Arctic Ocean Foreign Ministers' Meeting

The Honourable Lawrence Cannon, Minister of Foreign Affairs, met with foreign ministers of the five Arctic Ocean coastal states—Canada, Denmark, Norway, Russia and the United States—in Chelsea, Quebec on March 29. “By virtue of our sovereignty, sovereign rights and jurisdiction in large parts of the Arctic Ocean, we are in a unique position to address new opportunities and challenges in the region,” said Minister Cannon. “We are committed to doing so within the extensive international legal framework that applies to the Arctic Ocean. Our citizens and northern inhabitants expect us to continue to show leadership on Arctic issues, and that is what we are doing. We are not reacting to change but shaping it.

Canada Supports Port Expansion, Short Sea Shipping

Canada Proposal Target Dangerous Goods Transport

The Honourable Lawrence Cannon, Minister of Transport, Infrastructure and Communities, today tabled amendments to the Transportation of Dangerous Goods Act, 1992 in the House of Commons. The amendments would enhance security and safety in the transport of dangerous goods. "Our government is committed to ensuring public safety and security when dangerous goods are imported, handled or transported in Canada," said Minister Cannon. They would reinforce the existing Emergency Response Assistance Program, which requires emergency response assistance plans to be in place in the event of safety incidents involving dangerous goods. It would also make it possible for Transport Canada to request the implementation of such plans in the case of a terrorist or other security incident.

Canada Aims to Improve Ocean Health

The Honourable Lawrence Cannon, Minister of Transport, Infrastructure and Communities, announced a five-year commitment, including more than $60m in initiative, by Canada's New Government to the Health of the Oceans Initiative. The investments are expected to improve ocean health and the economic health of coastal communities. Reportedly, Transport Canada will invest $23.85m under this initiative and Canada's New Government is adding $42.5m to the $19.0m announced in Budget 2007 for Canada's National Water Strategy.

Canada Shipping Act, 2001 Enters Force

The Canada Shipping Act, 2001 (CSA 2001) came into effect on July 1, 2007, said the Honourable Lawrence Cannon, Minister of Transport, Infrastructure and Communities. It replaces the Canada Shipping Act (CSA) as the principal legislation governing safety in marine transportation and recreational boating, as well as protection of the marine environment. "The coming into force of CSA 2001 is a significant milestone in Canada's maritime history," said Minister Cannon. The new Act promotes the sustainable growth of the shipping industry without compromising safety. Canada Invests in Security Projects

One hundred and fifteen projects aimed at enhancing security at Canadian ports and domestic ferry services will receive funding under the Marine Security Contribution Program. This announcement was made today by the Honourable Lawrence Cannon, Minister of Transport, Infrastructure and Communities. This round of funding will provide up to $12.5 million to 22 ports and domestic ferry services across the country. Canada Invests $42m for Marine Security Projects

Lawrence Cannon, Minister of Transport, Infrastructure and Communities, announced that 386 projects aimed at enhancing security at Canadian ports and marine facilities will receive funding under the Marine Security Contribution Program, and that Transport Canada is now accepting applications under the program’s next round of funding. This round of funding will provide up to $42 million to 101 ports and marine facilities across the country. Canada Highlights Shortsea Shipping Strategy

The Minister of Transport, Infrastructure and Communities, Lawrence Cannon, will be on hand to welcome participants and give the opening address on April 19, 2006. Minister Cannon will also meet with United States and Mexican officials and key marine stakeholders on a variety of transportation related issues. “This conference is an excellent opportunity to promote shortsea shipping as a means to improve the performance of the national transportation system and to contribute to environmental sustainability,” said Minister Cannon. Approximately 250 participants from Canada, the United States, and Mexico are expected to attend. Transport Canada is hosting this conference in collaboration with the U.S.

MarAd Launches Short Sea Shipping Site

The U.S. Maritime Administration (MarAd) has initiated an Internet site devoted to Short Sea Shipping. MARAD also confirms the US Secretary of Transportation Norman Y. Mineta will be joining Canadian Minister of Transport Lawrence Cannon and Mr. Cesar Patricio Reyes Roel, General Coordinator on Ports and Merchant Marine, Secretariat of Communications and Transport, Republic of Mexico at the North American Short Sea Shipping Conference in Vancouver, British Columbia on April 18-20.
