Keel Laid for Future USS Pierre (LCS 38)

Austal USA hosted a keel laying ceremony for the future USS Pierre (LCS 38) Independence-variant Littoral Combat Ship at the company’s Gulf Coast shipyard. Ship sponsor Larissa Thune Hargens, with the assistance of Hon Tran – a 13-year Austal USA veteran A-class welder, authenticated the keel by welding her initials into a keel plate that will be welded to the hull of the ship.The future USS Pierre is the final Independence-variant Littoral Combat Ship being built by Austal USA in Mobile, Ala. LCS 38 is the second U.S. Navy ship named for the South Dakota capital city.

AWO Welcomes CVIDA Inclusion in Coast Guard Authorization Bill

The American Waterways Operators (AWO) said it welcomes the inclusion of the Commercial Vessel Incidental Discharge Act (CVIDA) and the recapitalization of the aging fleet of inland waterway tenders as part of the FY 2018 Coast Guard Reauthorization Act, which was approved today by the Senate Committee on Commerce, Science and Transportation by voice vote. Vessel Discharge Amendment Push Continues

The American Waterways Operators (AWO) is continuing an intensive lobbying campaign to bring the Vessel Incidental Discharge Act (VIDA) to a vote in the Senate and working with the American Maritime Partnership to strenuously oppose an anti-Jones Act amendment filed by Sen. John McCain (R-Ariz.). On Februaty 1, Sens. Dan Sullivan (R-Alaska), Shelly Moore Capito (R-W.Va.), Robert Casey (D-Pa.), and Jeanne Shaheen (D-N.H.), filed VIDA as an amendment to S.2012, the Energy Policy Modernization Act of 2015.

Waterways Council, Inc. (WCI) has named Tracy R. Zea as its Director-Government Relations, effective August 4. He will be based in the Washington, D.C. office and will primarily advocate for WCI’s goals for authorizations and appropriations which support a modern, efficient, and reliable inland waterways transportation system. Zea will also work to enhance WCI’s stakeholder relationship with the U.S. Army Corps of Engineers. Train Lobby Pushes to Weaken Safety Rule

Billionaire investor Warren Buffett is set to be a chief beneficiary of a bid by Senate Republicans to weaken new regulations to improve train safety in the $2.8 billion crude-by-rail industry, a key cog in the development of the vast North American shale oil fields. A series of oil train accidents, including the July 2013 explosion of a train carrying crude in Lac-Megantic, Quebec, that killed 47 people, led U.S. and Canadian regulators to announce sweeping safety rules in May. Among other things, U.S. oil trains are required to install new electronically controlled pneumatic (ECP) brakes. But in late June, the Republican-controlled Senate Commerce Committee approved a measure to drop that requirement, and order years of new research to confirm the safety benefits of ECP brakes.

US Senate Panel Approves Bill to Monitor Port Performance

A divided Senate Commerce Committee on Thursday approved legislation requiring the government to report on the performance of major U.S. port operations, including during labor contract talks. The voice vote, which follows a nine-month slowdown at 29 West Coast ports, sent the measure on to possible floor action, over the objections of Democrats and unions who warned that it could lead to improper federal intervention in contract talks. Titled the Port Performance Act, the bill is intended to help Congress analyze supply trends and identify freight bottlenecks by requiring U.S. Department of Transportation data on capacity levels and cargo volumes at major U.S. ports.

RILA Welcomes Introduction of Port Metrics Bill

In a letter sent Wednesday, the Retail Industry Leaders Association (RILA) applauded Senate Commerce, Science, and Transportation Committee Chairman John Thune (R-SD) for introducing legislation that would institute universal port performance standards and a formalized reporting structure for capturing data on true operational capacities of U.S. ports. “Retailers’ supply chain operations are highly dependent on the functionality and efficiency of our U.S. ports,” said Kelly Kolb, vice president for government affairs. The Port Transparency Act (S. 1298) would direct the Bureau of Transportation Statistics (BTS) to work with numerous other entities, including port authorities, to obtain applicable and fruitful port performance measures.

Senate Committee Approves Vessel Discharge Reform Legislation

The effort to establish a uniform national framework for the regulation of vessel discharges took another step forward as the Senate Committee on Commerce, Science and Transportation approved S. 373, the Vessel Incidental Discharge Act, with strong bipartisan support. A broad-based coalition of nearly 60 organizations joined the American Waterways Operators in urging the committee to approve VIDA. This measure would replace a patchwork of overlapping and conflicting federal and state regulations with a uniform, science-based federal framework for vessel discharge regulation.

The American Waterways Operators (AWO) and a broad-based coalition of organizations that rely on marine vessels to transport essential cargoes said a uniform national framework for the regulation of vessel discharges is urgently needed.
