TDI-Brooks’ newest vessel R/V Miss Emma McCall has recently completed its first projects for the U.S.-based marine data acquisition services company on behalf of Total and Cairn Energy offshore Mexico. TDI-Brooks has the vessel on a long-term bare-boat charter from Cameron Offshore Boats.The 2003-built Miss Emma is a multi-use oceanographic research vessel outfitted for a wide variety of oceanographic research duties for operations in the Northern/Southern Gulf of Mexico (GOM), U.S. East Coast and elsewhere in the Americas.

A coastal Oregon county overwhelmingly rejected a ballot measure aimed at blocking a proposed natural gas terminal dealing a blow to what was the latest in a series of efforts to thwart energy projects across the Pacific Northwest. The measure, had it passed, would have banned transport of fossil fuels not intended for local use through Coos County, located about 200 miles (322 kms) south of Portland. Around 76 percent of votes were cast against the measure, with 24 percent in favor, according to unofficial results posted on the Coos County government website late Tuesday. "This ballot measure was not a good measure by any means, and I think (the voters) were able to see that," Coos Bay's mayor Joe Benetti, who opposed the measure, told local newspaper The World.

A coastal Oregon county will vote Tuesday on a ballot measure to block a proposed natural gas terminal, the latest in a series of efforts to thwart energy projects across the Pacific Northwest. The measure would ban transport of fossil fuels not intended for local use through Coos County, located about 200 miles (322 kms) south of Portland. Backers have called the initiative a response to a $7.6 billion proposal by Calgary-based Veresen Inc, to build a facility in the county where natural gas would be liquefied and transferred to tanker ships for sale abroad. They have cast the measure as a local refusal to contribute to global warming. Should the ban pass, it could bring the county into conflict with the administration of President Donald Trump.

Swan Energy Limited will invest around Rs. 5,600 crore ($845 mln) towards setting up of Jafrabad LNG Port project in Gujarat with one jetty-moored Floating, Storage and Regasification Unit (FSRU). The joint venture project by Swan Energy Limited (SEL) and its Belgium partner Exmar Marine N.V. will be the country's first jetty-moored FSRU. Swan Energy holds 51 per cent stake in the JV company, Swan LNG Pvt Ltd, while Exmar Marine and Gujarat-government's Gujarat State Petroleum Corporation (GSPC) hold 38 per cent and 11 per cent respectively. The Świnoujscie LNG terminal in northern Poland is ready to receive its first shipment of gas, with a tanker leaving Qatar on its way to Poland. The tanker carrying LNG left Qatar-based Ras Laffan port on last Friday and is heading to the LNG terminal. The vessel is to reach the Polish port on December 11. Over 200,000 cubic meters of fuel will be transpoerted to Poland by Qatargas. Just a few days ago, PAP reported that following an audit of the terminal in Świnoujście, the Qatar-based company has confirmed that the facility is ready to receive the first batch of liquefied gas in mid-December. The terminal, one of the largest Polish energy investments in recent years, was officially opened in September by the then prime minister, Ewa Kopacz.

EXMAR has entered into a binding Term Sheet with Swan Energy Limited for the joint development and operation of the Jafrabad LNG Port project, to be located in the State of Gujarat, India. The Jafrabad LNG Port will be a 5 million tons per annum (MTPA) LNG receiving terminal, with one jetty-moored Floating, Storage and Regasification Unit (FSRU). The two partners have the firm intention to expand the terminal to 10 MTPA, through the deployment of a second FSRU. Swan secured all necessary permitting for the project and the concession agreement is ready for execution.

NY Governor Andrew M. Cuomo has vetoed the Port Ambrose Liquefied Natural Gas Deepwater Port, citing security and economic concerns along with the potential to negatively impact off-shore wind development. The project, which had been proposed by Liberty Natural Gas, LLC, required approval from both Governor Cuomo and New Jersey Governor Christie under the federal Deepwater Port Act. Governor Cuomo detailed his full position in a letter sent today to the U.S. Maritime Administration. “My administration carefully reviewed this project from all angles, and we have determined that the security and economic risks far outweigh any potential benefits,” said Governor Cuomo.

Royal Boskalis Westminster N.V. has been awarded three dredging-related contracts on the African subcontinent with a combined value of approximately EUR 75 million. In Angola, Boskalis has been awarded a contract by Angola LNG Ltd. for dredging activities related to maintaining the access channel and turning basins of the Soyo LNG port. The project will be executed in joint venture and involves the removal of approximately 11 million cubic meters of sand and silt by medium-sized trailing suction hopper dredgers. Work is set to commence in the third quarter of 2015 and will be completed by the end of 2017. Boskalis also executed the initial capital dredging and reclamation works for this LNG port on behalf of Angola LNG Ltd. from early 2007 until mid-2009.

Gas Authority of India Limited (Gail) and Indian Oil Corporation (IOC) signed a memorandum of understanding (MoU) to join Adani Group promoted Rs 5,000-crore ($805 mln)  Dhamra LNG Port (DPCL) project on the Odisha coast. The MoU comes within weeks of GAIL dropping plans to set up a floating LNG import terminal at Paradip. IOC too had in 2012 signed a MoU with Dhamra LNG Port Corp Ltd (DPCL) to develop a liquefied natural gas (LNG) terminal at the port. According to a Gail statement, the two public sector Maharatna companies have signed the MoU with Dhamra LNG Terminal Private Limited for setting up 5 million tonnes-ayear LNG import terminal.

SYDNEY, May 1 (Reuters) - An Australian port used by Chevron for liquefied natural gas exports has been forced to close by a cyclone off the country's west coast. The Port of Ashburton was shut at 0400 GMT, the Pilbara Ports Authority said. But Australia's largest iron ore export terminal, Port Hedland, and the port of Dampier, one of two used by Rio Tinto to ship iron ore, remain open, the authority added. Tropical Cyclone Quang is expected to hit the Australian west coast within a few hours, the Australian Bureau of Meteorology said, bringing winds up to 100 kilometres per hour. The US Coast Guard and the US Maritime Administration (MARAD) have temporarily suspended their review of the proposed Port Ambrose deep-water LNG import terminal. Liberty Natural Gas’s application to build the Port Ambrose deep-water port to receive LNG in the New York/New Jersey harbour has been delayed by the MARAD after it received more than 100,000 public comments about the project’s final environmental impact study. “The purpose of the suspension is to allow the U.S. Coast Guard and the Maritime Administration time to assess public comments and get them into the final Environmental Impact Study,” said Curtis Borland, legal counsel for the U.S.C.G.

The dumping of dredge spoil in the Great Barrier Reef Marine Park will be completely banned under draft laws proposed by the Federal Environment Minister. Greg Hunt said the regulation would forever end the disposal of capital dredge spoil within the marine park - an area 345,000 square kilometres in size. Capital dredging is the removal of an undisturbed area of the seabed. The reef, home to a huge array of life, is under threat from massive industrial development to enlarge port facilities. Hunt said the dumping of capital dredge spoil in the Great Barrier Reef Marine Park would be completely banned under draft legislation drawn up by the federal government.

Nakilat Damen Shipyards Qatar (NDSQ) has delivered two new Qatari-built mooring tugs to towage operator Nakilat SvitzerWijsmuller (NSW). The delivery of the two ASD 2810 tugs is part of a seven-vessel order that the yard is currently working on for NSW. The first of the new tugs, named Umm Al Shubrum, completed sea trials in Ras Laffan in mid-January 2015. She was followed in February by the second vessel, Al Kharsaah. Both vessels will operate as part of Nakilat NSW’s growing fleet. NSW currently operates more than 30 vessels and performs 12,500 tug jobs per year.

Britain's Dragon liquefied natural gas (LNG) import terminal shows only two unused import slots available over the next 13 days, compared with four slots advertised earlier this week, a market note showed. The change may indicate that Dragon has booked two cargo arrivals from third-party shippers. A table published by the Dragon terminal now shows a BG Group slot available on March 5 and one by Petronas on March 2. Both companies own long-term import capacity at Dragon and are obliged under anti-hoarding rules to advertise spare slots. All slots are based on an average vessel size of 145,000 cubic metres, according to Dragon's website. The Maritime Administration (MARAD) released a comprehensive study examining the options for liquefied natural gas (LNG) bunkering and the necessary infrastructure, safety, regulatory, and training factors of each in supplying LNG to ships as a propulsion fuel in the maritime sector. Bunkering is the transfer of LNG from a supply station to a receiving vessel for the sole purpose of use as propulsion fuel. The study examines the pros and cons of four bunkering options (truck-to-ship transfer, shore facility-to-ship transfer, ship-to-ship transfer, and transfer of portable tanks) based on factors such as the number and type of vessels to be served, local availability of LNG, port size, congestion and level of activity.

During a meeting on the implementation of the Yamal LNG project, Russian President Vladimir Putin noted the value of the seaport of Sabetta for further development of the Northern Sea Route, reports 'Arctic Info'. According to the President, the volume of traffic on the Northern Sea Route this year was 1.5 million tonnes. By 2015, this figure may reach 4 million tons, and he considered that the construction of the modern Arctic port, with construction funds of 47.3 billion rubles, should consolidate this trend.

They also offer specialized courses tailored to the specific needs of individual shipping companies.

There has been a further twist in the long-running saga over the safety of shipping Liquefied Natural Gas (LNG) into the Milford Haven waterway, reports the 'Western Telegraph'. Recently the European Commission issued a formal notice over ‘failure to comply with safety rules’. The EU’s Environmental Impact Assessment Directive requires such risks to be assessed and the findings to be made public. A formal notice is a preliminary step, which ultimately could lead to action before the European Court of Justice if a member state does not comply. It follows a long campaign to get risk assessments relating to the shipment of LNG released to the public.

The Manatee County Port Authority approved a long-term $30m agreement with Port Dolphin Energy LLC, providing Fla. with a second major source of natural gas. Port Dolphin officials estimate its project will generate more than $150m in direct economic impact within Manatee County during the next 20 years. Construction of the project is expected to begin in 2012 with completion in 2013. During the first five years of the agreement, Port Manatee will receive more than $16m in cash and assets, followed by about $15m per year over the remainder of the agreement.

Port Dolphin Energy, LLC, announced that a Record of Decision has been signed in its application for a license to build a deepwater liquefied natural gas (LNG) port off the West Coast of Florida. The Record of Decision paves the way to the awarding of a deepwater port license to be issued by the U.S. Maritime Administration. The signing marks the successful completion of a comprehensive Environmental Impact Statement directed by the U.S. Coast Guard and formal approval last month by Florida Governor Charlie Crist. Port Dolphin is a subsidiary of Hoegh LNG, a specialist in the development of floating solutions in the LNG value chain.
