Petrobras, Murphy to Explore in GoM

Brazil's state-controlled Petroleo Brasileiro SA (Petrobras) said on Monday it had sealed a joint venture with Murphy Exploration & Production Company to explore oil and gas fields in the Gulf of Mexico, according to a securities filing.Petrobras received $795 million for the deal, and will have a 20 percent stake in the venture.Reporting by Carolina Mandl

Technip Wins Important GofM Subsea Contract

Technip awarded Murphy Exploration & Production Co. contract for development of Dalmatian Field in Gulf of Mexico. The lump-sum contract is for work at a water depth ranging from 530 to 1,800 meters on a field  jointly owned by Murphy and Ecopetrol America Inc., comprised of the De Soto Canyon Blocks 4, 47, 48 and 91. The project consists of a subsea tie-back to an existing Gulf of Mexico platform. The contract covers: project management, engineering, fabrication and installation of a gas riser, an oil riser, a 38-kilometer flowline and a 34-kilometer pipe-in-pipe flowline with associated PLETs and jumpers; installation of a main subsea control umbilical, infield umbilical, and associated foundation and flying leads, then pre-commissioning.

Aker Solutions Wins Murphy Umbilicals Deal

Aker Solutions has been selected to supply two production control umbilicals and three umbilical termination assemblies (UTAs) to Murphy Exploration & Production Company - USA. The products will be delivered to the Murphy operated Dalmatian field in the De Soto Canyon located in the Gulf of Mexico which is jointly owned by Murphy and Ecopetrol America Inc. Contract value is undisclosed. The main control and injection umbilical will tie the host facility to Murphy's De Soto Canyon Block 4 well for a distance of 21 miles (34 km). The second umbilical is an infield umbilical that will connect two blocks 5 miles (8 km) apart. The umbilicals will be used in water depths of approximately 6 000 feet (1 800 metres). Installation is planned for the fourth quarter of 2013.

BOEMRE Approves Operations for Ninth Deepwater Well

NEW ORLEANS – The Bureau of Ocean Energy Management, Regulation and Enforcement (BOEMRE) today approved a deepwater permit for the drilling of a ninth well that complies with rigorous new safety standards implemented in the wake of the Deepwater Horizon explosion and resulting oil spill. BOEMRE on Resuming Pre-Approved Activities

The Bureau of Ocean Energy Management, Regulation and Enforcement (BOEMRE) notified 13 companies whose deepwater drilling activities were suspended by last year’s deepwater drilling moratorium that they may be able to resume those previously-approved activities without the need to submit revised exploration or development plans for supplemental National Environmental Policy Act (NEPA) reviews. Before resuming those activities without additional NEPA review, however, the companies must comply with BOEMRE’s new policies and regulations. “Going forward, we are substantially enhancing our environmental reviews and analysis under NEPA,” said BOEMRE Director Michael R. Bromwich.

Salazar Visits GOM Rigs, Observes Inspections & Safety

Secretary of the Interior Ken Salazar visited three offshore drilling rigs in the Gulf of Mexico July 28, where he received updates on the improved inspection process and additional safety requirements for blowout preventers and well construction. “We are quickly and thoughtfully implementing safety reforms for offshore energy operations to ensure workers, communities, and the environment are protected as the nation develops its energy supplies,” said Salazar. “Today, we saw production activities and shallow water drilling operations that are implementing the new standards as they continue their operations. Offshore Company Trio Takes Legal Action

Chevron, Conoco and Murphy Exploration & Production filed a lawsuit against the U.S. government for denying the companies' "timely and fair review" of plans, permits and an appeal concerning and lively natural gas field in the eastern Gulf of Mexico. The company trio is partners in a proposed natural gas development project focused on federal offshore leases in the Destin Dome 56 Field, 25 miles south of Pensacola, Fla. The U.S. Department of Energy cites that the field is comprised of potential reserves at up to 2.6 trillion cu. ft. of natural gas. The complaint, which was filed in the U.S. Court of Federal Claims, alleges that the U.S. government delayed and ultimately blocked the partners from developing the field.

Federal Lease Sale Draws Second Highest Bid Totals

The U.S. Department of the Interior’s Minerals Management Service recent central Gulf of Mexico lease sale received 1,428 bids on 723 tracts, attracting $2.9 billion in high bids – the second highest total in U.S. leasing history. Secretary of the Interior Dirk Kempthorne, who officially opened the sale, said the bids made a statement concerning the future of the Gulf of Mexico. “This historic sale emphasizes the Gulf’s strategic value for America’s energy security and the significant economic benefits of environmentally safe oil and gas production for the nation and the Gulf states,” Kempthorne said. The Gulf accounts for about a quarter of domestically produced oil and 15 percent of domestically produced natural gas in the nation.

Aker Kvaerner Secures Another Floater Installation Contract

Atlantia has awarded Aker Kvaerner a contract for installation of a semi-submersible floating production unit (FPU) for the Thunder Hawk development system in the Gulf of Mexico. Atlantia will be the client and owner of the FPU and Murphy Exploration and Production Company will operate the platform. The total contract value for Aker Kvaerner is approximately USD 23 million. Central Gulf of Mexico Sale Nets $159.1 Million

The U.S. Department of the Interior's Minerals Management Service (MMS) announced the completion of the two-phase bid evaluation process for Lease Sale 172. This sale, held March 17, 1999, received 272 bids on 207 tracts offshore Louisiana, Mississippi, and Alabama. Of the 207 high bids received, MMS rejected 16 high bids totaling $12.7 million as insufficient for fair market value. Two of the tracts are located on the shelf and 14 tracts are located in deepwater. As a result, MMS awarded $159.1 million in high bids. Sonat Exploration GOM Inc. Noble Drilling Announces Delivery of Fourth Semisubmersible Conversion

Noble Drilling Corporation announced its fourth successful EVA-4000TM semisubmersible conversion, Noble Amos Runner, began its five-year contract for Kerr-McGee Corporation, Marathon Oil Company and Murphy Exploration and Production Company in the Gulf of Mexico. The unit, capable of drilling in water depths up to 6,600 ft., was delivered from the shipyard in August. The company also reported Noble Paul Wolff, the second EVA-4000TM conversion, has successfully drilled a well in a water depth of 8,017 ft. for Petroleo Brasiliero S.A. Noble Announces Fourth Successful Semi Conversion

Noble Drilling said its fourth successful EVA-4000 semisubmersible conversion, Noble Amos Runner, began drilling in the Gulf of Mexicofor its contractors - Kerr-McGee Corp., Marathon Oil and Murphy Exploration and Production Co. The semi, capable of drilling in water depths of 6,600 ft., underwent mooring sea trials before it began its five-year drilling project in the Gulf. Noble Drilling, also announced its second conversion, Noble Paul Wolff, drilled a well for Petroleo Brasiliero S.A. (Petrobas) in 8,017 ft. of water, reportedly setting a new world record. Noble Paul Wolff, capable of drilling in 8,900 ft. of water, is currently under a six-year Petrobas contract.
