Neptune LNG Deepwater Port Project Receives License From MarAd

SUEZ Energy North America's subsidiary, Neptune LNG LLC, announced today that the Neptune offshore LNG facility has received its Deepwater Port License. Neptune is the first offshore LNG project on the United States' East Coast to reach this milestone. The license will allow Neptune LNG LLC to build, own, and operate the Neptune offshore LNG delivery system in Massachusetts Bay. The Maritime Administration is responsible for issuing a Deepwater Port License under the Deepwater Port Act of 1974. The Neptune project will fill a growing need in Massachusetts and New England as demand for natural gas in New England is expected to increase by 1 to 2% per year over the next two decades, with Massachusetts alone accounting for half of the region's natural gas consumption.

Neptune LNG LLC DWP – Environmental Statement

The Maritime Administration (MarAd) issued a Notice stating that the draft environmental impact statement for the Neptune LNG LLC liquefied natural gas (LNG) deepwater port (DWP) license application is available for review. The application proposes construction of an LNG import facility in federal waters of Massachusetts Bay approximately 22 miles northeast of Boston. Neptune LNG Project Secures Deep Water Port License

MarAd has decided to issue a deepwater port license to SUEZ Energy North America's subsidiary, Neptune LNG LLC to build, own, and operate the Neptune offshore LNG delivery system in Massachusetts Bay. Neptune is the first offshore LNG project on the United States' East Coast to reach this milestone. The Neptune terminal will be based on the LNG Shuttle and Regasification Vessel System (SRV) developed by Höegh LNG. Höegh LNG, together with partner Mitsui OSK Lines, has two plus one optional 145 000 m3 SRVs on order with Samsung Heavy Industries. The first will be delivered in 2009.

The U.S. Coast Guard and the Maritime Administration (MARAD) issued a Notice of the intent to prepare an environmental impact statement (EIS) as part of the review of the proposal by Neptune LNG, LLC to construct and operate a liquefied natural gas (LNG) deepwater port (DWP) off the coast of Massachusetts approximately 22 miles northeast of Boston. The first shuttle and regasification vessel (SRV) co-owned by Höegh LNG and Mitsui O.S.K. Lines, Ltd. (MOL) was completed at Samsung Heavy Industries in South Korea, and was delivered to the GDF Suez group on November 30, 2009. It will serve on a long-term charter contract between the parties. GDF Suez Neptune is the first of two SRVs which was constructed in order to provide LNG transportation services to the Neptune LNG Deep Water Port off the coast of Gloucester, Massachusetts, U.S. – to be commissioned in early 2010 – as well as other GDF Suez’s projects around the world.

SUEZ Announces Agreement With MarAd

SUEZ Energy North America's subsidiary, SUEZ LNG NA LLC announced an agreement with the U.S. Maritime Administration designed to begin generating employment opportunities for U.S. mariners onboard liquefied natural gas (LNG) vessels. The transport of LNG between countries to meet natural gas needs is a burgeoning international industry, with the international (privately owned) LNG shipping fleet growing at a rate of 15-20% a year. Today, all LNG ships worldwide are flagged under non-U.S. countries. SUEZ' ships, for example, are flagged primarily under Norway and Spain. As a result, there are no U.S.-licensed mariners on these vessels, and the U.S. shipping industry does not currently share in this growing job market.

Höegh LNG and Mitsui OSK Lines Confirm LNG Re-gasification Vessels

Höegh LNG and Mitsui OSK Lines, Ltd. (MOL) confirm the signing of long term time charter parties for two Shuttle and Regasification Vessels (SRV) with SUEZ LNG Trading SA. These vessels are specifically designed to service an offshore natural gas import terminal to be built in Massachusetts Bay offshore the city of Boston on the US East Coast. The vessels will be delivered in 2009 and 2010. The SUEZ owned Neptune LNG LLC received the final license issued by MARAD for the construction of the terminal on 23 March. The LNG re-gasification vessels and the deepwater port installations can meet the most stringent environmental regulations anywhere in the US for such terminal facilities.

Boston Towing to Get New Support Tugs

Boston Towing and Transportation Company have contracted with Robert Allan Ltd., Naval Architects of Vancouver, B.C., to design a pair of new offshore LNG Terminal Support tugs to provide the services required for The Neptune LNG LLC, Deep Water Port, offshore Massachusetts Bay. The larger of the new vessels, designated as an ASD 39/70 Class tug by Robert Allan Ltd., will be the first of its kind built and operated in North America, although there are numerous other RALdesigned tugs, including many of the similar RAstar Class tugs currently building worldwide for major oil and LNG terminals. will primarily be engaged in harbour duties, but will serve as the back-up vessel for the larger tug during service periods.

Status Update: Neptune LNG

In November, a public scoping meeting and informational open house will take place in Massachusetts regarding the proposed Neptune Deepwater Port Project in Massachusetts. The Scoping Meeting will be held in Faneuil Hall in Boston, MA on November 2, 2005. There will also be a public meeting at Gloucester High School in Gloucester, MA on November 3, 2005. Both meetings are scheduled to begin at 6 p.m. and are scheduled for two hours in length. Each meeting will be preceded by an informational open house from 4:30 p.m. to 6 p.m.

Calypso LNG Deepwater Port Application Deemed Complete By Coast Guard

Suez Energy North America's subsidiary, Calypso LNG, LLC has received a letter from the United States Coast Guard deeming complete Calypso's application for a Deepwater Port License. A Notice of Application will be published in the Federal Register which will start a statutory review period for approval of a license to build and operate Calypso's proposed offshore liquefied natural gas facility. On March 1, 2006, Calypso filed a Deepwater Port License Application with the U.S. Coast Guard, which has jurisdiction for the permitting, operation and security for such facilities located in federal waters. South Korean Yards Eyed for $3.8 Bln LNG Shipbuilding Deal

A little-known investment company said it intends to order up to 20 liquefied natural gas (LNG) carriers, probably from South Korean shipbuilders. The contracts would be worth as much as $3.8 billion, two people with direct knowledge of the matter told Reuters. CBI Energy and Chemical, which is controlled by Australian and Canadian investors and has offices in Hong Kong, also said in a statement to Reuters that it would be seeking to buy floating LNG production and import facilities as part of an ambitious plan for Africa and Asia. The orders would be a major shot in the arm for South Korea's ailing shipbuilding industry, which has been hit by a collapse in new orders as global trade growth slows and after the slump in commodities prices in recent years.

LNG: New Milestone for MAN Rollo

LR, Penn Oak Energy Partner for LNG Retrofit Service

Lloyd’s Register North America, Inc. (LR) has teamed with Penn Oak Energy Corp to help companies raise capital and mitigate the technical risks associated with retrofitting ships fuelled by liquid natural gas (LNG), by providing a one-stop-shop solution to the industry. Ships that are fuelled by LNG can reduce operating costs while meeting stricter environmental regulations. LNG-fuelled ships have reduced emissions (nitrogen oxide, sulphur oxide and particulate matter) as compared with heavy bunker oil and even low-sulphur marine diesel. Historically, the leading expense for ship operators is fuel and personnel. The challenge to building these new ships has been that shipowners are unwilling to invest in LNG-fuelled ships if supplies of LNG bunker are difficult to obtain…

New RAmparts 3000 Tug for Boston Towing

Boston Towing and Transportation Company has taken delivery of the first of a new pair of tugs designed by Robert Allan Ltd., Naval Architects of Vancouver, B.C., for offshore LNG Terminal support for the Neptune LNG LLC, Deep Water Port, offshore Massachusetts Bay. The M.V. Justice is the smaller of the two tugs. It is a modified RAmparts 3000 Class tug which will primarily be engaged in harbour duties, but will serve as the back-up for the larger tug (the ASD 39/70 Class Independence) during the latter's service periods.
