GasLog Sees Tighter LNG Shipping Market

Petrobras Authorized to Export Idle LNG Cargoes

Brazil's Petroleo Brasileiro SA has been authorized to export idle liquefied natural gas (LNG) in the spot market, according to the Wednesday issue of the official gazette. According to the text, Petrobras has been given the green light to export up to 6.6 million cubic meters, assuming this would not result in supply problems for the domestic market. As a state-controlled company, some of Petrobras' commercial strategies require energy ministry authorization. Petrobras operates three regasification terminals in Brazil, which were built in a time when the country was seeing high economic growth rates and natural gas consumption was strong. But demand fell in the last two years while Brazil went through its deepest recession on record, and local production continued to grow.

EIA Release Short-Term Energy Outlook

The U.S. Energy Information Administration released its Short-Term Energy Outlook. • North Sea Brent crude oil spot prices averaged $52 per barrel (b) in April, $1/b higher than the March average and the fifth consecutive month that Brent crude oil spot prices averaged between $50/b and $55/b. EIA forecasts Brent prices to average $53/b in 2017 and $57/b in 2018. West Texas Intermediate (WTI) crude oil prices are forecast to average $2/b less than Brent prices in both 2017 and 2018.

India to Boost LNG Impots

India plans to more than double its liquefied natural gas (LNG) import terminal capacity in six years to cater to the rising natgas demand from refineries, fertilizer and power plants, according to a report in the Economic Times. A total of 15.15m tonnes of LNG was delivered into Indian terminals in 2015, a 5% increase from 2014, according to ICIS data. India was one of the biggest importers of LNG in Asia buying approximately10.4 million tonnes in 2014. In 2015-16, the natural gas consumption in the country rose barely 2 per cent to 52 billion cubic meters, of which 40 per cent was imported as LNG. With LNG prices hovering around a benign $5/mBtu for several months coupled with drop in domestic production of natural gas, India’s gas imports have risen a steep 45.4% annually in April.

Lithuanian Energy Group Calls for Rule Change on LNG Imports

Lithuania's state-owned energy group Lietuvos Energija said on Monday national rules had to be changed to allow it to sell some liquefied natural gas (LNG) cargoes it had contracted from Norway's Statoil in the global market as domestic demand falls. Lithuania opened an LNG import terminal last year seeking to reduce its dependence on former Soviet master Russia and to diversify supplies, including buying LNG from the United States in the future. To prevent Russia's Gazprom from dumping prices and keeping the terminal idle, the government has imposed a minimum level of LNG the country's regulated heat and power producers have to buy. But even this minimum volume -- 540 million cubic metres (mcm) per year or the equivalent of six or seven cargoes -- appears too big as consumption falls.

China Shipping Development Order LNG Ships

China Shipping Development Co. to order six liquefied natural gas (LNG) to tap the nation’s rising demand for cleaner fuel. The addition of the tankers comes as the world’s largest energy consumer plans to more than double natural gas consumption to cut its dependence on coal and oil. The six-tankship purchase will be made by a venture owned by China Petrochemical Corp., also known as Sinopec Group, China Shipping and Mitsui O.S.K Lines Ltd. (9104) and each ship will have a capacity to carry 174,000 cubic meters of natural gas. reports Bloomberg. Bloomberg was informed by Chief Financial Officer Wang Kangtian that the vessels will cost about $205 million each and the shipping company has arranged syndicated loans to finance the deal. It soon will be easier to import natural gas from fuel tankers, without disruption to shoreline communities and the environment, thanks in part to a new deepwater liquid natural gas (LNG) port approved today by the U.S. Maritime Administration. The LNG port, to be built by El Paso Energy Bridge Gulf of Mexico LLC about 116 miles south of New Orleans in the Gulf of Mexico, is a terminal to process and transfer natural gas received from LNG transport ships to a pipeline system, which will carry the natural gas ashore for distribution to U.S. markets. "This new facility will improve efficiency by eliminating the need for a carrier to come all the way into a shore side port and save money in the process," said U.S. Secretary of Transportation Norman Y. Mineta.

Neptune LNG Deepwater Port Project Receives Approval From MarAd

Suez Energy North America's subsidiary, Neptune LNG LLC, announced that the U.S. Maritime Administration (MarAd) has decided to issue a deepwater port license to the company to build, own, and operate the Neptune offshore LNG delivery system in Massachusetts Bay. Neptune is the first offshore LNG project on the United States' East Coast to reach this milestone. Gas-Producing Nations Take First Step Toward OPEC-Style Group

The world's biggest gas producers agreed to set up a committee to look into pricing, in what could be the first step toward setting up an OPEC-style group to control supplies. Energy ministers from Russia, Iran and Qatar, holders of the world's biggest gas reserves, and envoys from 10 other nations, met today in Doha, the capital of Qatar, for the Gas Exporting Countries Forum. They agreed to set up a working committee that will examine the relationship between producers and consumers as well as pricing. The European Union, which relies on Russia for a quarter of its gas, has warned that a group modeled on the Organization of Petroleum Exporting Countries may spur consumers to switch to alternative sources of energy.

LNG Carrier to Enter Service in China by End of Year

According to reports, China LNG Shipping (Holdings) Ltd plans to put the first liquefied natural gas (LNG) carrier built in China into operation by the end of this year, serving Guangdong Dapeng LNG Co, an official of China LNG said.
