DNV and Singapore's Maritime Port Authority (MPA) have agreed to continue their collaboration on decarbonization and digital innovation in the maritime industry, signing a new three-year Memorandum of Understanding (MOU) at the Singapore Norway Innovation Conference.The initiative's scope includes decarbonization, digitalization and talent development for sustainable and smart maritime ecosystems. It builds on a 2019 extension of an MOU first drafted in 2014 to cover critical emerging trends within the maritime industry.

ABS has been announced as the industry collaborator to build the Maritime Testbed of Shipboard Operational Technology (MariOT) Systems. The project is led by iTrust, Center for Research in Cyber Security at the Singapore University of Technology and Design (SUTD), in collaboration with ABS and Singapore Polytechnic’s Centre of Excellence in Maritime Safety (CEMS).The MariOT will support a host of cybersecurity activities to meet the challenges in the maritime industry’s push towards digitalization. ABS issued approval in principle (AIP) to Keppel Offshore & Marine for the ammonia-fueled ammonia bunker vessel at the heart of Project Sabre, an initiative from a consortium of organizations to develop an ammonia bunker supply chain in Singapore.As well as ABS, the consortium includes A.P. A new liquefied natural gas (LNG)-hybrid tug—said to be the world's first—will be equipped with two mtu 16V 4000 M55RN gas engines from manufacturer Rolls-Royce.The harbor tug will be built by Sembcorp Marine Integrated Yard and operated in Singapore by Jurong Marine Services, a wholly owned subsidiary of Sembcorp Marine. The Shanghai International Energy Exchange (INE) is considering using oil storage sites in Singapore owned by PetroChina Co as a delivery point for its low-sulphur fuel oil futures contract, according to two sources with direct knowledge of the matter.The INE’s move would be the first time a Chinese futures contract would be deliverable outside of China and could boost liquidity for the contract, as well as help to influence pricing for shipping fuel.Low-sulphur fuel oil (LSFO) is required as ship fuel to meet new maritime emissions regulations that went into effect this year.

Singapore's Maritime Port Authority (MPA) has suspended the bunker craft operator licence of Inter-Pacific Petroleum Pte Ltd, the MPA said in a statement on Thursday.The MPA suspended the license, which allows Inter-Pacific to operate tankers used to load marine fuel, known as bunker fuel, onto ships, with effect from June 27 until further notice, the statement said.The license suspension occurred after "an enforcement check on a bunker tanker operated by Inter-Pacific Petroleum," the MPA said, without providing further details.The MPA did not immediately respond to requests for comment.Inter-Pacific could not be reached for comment…

Singapore's Maritime Port Authority (MPA) is set to announce it is making use of mass-flow-meters (MFM) mandatory onboard marine gasoil barges used to refuel large ships, two people with knowledge of the matter said. The announcement will be made at a gala dinner in the city state organised by the International Bunker Industry Association (IBIA) later on Thursday, the people said. They spoke on condition of anonymity because they were not authorised to speak to the media. It wasn't immediately clear from which date the MPA will enforce the use of MFMs - designed to minimise inaccuracies and errors in measuring quantities delivered - on gasoil bunker barges. The people with knowledge of the matter said the date was likely to be either Jan. 1 or July 1 next year.

Two oil products tankers had collided off Singapore coast but the impact of the accident was not immediately clear, industry sources familiar with the matter said on Tuesday. The tankers were identified as Crystal Sunrise, chartered by Japanese liquefied petroleum gas (LPG) firm Gyxis, and Astro Saturn chartered by European trading house Trafigura. "We can confirm that the Astro Saturn is on TC (time charter) to Trafigura and is carrying fuel oil," said it's spokeswoman without elaborating further. According to data from Thomson Reuters Eikon, Crystal Sunrise is a Very Large Gas Carrier (VLGC) with a deadweight tonne (DWT) of 54,070 tonnes carrying Middle Eastern origin LPG.

Skuld Singapore  has reminded all members that Singapore has ratified the Wreck Removal Convention (WRC) which entered into force in Singapore on 8 September 2017. "As members will be aware, the WRC requires among other matters owners of ships over 300 GT to have in place insurance to cover the costs of wreck removal. Skuld, like all the clubs within the International Group, has appropriate wreck removal cover available to their members," said a statement from the international mutual marine insurance company. The container ship Hanjin New York dragged anchor and collided with container carrier MSC Claudia off Singapore, say local media reports. The incident that occurred at around 6pm last Friday caused 11 empty containers to fall overboard, according to the Maritime Port Authority of Singapore(MPA). The Hanjin ship “dragged anchor" and contacted the bow of MSC Claudia, the MPA said in a statement in response to queries. "The Hanjin New York dragged anchor and contacted the bow of a Liberia-registered container ship, MSC Claudia. Ten 40-foot empty containers fell from Hanjin New York onto MSC Claudia's bow and one 40-foot empty container fell into the sea," The New Paper quoted MPA as saying.
