Coast Guard Responds to Grounded Vessel in St. Lawrence Seaway

The U.S. Coast Guard and the Saint Lawrence Seaway Development Corporation are responding to the motor vessel Pacific Huron, loaded with soybean, that ran aground late Wednesday in the Saint Lawrence Seaway near Wellesley Island, New York. The forward portion of the 623-foot motor vessel is aground and their stern anchor is deployed. The vessel is 1,000 feet outside of the channel. There are no reported injuries to the crew, and no reported leaks, pollution, or flooding on the vessel. The seaway is continuing to manage traffic around the vessel through the navigation channel. St. Lawrence Seaway Introduces New Computerized Vessel Tracking

The St. Lawrence Seaway has debuted its new Traffic Management Improvement Project (TMIP). The project is a joint venture between the St. Lawrence Seaway Management Corporation on the Canadian side and the U.S.-based St. Lawrence Seaway Development Corporation. Installed at the St. Lambert, St. Catherine and Massena control centers, the system is able to monitor and schedule vessel traffic on both sides of the border. Via transponders placed aboard the ship as it enters the Seaway, the system provides controllers with vital information such as the vessel's inbound position, course and destination.

St. Lawrence Seaway Closes 47th Navigation Season

The Great Lakes-St. Lawrence Seaway System issued a News Release stating that the 47 th navigation season for the St. Lawrence Seaway closed on December 29 with passage of the tanker Maria Desgagnes though the St. Lambert Lock. The seaway was open for 280 days during 2005. Maintenance and upgrades will be undertaken during the winter. The seaway is expected to re-open in late March. Source: HK Law

Sulzer Joins SLSDC Advisory Board

Dr. Arthur H. Sulzer, Captain USN (Ret), Sworn in as Member, Advisory Board of the Saint Lawrence Seaway Development Corporation. Dr. Dr. Arthur H. Sulzer, Captain USN (ret), is President of Arthur H. Sulzer Associates, Inc., a position he has held since 2001. From 1974 to 2005, Captain Sulzer served in the United States Navy. His active duty assignments included Operation Iraqi Freedom and Operation Enduring Freedom, where he commanded the U.S. Naval Ship COMET. In 2003, Captain Sulzer joined several colleagues from Philadelphia to open Maritime Academy Charter High School.

Canada Extends St. Lawrence Seaway Agreement

Canadian transport minister Marc Garneau announced a five-year extension to the Government of Canada’s agreement with the St. Lawrence Seaway Management Corporation to manage, maintain and operate the Seaway. This extends the existing agreement until March 31, 2023, and will provide stability for the St. Lawrence Seaway Management Corporation and the marine shipping industry. A vital artery between the Great Lakes and the lower St. Lawrence River, the St. Lawrence Seaway connects the heartland of North America to the world as an important, competitive and sustainable transportation corridor. Stern Anchors, Navigation Underway in St. Lawrence Seaway

The U.S. Saint Lawrence Seaway Development Corporation, in conjunction with the Canadian Saint Lawrence Seaway Management Company, promulgated a rule making the requirement for stern anchors applicable to large tug and barge combinations and by adding new requirements for manning of the wheelhouse for vessels underway. The new rule comes into effect on July 21, 2003. 68 Fed. Reg. 36748

St. Lawrence Seaway Closes for Season

The Great Lakes-St. Lawrence Seaway System issued a Press Release stating that the St. Lawrence Seaway has closed for the 2003 navigation season. It carried approximately 41 million metric tons of cargo, about 1.3% less than 2002. Source: HK Law

Bulker Refloated in St. Lawrence Seaway

 A 623-foot bulk carrier was refloated in the St. Lawrence Seaway Saturday after running aground near Wellesley Island, N.Y. last Wednesday.   The Antigua Barbuda flagged vessel Pacific Huron was refloated under the direction of the Donjon-Smit salvage master, two Canadian tugs, the Evans Mckeil and the Ocean A. Simard. No injuries or pollution have been reported.   A pilot boarded Pacific Huron to navigate the vessel to its anchorage location at Mason Point.   On Sunday divers conducted an underwater hull survey, and the classification society inspected the ship’s propulsion system.

Seaway Records Longest Navigation Season

After opening the 2016 season on March 21, the St. Lawrence Seaway closed on December 31, enjoying a navigation season of 286 days. This performance ties the record first established in 2008 and matched in 2013 for the longest navigation season. The St. Lawrence Seaway Management Corporation recorded a total of 35 million tonnes of cargo transiting the Seaway’s locks in 2016. Grain movements posted a strong performance for a third consecutive season, contributing 11 million tonnes of the total and continuing to track well above the five-year average.

Great Lakes: Ballast Water Reporting Regs

The US Coast Guard issued a Notice attempting to clarify the ballast water reporting requirements for foreign-flag vessels bound for the Great Lakes from outside the US exclusive economic zone (EEZ). The Notice points out that the reporting requirement may be met either by submitting a properly completed Coast Guard Ballast Water Reporting Form to the USCG or by submitting a St. Lawrence Seaway “Pre-entry Information from Foreign Flagged Vessels Form” to the St. Lawrence Seaway. If the latter form is utilized, then (in order to comply with the USCG reporting requirements) it must be annotated with the additional information required by the Coast Guard form. St. Lawrence Seaway Opens 2014 Season

The St. Lawrence Seaway Management Corporation (SLSMC) marked the opening of the Seaway’s 56th navigation season today, with the transit of Algoma Central Corporation’s newly built ship, the Algoma Equinox, through Lock 3 of the Welland Canal. The vessel is the first of eight Equinox-class ships that are being purpose-built for trade in the St. Lawrence Seaway. “Algoma Central Corporation’s fleet renewal is a leading example of the unprecedented level of investment that is happening throughout our navigation system,” said Terence Bowles, President and CEO of the SLSMC.

St. Lawrence Seaway Opens

The Montreal/Lake Ontario section of the St. Lawrence Seaway officially opened today with the transit of the M/V Halifax at the St. Lambert Lock. Destined for Toledo carrying a load of iron ore from Sept-Iles, the 17,752 tonne bulker has a complement of 25 sailors. The Seaway has opened on or before March 31st in 15 of the last 20 years. The official opening of the St. Lawrence Seaway occurred on the Welland Canal two days ago, marking its 46th consecutive shipping season. SLSDC Proposed

The US Saint Lawrence Seaway Development Corporation (SLSDC), in conjunction with the St. Lawrence Seaway Management Corporation (SLSMC) of Canada, proposes to amend the St. Lawrence Seaway Regulations and Rules. The proposed changes would update the following sections of the Regulations and Rules: Condition of Vessels; Seaway Navigation; and Information and Reports. The SLSDC is seeking to harmonize the ballast water requirements for vessels transiting the US waters of the Seaway with those currently required by Canadian authorities for transit in waters under Canadian jurisdiction of the Seaway. Seaway's Shipping Season to Open March 31

The Montreal to Lake Ontario and Welland Canal sections of the St. Lawrence Seaway will open for navigation at 8:00 a.m., March 31, according to an announcement made by the St. Lawrence Seaway Development Corp. (SLSDC). SLSDC administrator Albert S. Jacquez said, "This year's opening is especially significant because 1999 also happens to be the 40th anniversary of the dedication of the St. Lawrence Seaway at ceremonies in 1959, involving President Dwight D. In conjunction with the opening, Jacquez also said, "Our new state-of-the-art computerized vessel traffic control center at the Eisenhower Lock in Massena, N.Y., will become fully operational, and will provide Seaway users, both internal and extrenal, with a seamless source of vessel transit information covering both Seaway sections.

All Ships’ Ballast Water Checked in Great Lakes Seaway

The Great Lakes Ballast Water Working Group (BWWG) released its 2015 Summary of Great Lakes Seaway Ballast Water Management activities Thursday. During 2015, 100 percent of vessels bound for the Great Lakes Seaway from outside the Exclusive Economic Zone received a ballast water management exam. In total, the BWWG assessed all 8,361 ballast tanks on the 455 vessels that transited during the 2015 navigation season. The Great Lakes Seaway Ballast Water Working Group is a binational collection of representatives from the U.S. Coast Guard, the U.S. Saint Lawrence Seaway Development Corporation, Transport Canada - Marine Safety & Security and the Canadian St. Lawrence Seaway Management Corporation.

Seaway Pre-Entry Notification Required

On March 4, the Great Lakes / St. Lawrence Seaway System issued a notice stating that all foreign flagged vessels intending to transit the Seaway must submit a complete Notice of Arrival (NOA) 96 hours prior to entering the Seaway at Call In Point 2 (CIP 2). The NOA must be provided electronically following the USCG National Vessel Movement Center’s (NVMC) procedures and using either a website (http://www.nvmc.uscg.gov), eXtensible Markup Language format (XML schema), or InfoPath application. To complete the NOA correctly for the Seaway, CIP2 shall be selected as the Arrival Port, Foreign to Saint Lawrence Seaway shall be selected as the Voyage Type, and Saint Lawrence Seaway – Transit shall be selected as the Arrival State, City and Receiving Facility. Secretary Slater Dedicates New Seaway Vessel Traffic Control Center

U.S. Secretary of Transportation Rodney E. Slater dedicated a new vessel traffic control center at the Saint Lawrence Seaway's Eisenhower Lock. This fully automated system, operated by the U.S. Department of Transportation's Saint Lawrence Seaway Development Corporation (SLSDC), will improve vessel tracking capabilities on the seaway, making maritime travel safer and more efficient. "This new center will provide users with a seamless source of vessel traffic information covering all sections of the seaway," Secretary Slater said at the dedication ceremony. The new vessel traffic control center was named in honor of Erman Cocci, SLSDC's associate administrator.

Seaway Tolls to Increase by 2.5% in 2014

The St. Lawrence Seaway Management Corporation (SLSMC) announced a toll rate increase of 2.5% for the 2014 navigation season. The new revised tariff will be posted and available on the Seaway website on January 6, 2014. The Great Lakes / St. Lawrence Seaway navigation system supports over 227,000 jobs and $35 billion in economic activity per year. The SLSMC remains dedicated to promoting the economic and environmental benefits of marine transportation, attracting new cargoes to the Seaway, and leveraging technology to enhance the system’s performance.

ISS Advises of St. Lawrence Seaway Tolls Increase

Inchcape Shipping Services (ISS), a leading maritime services provider, is advising of a three per cent increase in St. Lawrence Seaway tolls in Canada for the 2013 shipping season. The increase by The St. Lawrence Seaway Management Corporation will be the first rise in five years and will take effect when the seaway opens on Friday 22nd March 2013. The seaway saw a four per cent increase in cargo volume in 2012 to over 39 million tonnes which is believed to be a result of new trade patterns and an increase in market share by carriers. UPDATE: U.S. Coast Guard responding to vessel aground in St. The U.S. Coast Guard reports it is continuing its response Tuesday to a 621-foot bulk carrier which ran aground in the vicinity of Wellesley Island in the St. Lawrence River, New York, Monday while transiting inbound from the St. Lawrence Seaway to the Port of Toronto. The Bahamian-flagged motor vessel Juno, carrying a load of sugar, is aground and taking on water in one of the forward ballast tanks, however, these tanks were empty prior to the grounding, and there has been no report of pollution.

The vessel ran hard aground after suffering a steering casualty, and at this time there is no pollution reported. The motor vessel Juno, a 621-foot bulk carrier which ran agound in the vicinity of Wellesley Island in the St. Lawrence River, New York, was refloated about 7 a.m. Wednesday and is now safely anchored at Mason Point. At 8 a.m. the Saint Lawrence Seaway Development Corporation re-opened the American Narrows to full navigation.
