Senate and House Appoint Maritime Conferees
legislation. The conferees will work through the many differences between the Port and Maritime Security Act of 2001 (S. 1214, as passed by the Senate on December 20, 2001), and the Maritime Transportation Antiterrorism Act of 2002 (S. 4). Also expected to be considered in the conference is Senator John Breaux's (D-LA) Ship, Seafarer and Container Security Act (S. 2329). S. 2329 was approved the Senate Commerce, Science and Transportation Committee on May 17 and is awaiting consideration by the full Senate. Breaux has stated that his intent is to try to incorporate the bill in any House-Senate conference report on maritime security.
ECO Orders Rolls-Royce Equipment for New AHTS
Rolls-Royce has been awarded a contract worth $30.6m with the American owner Edison Chouest Offshore (ECO). The contract for ship equipment comprises Azimuth main propulsion, propulsion control systems, anchor winches and an anchor handling crane for an Anchor Handling Tug Supply vessel (AHTS). The contract also includes an option for equipment for a second vessel of similar type. The vessel is designed by ECO’s North American Shipbuilding and will be built to Polar Class 3, equipped to operate in arctic waters with air temperature down to minus 40 degrees Celsius.
Edison Chouest to Expand Louisiana Operations
Governor Bobby Jindal, Louisiana Economic Development Secretary (LED) Stephen Moret and company officials announced today that Edison Chouest Offshore (ECO) will expand its Louisiana shipyard operations at the Port of Terrebonne. The $10 million investment being requested by Governor Jindal in the second special session will help bring 1,000 new jobs with an average annual salary of $54,000. At the Port of Terrebonne, Edison Chouest Offshore, through its sister company LaShip, will build vessels to support growing deepwater offshore oil and gas industry needs for vessels with hull lengths greater than 350 feet. Pending legislative approval, the state will provide $10 million to support infrastructure improvements at the Port of Terrebonne to accommodate the company's expansion investment.
Gulf Island Fabrication, Inc. Contracts on 3 New Projects
Gulf Island Fabrication, Inc. GIFI +1.89%announced, that through its subsidiary Gulf Island, LLC, it has signed contracts for the fabrication of three new projects totaling $125mn and approximately 1.2 million man-hours which will be included in the company's consolidated backlog when the company announces its earnings results for the second quarter ended June 30, 2011. The three contracts are for: -- A 320 feet long by 160 feet wide dry dock awarded by the Terrebonne Port Commission for the LaShip project. -- A 6,200 ton Process Module for ATP Oil & Gas Corporation's Cheviot project managed through Bluewater Industries. -- A 7,000 ton topsides for Williams Partners' proprietary floating-production system, Gulfstar FPS(TM).
Navy Awards Contract for Third LCS
The Navy announced it is awarding a $197.6 million contract option to a team lead by Lockheed Martin for construction of the third Littoral Combat Ship (LCS). LCS 3 will be the second built by the Lockheed Martin team. The contract was announced on June 26, 2006. “This contract award is a testament to the strong resolve of both the Navy and industry to get these highly capable ships into the water as quickly as possible,” said Rear Adm. Charles Hamilton, the Navy’s Program Executive Officer for Ships. “LCS will introduce unprecedented speed, agility and flexibility into the littoral battlespace. The Lockheed Martin team will begin construction of LCS 3 in January 2007 at Bollinger Shipyards in Lockport, La., and ship delivery is planned for 2009.
Ulstein Verft Launches its Largest Ship to Date
On August25, shipbuilder Ulstein Verft launched from its dock hall a special offshore construction vessel, Yno 302, for Island Offshore and Edison Chouest Offshore. The newbuild measures close to 160 meters in length with at beam of 30 meters, making her the largest offshore vessel built at Ulstein Verft to date. A video of the launch is available here. According to the builder, the vessel’s total steel volume is about 8,800 metric tons – approximately the same as five platform supply vessels.
Edison Chouest, BP Extend GoM Partnership
Edison Chouest Offshore (ECO) and its family of companies has reached a 30-month alliance agreement with BP, the largest energy investor in deepwater Gulf of Mexico over the past decade. Chouest and BP have enjoyed a business alliance for over eight years, and the new alliance will continue to include Chouest affiliates ECO (vessel services), C-Port (multi-service terminal facilities in Louisiana’s Port Fourchon) and C-Logistics (logistics coordination, expediting and tracking cargo movement). Items in the alliance agreement include a three-year extension for utilization of BP’s Gulf of Mexico Preservation and Maintenance facility, designed and built by Chouest, and located at the intersection of Hwy. 90 and LA 311, just northwest of Houma, La.
Chouest Purchases Tampa Shipyard
On November 18, 2008, Edison Chouest Offshore officials appeared before the Tampa Port Authority in an effort to secure the assignment of Tampa Bay Shipbuilding and Repair’s long-term lease agreement with the port. The authority had no objection to the transfer and, on that date, Tampa Ship, LLC was born. Chouest assumed management and operation of the yard in early December. The Tampa shipyard is a full service conversion, overhaul and repair facility that was previously owned by a group associated with Mobile, AL-based Bender Shipbuilding and Repair.
USN Awards $52M Contract To DD21 Gold Team
The U.S. Navy announced a $124 million contract modification for continuation of design and test planning of its 21st century DD 21 destroyer program. The contract was awarded to the DD 21 Alliance which includes Ingalls Shipbuilding here and Bath Iron Works of Bath, Me. Ingalls Shipbuilding, a Northrop Grumman company, is leading the DD 21 Gold Team, which includes the Raytheon Company and The Boeing Company, and will receive $52 million for the continuation of its work associated with Phase II of this program. Work involved by the Gold Team during the continuation of Phase II includes the development and maturity of critical technologies such as the vessel's integrated power system, the advanced gun and dual-band radar suite.
Caterpillar to Deliver Highest Horsepower Tier 4 Solution
Edison Chouest Offshore has selected Caterpillar Marine's Cat Tier 4 Final C280-16 generator sets for two new vessels, Caterpillar announced today. The generators are the marine industry's highest horsepower Tier 4 solution, as well as one of the largest diesel electric propulsion (DEP) configurations in company history. Four Cat C280-16 generator sets, each rated at 5060 bkW @ 900rpm will power each vessel, which are being constructed at Edison Chouest’s La Ship shipyard in Houma, Louisiana.
ABS to Class Two US-built OCVs
Offshore and maritime classification society ABS has been selected by Edison Chouest Offshore and Island Offshore through the company Island Ventures II LLC to class two next-generation offshore construction vessels (OCVs). The ULSTEIN SX165 design vessels, ordered through Island Ventures II LLC, will be built at Ulstein Verft in Norway and Edison Chouest's LaShip yard in Houma, Louisiana, in the U.S. The OCVs will be 28 m wide and 145.7 m long with accommodations for 200 people.
Ulstein Increasing US Focus
Approximately 100,000 people will attend the Offshore Tecnhology Conference (OTC) in Houston this week where Ulstein is among roughly 80 Norwegian companies that are included. “U.S.A. is an increasingly important area of growth, and we see the importance of being present,” said Ulstein’s CEO, Gunvor Ulstein. Several Ulstein designed vessels are working in the Gulf of Mexico with Galveston as port. A N.Y. listed shipowner recently bought eight platform supply vessels from Ulstein. And Ulstein was recently contracted to design their first vessel to be constructed in U.S.
ECO to Add 40-Plus Vessels, Expand Port Facilities
The Edison Chouest Offshore (ECO) global family of companies announced plans to enlarge its fleet and expand its terminal facilities in support of its customer base. The Chouest newbuild order book contains more than 40 vessels, a vast majority to be constructed at its four U.S.-affiliate shipyards: North American Shipbuilding (Larose, La.), LaShip (Houma, La.), Gulf Ship (Gulfport, Miss.) and Tampa Ship (Tampa, Fla.), as well as its Brazilian shipyard, Navship. ECO’s worldwide fleet now approaches 250 highly specialized offshore service and support vessels. The largest portion of the newbuild program contains 17 vessels, with options for an additional 20, in a new class of 312’ x 66’ x 26’ new generation, clean design, diesel-electric platform supply vessels (PSV).

Tug Newbuild Delivered to De Boer
On January 9, Damen Shipyards Hardinxveld delivered an ASD Tug 2310 SD (shallow draught), named Papillon, to De Boer Remorquage SARL, a subsidiary company of Dutch Dredging (Baggerbedrijf De Boer) and Iskes Towage & Salvage. Damen has customized the ASD for a 12-year contract with Grand Port Maritime de Guyane in the ports of Cayenne and Kourou in French Guiana. The tug’s primary function will be the assistance of vessels entering and leaving the ports. She can also provide emergency assistance, such as fire-fighting, survey activities and small transports.
Offshore: Ulstein and the First U.S. Built X-Bow
Veteran Norwegian designer and builder Ulstein will, for the first time, build one of its signature X-Bow hull designs in the U.S., Maritime Reporter has learned. Edison Chouest Offshore’s LaShip shipyard in Louisiana is keen to build, and has found a Norwegian partner to share the risk. Judging by ever-evolving Ulstein business models and Jones Act strictures, Ulstein’s U.S. foray could lead to series production of the SX 165 offshore construction vessel. The U.S.-built combined light well-intervention and inspection, maintenance and repair vessel will be the second of the type.
Arctic Oil Exploration: Shell Awaits New Giant Icebreaker
The M/V Aiviq icebreaker, contracted by Shell Oil to support drilling in Alaska’s Chukchi Sea, is scheduled to be completed by Louisiana-based Edison Chouest Offshore in early 2012. The vessel, ordered in July 2009, is on track for April 1, 2012, delivery in Galliano, La., and will then head north, according to Shell Oil spokesman Curtis Smith. The $200m Aiviq is the largest vessel ever built by Chouest, and will be among the most advanced and powerful, non-military icebreakers on the waters.
Heidmar CEO Marc La Monte Passes Away
Heidmar reported the unexpected passing of Marc La Monte of Wilton, Connecticut. Mr. La Monte passed away while on a business flight in Europe on the morning of October 14th. La Monte was a widely respected member of the international shipping industry for 27 years. He served as President and Chief Executive Officer of Heidmar Inc. from April 2012. Prior to becoming CEO, La Montehad been the Managing Director of Heidmar’s VLCC tanker pool, Seawolf Tankers. La Monte spent 16 years at Overseas Shipping Group in various positions, including vice president of OSG’s LNG tanker business.
Aqueos Wins GoM Contract
Subsea services provider Aqueos Corporation said it has been awarded a major contract for a large pipeline installation project located in the Gulf of Mexico. Aqueos said the contract, which commenced in December 2017 and will be completed in the first half of 2018, will support shallow-water pipeline installations in water depths up to 100 feet. The work scope will utilize the Aqueos diving support vessel (DSV) SPLASH, with surface dive teams utilizing its jet propulsion and built in NITROX diving system. The project will be supported by Aqueos’ project management team based in Broussard, La.
LSCT welcomes the largest Ship of UASC
La Spezia Container Terminal (LSCT) welcomed the on-time arrival of the largest ship ever deployed by United Arab Shipping Company S.A.G. in its Asia – Med trade network. The new A-15 class 15,000 TEU ship, Al Dhail, berthed at Fornelli East for the first time as part of its maiden voyage calling at Mediterranean ports. The Al Dhail is one of many ULCCs deployed in four weekly Asia-Med strings calling at La Spezia, with the port accustomed to handling a growing number of calls by increasingly large ships. Forecasts suggest that 200 calls will be performed by ships of 10,000+ TEU in 2016.

USS Anchorage Maiden Voyage Panama Canal Transit
Amphibious ship 'USS Anchorage' (LPD 23) transits the Panama Canal while in 4th Fleet's area of operations for the first time. USS Anchorage departed the Huntington Ingalls Industries (HII) Shipbuilding site in Avondale, La. Oct. 30, 2012 to sail to her future homeport of San Diego. With a beam measuring 105 feet, Anchorage, a San Antonio-class LPD, is among the largest class of ships able to safely pass through the canal, whose locks measure 110 feet. She completed the transit in 13 hours.
