CMA to Host Cyber Security Panel

U.S. Jeffrey G. Lantz, Director of Commercial Regulations and Standards for the United States Coast Guard’s Assistant Commandant for Marine Safety, Security and Stewardship is slated to moderate a special session of a panel discussion consisting of a Coast Guard Rear Admiral and shipping industry professionals on critical cyber security issues and concerns for the industry. ABS announced that James A. Watson, Director of the Bureau of Safety and Environmental Enforcement (BSEE), will join ABS as President and Chief Operating Officer of the Americas Division on September 2, 2013. In this role, Watson will have operational responsibility for activity in North, South and Central America and the Caribbean. Watson will take over from Robert Gilman, who will move to the ABS Group (ABSG) of Companies as Senior Vice President and Head of Technical Inspection Services within the ABS affiliated company, ABSG Consulting.

The US Bureau of Safety & Environmental Enforcement (BSEE) notify company they must take immediately improve safety performance. BSEE notify Black Elk Energy Offshore Operations (Black Elk) must take immediate steps to improve its safety performance on the U.S. Outer Continental Shelf (OCS). The specific actions were detailed in a letter to the company that follows a number of enforcement actions taken by the bureau over the past two years related to violations of federal regulations, including incidents resulting in injuries and pollution.

BSEE: Platform Accident Investigation Underway

Bureau of Safety and Environmental Enforcement Update on Platform Fire Investigation. The Bureau of Safety and Environmental Enforcement (BSEE) began an investigation early Friday morning into the explosion and fire aboard a production platform, operated by Black Elk Energy, approximately 18 miles southeast of Grand Isle, La. An investigation team was formed by BSEE shortly after the explosion and fire and is comprised of safety inspectors, engineers, safety management investigators, and law enforcement experts.

BSEE Announces Successful Completion of Deepwater Well Containment Exercise in the Gulf. The Bureau of Safety and Environmental Enforcement (BSEE) today announced the successful completion of the first-ever, full-scale deployment of critical well control equipment to exercise the oil and gas industry’s response to a potential subsea blowout in the deepwater of the Gulf of Mexico. BSEE Director James A. Watson confirmed that the capping stack system passed a pressurization test according to the requirements in the scenario, marking the end of the exercise.

Ocean Energy Safety Committee to Hold Public Meeting

Washington — James A. Watson, Director of the  Bureau of Safety and Environmental Enforcement (BSEE), announced that the Ocean Energy Safety Advisory Committee (OESC) will hold its fourth public meeting on Thursday, April 26, 2012. “The OESC is a valuable body which is able to thoroughly examine a range of issues, from offshore energy work place and drilling safety, to blow-out containment and spill response,” said Watson. The OESC is a public federal advisory body, including some of the nation’s leading scientific, engineering and technical experts. Chaired by former Sandia National Laboratory Director Dr. Tom Hunter, the group consists of 15 members from federal agencies, the offshore oil and gas industry, academia, and non-governmental organizations.

Secretary of the Interior Ken Salazar today named Rear Admiral James A. Watson IV as the Director of the Bureau of Safety and Environmental Enforcement (BSEE). BSEE was one of the two agencies to succeed the Bureau of Ocean Energy Management, Regulation and Enforcement (BOEMRE) on Oct. 1, 2011. Admiral Watson will begin as BSEE Director on December 1, 2011, and will succeed Michael R. Bromwich. Admiral Watson is currently the U.S. Coast Guard’s Director of Prevention Policy for Marine Safety, Security and Stewardship in Washington, D.C.
