Detyens Lines Up More MSC Ship Repair Work

Within a week's time, Detyens Shipyards has secured two Military Sealift Command (MSC) ship repair contracts worth more than $29 million combined. The privately-owned Charleston, S.C. repair yard beat out two other competing shipyards to secure a $18,144,376, 76-calendar day, firm-fixed-price contract for the regular overhaul dry-docking availability of the fleet replenishment oiler USNS Leroy Grumman (T-AO 195), the U.S. Department of Defense announced on Tuesday.The award follows Detyens' $10…

David Loy Stewart Sr, former owner and Chairman of the Board at ship repair yard Detyens Shipyards, Inc. in North Charleston, S.C. passed away on Tuesday, June 30, 2020, at the age of 72.Loy, husband of the late Judy Ann Detyens Stewart, was born September 15, 1947 in Abbeville, S.C., son of the late John David Stewart and the late Ruby Gillespie Stewart. He graduated from Furman University with a Bachelor of Arts degree in Business Administration and although prone to sea sickness enlisted in the U.S. Navy shortly after graduating college.

Loy Stewart, Jr. is President, Detyens Shipyards. He is a 1991 graduate of the U.S. Merchant Marine Academy in Kings Point where he earned a degree in Marine Engineering. After several months sailing on the Sealift Atlantic, Loy began working at Detyens as a Ship Superintendent and coordinated work on numerous commercial and navy contracts. In 1996, when the Detyens Shipyards were divided into separate profit centers, Loy Jr. was promoted to Profit Center Manager of the Wando facility.

As is tradition, Detyens Shipyards hosts an annual Thanksgiving feast at the shipyard for its workers, the occasion used to also distribute the annual performance bonus checks for every employee. Per Maritime Reporter & Engineering News’ recent interview with D. Detyens Sees Uptick in International Repair Work

International vessels have been trading in the Port of Charleston, S.C. for centuries. While Charleston is the sixth largest container port in the U.S., it is also home to Detyens Shipyards, Inc (DSI). In the past several years, DSI has seen an increase in the number of dry dock inquiries and bookings from International vessel operators. “In the last two quarters, we’ve dry docked eight internationally owned and operated vessels,” explained Peter Browne, Vice President of Estimating.

Fortunately, DSC’s standard lineup of dredge equipment can be modified and customized to meet just about any job that needs doing. It wasn’t too long ago that retired U.S. Coast Guard Admiral Jim Loy told me, “If you’ve seen one port, well, you’ve seen one port.” That now-famous declaration was made in reference to port security in a post-9/11 world, but the quip is as valid now as it was when he said it during his tenure as Commandant of the U.S. Coast Guard. HK Dockers Threaten to Strike Over Wages

The Hong Kong Dockers Union has threatened industrial action - that may involve a strike - if operators continue to ignore their demand for a 8.5-percent wage increase this year. The union is an affiliate of the Confederation of Trade Unions and made their demands known at the start of the month. The union seeks dialogue with contractors if they want to avoid a repeat of the strike that rocked the Kwai Tsing container terminals for 40 days in 2013. But there's been no response from operators. An organising secretary with the Union, Wong Yu-loy, said they're seeking talks with management first but will step up their action if there's no response. The 2013 strike ended when dockworkers working at Hongkong International Terminals agreed on a 9.8% pay increase.

Senator John McCain (R-AZ), Committee Chair, noted that maritime security remains a daunting task. Mr. Jeffrey Shane, Under Secretary of Transportation Policy, discussed the role of the Department of Transportation regarding security and its coordination with the Department of Homeland Security. Admiral Thomas Collins, Commandant, U.S. Coast Guard, discussed the agency's strategy to reduce maritime security risks through: (1) increasing maritime domain awareness, (2) implementing preventative measures, (3) securing borders and protecting infrastructure, and (4) preparing to respond quickly if necessary.

ADM Loy to be nominated to Security Post

President George W. Bush intends to nominate James M. Loy, of Virginia, to be Deputy Secretary of Homeland Security, and intends to designate him Acting Deputy Secretary of Homeland Security. Admiral Loy currently serves as the Administrator for the Transportation Security Administration. He previously served as Under Secretary of Transportation for Security. Earlier in his career, Admiral Loy served as Commandant of the Coast Guard and Coast Guard Chief of Staff. He graduated from the U. S. Coast Guard Academy in 1964 and holds masters degrees from Wesleyan University and the University of Rhode Island.

Hollings Laments Security Funding Shortfall

(The following is a statement of Senator Ernest F. On Sunday night, the President announced that the Administration will be looking for an additional $87 billion for Iraq. This would bring the total amount spent there to over $160 billion. This request alone represents three times the amount the President requested for our nation's homeland security efforts this year. I was reluctant to create a Department of Homeland Security, because I felt bureaucratic reshuffling without adequate planning and expertise would detract from our ability to fight terrorism. But we are stuck with what we have, and now the Administration must take the steps necessary to make this bureaucracy work.
