Australia Pressing Yang Ming to Pay for Container Cleanup

Dozens of containers lost from a ship at sea have been recovered off the coast of Australia as the country's maritime authority continues to press the vessel's owner to pay the $11 million cleanup costs.The 63 boxes plucked from the bottom of the Tasman Sea are among more than 80 lost from Yang Ming's containership YM Efficiency about 20 miles from shore in June 2018. Master Fined for Delayed Engine Failure Reporting

A tanker captain has been convicted and fined for failing to immediately alert Australian authorities of a main engine breakdown in 2019.On January 31, 2019, the tanker Asphalt Spirit suffered a main engine breakdown and began drifting 30 kilometers northeast of Point Lookout on North Stradbroke Island while carrying 14,000 tonnes of asphalt from from Korea to Australia.The ship’s master reported the incident via email to the Australian Maritime Safety Authority (AMSA) just after 10 p.m. that night – six hours after the initial breakdown.Modelling predicted the possibility of the ship running aground at the southern end of the island…

ROVs to Investigate Lost Shipping Containers

Noncompliant Cargo Ship Banned from Australia

The 86-meter general cargo ship Noah Satu has been prohibited from entering or using any Australian ports for the second time in less than 12 months, following another round of safety, environmental and regulatory infractions. The direction was issued by the Australian Maritime Safety Authority (AMSA) on February 4 and will remain in effect for 12 months. Noah Satu (IMO9313620), owned by PT Anugerah Samudra Indomakur and on charter to Orica Singapore, has been detained by AMSA five times since August 2013 for deficiencies related to its equipment, its operations, its safety management system and noncompliance with the Maritime Labor Convention.

Large Yacht Code for Super Yachts - AMSA

From March 1, the Australian Maritime Safety Authority (AMSA) will adopt the Large Yacht Code for super yachts and training vessels of 24 metres or more in length in a first for the Australian yachting community. Marine Order 52 will change the way large yachts in Australia are regulated in line with international norms. AMSA Chief Executive Mick Kinley said the change recognises that large yachts, also referred to as Super Yachts, operated commercially for sport or leisure do not fall naturally into a single class. “Australia shares the view of the United Kingdom Maritime and Coastguard Agency (UK MCA) that prescribed merchant ship safety standards may be incompatible with the safety needs of large yachts given the nature of their operations,” Mr Kinley said.

Unsafe Ship Banned from Australian Ports

An Indonesian flagged general cargo ship has been banned from entering or using any port in Australia for three months. The vessel Noah Satu (IMO9313620) has been issued with a direction not to enter or use any port in Australia for three months after being detained by the Australian Maritime Safety Authority (AMSA) four times since August 2013. The ban will remain in place until December 16, 2015. The most recent detention was on September 14, 2015 at Port Alma, Queensland. Noah Satu is owned by PT Anugerah Samudra Indomakur and operated by PT Adnyana, both based in Indonesia. Shipper Fined for Dumping Garbage in the Great Barrier Reef

The master and owners of the Hong Kong registered bulk carrier ANL Kardinia have been prosecuted for illegally dumping garbage in the Great Barrier Reef Marine Park. Prosecuted by the Australian Maritime Safety Authority (AMSA), One Armania Shipping Ltd. and the master of ANL Kardinia were found guilty on July 20 in the Townsville Magistrates Court on one charge each of illegally disposing of garbage under the Protection of the Sea (Prevention of Pollution from Ships) Act 1983. The illegal discharge took place on February 13, 2015 and was detected by an AMSA Inspector during a routine Port State Control inspection in Brisbane on February 16, 2015.

Lifejacket Donations to boost Safety in Torres Strait

Marine safety in the Torres Strait and Northern Peninsula area is getting a boost with the donation of 1,400 children’s lifejackets as part of the Torres Strait Marine Safety Program (TSMSP) School Based Maritime Safety Education Project. The primary focus of the TSMSP is to improve and promote boating safety in the Torres Strait, which will help reduce the number of search and rescue operations in the area and support the development of the region’s coastal maritime industry. Maritime Safety Queensland Cairns Regional Harbour Master and Chair of the TSMSP Steering Committee, Captain Michael Barnett, said his organisation was proud of the milestone achieved by the TSMSP.

Two shipping companies and their masters have been prosecuted by the Australian Maritime Safety Authority (AMSA) for two separate marine pollution incidents within the Great Barrier Reef. Tokyo based Perses Maritima Ltd and the master of its Japan registered vehicle carrier Asteria Leader were found guilty on May 18 in the Brisbane Magistrates Court on one charge each of illegally discharging garbage under the Protection of the Sea (Prevention of Pollution from Ships) Act 1983.

AMSA Prosecutes Shipping Cos, Masters for Pollution

The Australian Maritime Safety Authority (AMSA) has prosecuted two shipping companies and their masters for two separate marine pollution incidents within the Great Barrier Reef. Tokyo based Perses Maritima Ltd and the master of its Japan registered vehicle carrier Asteria Leader were found guilty on May 18 in the Brisbane Magistrates Court on one charge each of illegally discharging garbage under the Protection of the Sea (Prevention of Pollution from Ships) Act 1983. A routine Port State Control inspection conducted by an AMSA marine surveyor at Fisherman Island in the Port of Brisbane revealed a record of the discharge of 0.03m3 of food waste within the Great Barrier Reef on October 8, 2014.

AMSA Bans Ship for 12 Months

The Australian Maritime Safety Authority (AMSA) has banned a vessel from entering or using any port in Australia for 12 months, for the first time. AMSA issued a directive to Indonesian-flagged container ship Red Rover banning it from entering into any Australian port for a year after being detained three times since September 2014 for Safety Management System failures. The most recent detention was on 28 January 2015 in Fremantle, Western Australia. All three detentions identified failings in the vessel’s Safety Management System, including a lack of effective passage planning and failure to use appropriate charts and publications. This is the third vessel operated by PT Meratus Line (Company Number 0313623) which has been banned from accessing Australian ports for a period of time.

Australia Bolsters SAR in Indian Ocean Region

The Australian Maritime Safety Authority (AMSA) said it has commenced its Search and Rescue (SAR) Capability Partnership Program this week with counterpart agencies in Sri Lanka, the Maldives and Mauritius. This program is being delivered as part of the Department of Foreign Affairs and Trade’s Government Partnerships for Development program, which provides funds to eligible Australian public sector organizations to support economic growth and poverty alleviation in developing countries in the Indian Ocean, Asia and Pacific Regions. AMSA will receive a total of $2.6 million in funding over three years to work in cooperation with the three partner countries and strengthen their national SAR services.

Upcoming AMSA Shipping & Domestic Vessel Conference

The Australian Maritime Safety Authority (AMSA) informs that the  latest maritime developments will be the focus at the inaugural combined national shipping and domestic commercial vessel conference in Melbourne in November, 2014. AMSA Chief Executive Officer Mick Kinley said it was the first time a combined shipping and domestic vessel conference had been held by AMSA. “Maritime 2014 will bring together international, national and regional representatives who make up this important industry, from the largest ship to the owner operator of a domestic commercial vessel,” Mr Kinley said. It is the first conference hosted by AMSA since the commencement of the Navigation Act 2012 and the Marine Safety (Domestic Commercial Vessels) National Law Act 2012 on July 1, 2013.

MNZ & AMSA Award McMurdo COSPAS-SARSAT Contract

McMurdo Group’s Techno-Sciences Inc. says it has been chosen by the Australia Maritime Safety Authority (AMSA) and Maritime New Zealand (MNZ) to deploy their next-generation satellite-aided search and rescue systems. The MEOSAR (Medium-altitude Earth Orbit Search and Rescue) installations will be the first such systems in Asia Pacific and will significantly reduce the time between a distress beacon activation and the resulting emergency alert notification from hours to minutes, greatly accelerating the rescue coordination effort by SAR personnel. Bulk Carrier Detained; Two Crew Convicted

A Hong Kong flagged vessel was detained in Queensland following a Port State Control (PSC) inspection conducted by the Australian Maritime Safety Authority (AMSA) which identified a number of deficiencies. MV Bulk Ingenuity was detained under the Navigation Act 2012 for failing to carry relevant nautical charts and publications as required under international shipping convention and failing to prepare a voyage plan taking into account the Designated Shipping Area (DSA) of the Great Barrier Reef Marine Park on a voyage from China to Abbot Point. AMSA to Cut Domestic Vessel Safety Red Tape

The Australian Maritime Safety Authority’s (AMSA) says its Domestic Vessel Division is to begin a thorough consultation process with domestic vessel operators, starting in Hervey Bay shortly in an attempt to streamline the National System and reduce red tape. (The National System for Domestic Commercial Vessels came into effect on July 1, 2013). AMSA Deputy Chief Executive Officer Mick Kinley explained that the National System had created one system for qualifications and standards for commercial operators nationwide. The Authority will run a series of consultation sessions across Australia to improve the system and streamline elements of it to make it easier and cheaper for the industry to comply with domestic vessel safety requirements.

ACCSEAS Places North Sea E-Navigation on the Radar

The ACCSEAS Conference presented an array of e-Navigation test-bed solutions, all of which are aimed at increasing accessibility and improving navigational safety in the increasingly busy shipping waters of the North Sea Region.

Australian Electronic Chart Service Launched

AMSA's Acting Chief Executive Officer, Mr Mick Kinley, was a guest of honour at a celebration held at the Australian Hydrographic Office in Wollongong on Thursday 21 June to celebrate United Nations World Hydrography Day. Commodore Rod Nairn AM, RAN (Hydrographer of Australia) used the event to mark Australia's achievement of Electronic Navigational Chart (ENC) coverage for Australian and Papua New Guinea waters and to launch a new Australian Electronic Navigational Chart service (AusENC). The AusENC service will support vessels operating within Australian and Papua New Guinea waters through simple ordering and easy availability of official charts for use in Electronic Chart Display and Information Systems (ECDIS).
