2 to 150 ton capacity in fixed, knuckle and telescopic versions.
Senate to Rumsfeld: The Navy Needs More Ships
On Friday, June 23, 2006, Senators Susan Collins (R-ME); Jack Reed (D-RI); Trent Lott (R-MS); Jim Talent (R-MO); Olympia Snowe (R-ME); Christopher Dodd (D-CT); Lincoln Chafee (R-RI); Mike Dewine (R-OH); Lindsey Graham (R-SC); Daniel Akaka (D-HI), David Vitter (R-LA); Frank Lautenberg (D-NJ); Bill Nelson (D-FL); Joe Leiberman (D-CT); Maria Cantwell (D-WA), and; Mary Landrieu (D-LA) sent a letter to Secretary of Defense, Donald H. Rumseld, asking him to increase the Navy’s top line budget for the purpose of increasing the ship procurement budget in fiscal year 2008. The request comes on the heels of a letter sent by members of the House of Representatives Congressional Shipbuilding Caucus urging support for the Chief of Naval Operations (CNO), Adm. Michael C.
USS Chafee Joins The Fleet
On a crisp fall morning in Newport, R.I., friends, family, veterans and special guests gathered to watch as USS Chafee (DDG 90), the Navy's newest warship, was formally commissioned honoring the late Sen. John H. Chafee of Rhode Island. Chafee, a decorated Marine veteran of World War II and Korea, also served as Secretary of the Navy prior to being elected U.S. senator. With the historic and now retired aircraft carriers USS Forrestal (CVA 59) and USS Saratoga (CV 60) in the background, more than 6,000 supporters braved the blustery winds off Narragansett Bay to witness the historic commissioning. Foss Spill Costs $5M
Foss Maritime Co., which was responsible for a December 2003 oil spill that fouled shorelines in Snohomish and Kitsap counties, will pay nearly $577,000 in state penalties, Jay Manning, director of the Department of Ecology (Ecology), announced. "This spill was miniscule compared to the Exxon Valdez spill in Alaska and the cleanup effort was aggressive, but the effects were still serious," Manning said. A Foss barge spilled approximately 4,700 gallons of heavy fuel oil while being filled at the ChevronTexaco terminal at Point Wells in Snohomish County just after midnight on Dec. 30, 2003. Oil washed onto shore at the terminal and drifted across Puget Sound to coat beaches and the Doe-kag-wats marsh on the northern shore of Port Madison.

Drilling in Disputed South China Sea may Resume
Drilling for oil and natural gas on the Reed Bank in the South China Sea may resume before the end of the year, a Philippine energy official said on Wednesday, as the government prepares to offer new blocks to investors in bidding in December. The Philippines suspended exploration at the Reed Bank, which it calls Recto Bank, in late 2014, as it pursued international arbitration over territorial disputes. The bank is in waters claimed by China. Ismael Ocampo, director at the Department of Energy's Resource Development Bureau, told reporters the agency expected the suspension to be lifted in December. He said a directive from the Department of Foreign Affairs directing the Department of Energy to resume oil and gas exploration in the South China Sea was already in the works.
China Rejects Manila Protests, Laments Detentions
China rejected Philippine complaints on Wednesday about Chinese survey vessels operating in a gas-rich area of Manila's exclusive economic zone, and has lodged a separate complaint about the detention of Chinese workers, as tensions persist. Philippine President Benigno Aquino said over the weekend that two Chinese survey vessels had been sighted in part of the disputed South China Sea also claimed by the Philippines called Reed Bank. In a statement faxed to Reuters, China's Foreign Ministry said that Reed Bank was Chinese territory. "Survey activities being carried out by Chinese survey ships are appropriate, legal and beyond reproach," the ministry said. China claims almost the entire South China Sea, believed to be rich in deposits of oil and gas resources.

Buoys in Disputed Waters Roil South China Sea Dispute
Buoys stretched "as far as eye could see" - Philippine sailor. The Philippine navy recently found a large steel marker bearing Chinese inscriptions and hundreds of yellow buoys in waters near the Reed Bank, an area of the South China Sea where Manila has long explored for oil and gas, Philippine naval sources said. One source, a sailor, told Reuters he was on a fishing boat being used by the navy that discovered the rubber buoys and the floating steel marker at the end of May. The buoys stretched "as far as the eye could see", the sailor said. He said there was no evidence Chinese ships had placed them near the Reed Bank, which is also claimed by Beijing.

"Recently, we got a report from the armed forces that there were two hydrographic ships in Recto Bank, about 80 nautical miles off Palawan, clearly within our exclusive economic zone," Aquino told a television interview aired on Sunday. After Barge Accident Mississippi River Traffic May Reopen Friday
Mississippi River barge traffic could reopen Friday at the earliest, government officials said on Wednesday, a day after a barge struck a railroad bridge at Sabula, Iowa, forcing the closure of a two-mile (3.2 km) stretch of the country's busiest waterway. The U.S. Coast Guard was investigating damage to the railroad bridge owned by Canadian Pacific Railroad Ltd while the U.S. Army Corps of Engineers was traveling to the site to survey the waters for any debris. "Currently the river is closed to vessel traffic. It will be closed through Friday at least," said Mike Reed, chief of prevention for the Coast Guard's upper Mississippi River sector. A vessel towing 15 barges upriver hit the bridge on Tuesday, damaging a portion of the protective pier.

Advanced Navy Ship, DDG 1000, Progresses
On December 14, 2012, General Dynamics Bath Iron Works, a subsidiary of General Dynamics (NYSE: GD), erected the composite deckhouse for Zumwalt (DDG 1000), the U.S. Navy’s next generation destroyer, and in the process achieved two new milestones in the company’s 128-year history: a 900-ton, four-crane, static lift of the deckhouse module for DDG 1000, and a record-breaking movement of the ship and deckhouse on the shipyard’s Land Level Transfer Facility, the total combined weight of which exceeded 13,000 tons.

Keppel Singmarine was awarded a S$50,000 bonus from Global Industries for achieving zero-incidents during the construction of this 531.5-ft-long double-hull vessel.
