Crude Oil Spill Near Port Sulphur, La.
The U.S. Coast Guard said on Sunday it is responding to a crude oil discharge in Rattle Snake Bayou, southwest of Port Sulphur, La.Coast Guard watchstanders in New Orleans received a report from the National Response Center that the well was reported to be leaking.It is unknown when the discharge began, and the amount discharged has not been determined. The well is rated to produce 5,476 gallons of oil per day.Responders are working to locate and secure the source of the discharge. The well's owner Hilcorp has contracted ES&H as an oil spill response organization.

A Dutch flagged product tanker has reportedly discharged 2,600 gallons of heavy fuel oil into the Mississippi River near Norco, La., Monday. Tanker Operator, Master Sentenced for Pollution
A tanker vessel operator and master were convicted this week for maintaining false and incomplete records relating to the discharge of oil and garbage from an oil tanker that was operating off the coast of Texas. Minor Lube Oil Discharge in Baltimore
U.S. Coast Guard and Maryland Department of the Environment personnel are investigating and overseeing cleanup of a lube oil discharge near Baltimore’s Inner Harbor Monday. A National Response Center report was made Friday about a rainbow sheen in the harbor near Pier 6, which alerted Coast Guard and MDE pollution response personnel to investigate. It is estimated that approximately 50 gallons of lube oil has discharged into the harbor through the Jones Falls outfall near the 2100 block of Falls Road. Hard boom and sorbent materials have been deployed and contractors are on scene recovering the product. The source of the oil and responsible party have not yet been identified. The Oil Spill Liability Trust Fund is being used to pay for response efforts.
Response to Barge Casualty continues Offshore Texas
The Coast Guard, Texas General Land Office, and Bouchard Transportation representatives continue to respond Sunday to an oil discharge from a barge that caught fire and was extinguished on Friday three miles off the jetties of Port Aransas, Texas. Response efforts continue to minimize impact to the environment and the maritime community, which has enabled the Coast Guard to reopen the impacted ship channels. Discharge from the barge cargo tanks appears to have stopped following the removal of 2,500 barrels of oil-water mix from the barge through lightering operations.
Op/Ed: Act Now to Avoid BWMS Compliance Risks
Lately, I have been reading reports regarding the United States Coast Guard’s (USCG) escalating enforcement of ballast water discharge violations. In the first case, the USCG initiated a civil penalty proceeding against a bulk carrier for discharging ballast water in Washington State without using a USCG Type Approved Ballast Water Management System (BWMS) or other approved means. The USCG proposed the maximum penalty of $38,175. In a more recent case, the USCG issued a $5,000 fine for a similar unauthorized ballast water discharge in Oregon.

Lift Boat Crew Rescued in US Gulf
Four crewmembers aboard the lift boat Superior Trust were rescued after the vessel became unstable near Southwest Pass, La., Wednesday. U.S. Coast Guard Sector New Orleans watchstanders received a call early Wednesday morning reporting one of the Superior Trust’s legs failed and made contact with a natural gas platform’s walkway resulting in approximately 10 gallons of oil discharge. Coast Guard Station Venice launched a 45-foot Response Boat-Medium boatcrew that arrived on scene and transported the Superior Trust crew back to shore. There were no reported injuries. Coast Guard Cutter Brant crewmembers later arrived on scene to monitor the lift boat, and Coast Guard Air Station New Orleans MH-65 aircrew conducted an over flight.
Response Continues to Oil Spill off Louisiana
The joint effort between the U.S. Coast Guard and Shell continues in response to an oil discharge from a segment of flow line at the Glider Field located approximately 90 miles south of Timbalier Island, La., that occurred at approximately 11 a.m., Thursday. Whether driven by treasure hunting or environmental protection, the days of forgotten wrecks, even at great depths, is past. It seems like every month we see reports of long-lost maritime wrecks being discovered on the ocean bottom and treasures being salvaged from great depths. We also hear regularly of oil being recovered from sunken wrecks. There is now no practical limit to the ability to recover objects from the sea floor, regardless of depth, currents, weather, or other obstacles. The only existing obstacle seems to be financing - and costs are decreasing regularly.
Ship Officers Charged in Oil Discharge Cover Up
A federal grand jury in Greenville, North Carolina, has returned a nine-count indictment charging two engineering officers employed by Oceanfleet Shipping Limited with crimes relating to the illegal discharge of oily wastes directly into the sea, announced Assistant Attorney General John C. Cruden for the Department of Justice’s Environment and Natural Resources Division and U.S. Attorney Thomas G. Walker for the Eastern District of North Carolina. Oceanfleet Shipping Limited is a Greek shipping company that operates the cargo carrier M/V Ocean Hope. The two engineering officers indicted are the vessel’s Chief Engineer, Rustico Yabut Ignacio; and Second Engineer, Cassius Flores Samson, bolth of the Philippines.
Biofuels: Time Running Out for Tanker Owners
New regulations on the carriage of biofuels could limit the trading flexibility of product tankers from next January, according to Rivertrace Engineering, Managing Director, Mike Coomber. This is because oil discharge monitoring equipment on board most existing vessels is not geared up to handle biofuels. From next January, Coomber warns that vessels without up-to-date type-approved equipment will not even make it on to charterers’ shortlists because they will no longer be eligible to carry biofuel cargoes. The regulations are embodied in IMO Resolution MEPC.108(49) as amended by MEPC.240(65).
IMO’s MEPC Set to Adopt Polar Code Provisions
The Marine Environment Protection Committee (MEPC) of the International Maritime Organization (IMO) meets for its 68th session from May 11-15, 2015, at IMO Headquarters in London. Items on the agenda include the proposed adoption of the environmental part of the Polar Code and associated draft MARPOL amendments to make the Code mandatory; the implementation of the Ballast Water Management Convention; further work on air pollution and energy efficiency measures; and a proposal to extend the Great Barrier Reef and Torres Strait Particularly Sensitive Sea Area (PSSA) to parts of the Coral Sea.
Ship Operator Fined $1.8m for Oil Discharge
The Hachiuma Steamship Co., LTD pleaded guilty January 30 to violating the Act to Prevent Pollution from Ships (APPS), arising from the failure to maintain an accurate oil record book concerning the illegal disposal of oil residue and bilge water overboard the cargo vessel M/V Selene Leader. Chief U.S. District Judge Catherine C. Blake sentenced Hachiuma Steamship to pay $1.8 million, and placed it on probation for three years during which it is to develop an environmental compliance program. The plea and sentence were announced by United States Attorney for the District of Maryland Rod J. Rosenstein; Assistant Attorney General for the Justice Department’s Environment and Natural Resources Division John C. Cruden; and Coast Guard Captain Kevin Kiefer, Captain of the Port of Baltimore.
Hoegh Osaka Update: Weather Playing a Key Role
Car carrier vessel Hoegh Osaka, which has been refloated after running aground last week, remains held in position at anchor on the Alpha Anchorage. Salvors pumped water from the ship for up to 2 hours yesterday, the U.K. Maritime and Coastguard Agency (MCA) said. Salvors also checked the ballast system and intend to rig another pump in the lower hold to pump into the ship’s tanks as well as overboard. The weather, including high winds, continues to play a key role in the salvage operations’ timeline as salvors are forced to adjust plans around environmental conditions. Saturday’s weather conditions prevented any activity on the vessel other than to connect the third tug. The area’s weather forecast looks very poor this week, peaking at 6 p.m. on Wednesday to 6 a.m. Thursday.
BP Whiting Refinery Cleanup Winds Down
An assessment team, comprised of representatives from the Coast Guard, Environmental Protection Agency and BP, stated Friday that no further cleanup actions were recommended following a scheduled return visit to the BP Whiting Refinery to conduct a Determination of Clean survey. The visit was originally scheduled to take place Thursday but was postponed due to heavy rains and high water levels. After an inspection of the rocky shoreline on the southeast wall of the cove near the refinery, it was determined that the small areas of the oiled pebbles identified Sunday had all been removed by cleanup crews. On Sunday, the assessment team also conducted underwater surveys that included probing in 36 different locations on the bottom of Lake Michigan near the area of discharge.

The Coast Guard informs that their representatives together with those from the Environmental Protection Agency were back on scene Wednesday to oversee cleanup operations after a crude oil discharge Monday evening at the BP Whiting Refinery in Whiting. BP Refinery Spilling Oil into Lake Michigan
The U.S. Coast Guard and the Environmental Protection Agency are responding to the report of an oil discharge into Lake Michigan from the BP Whiting Refinery in Whiting, Ind. The Coast Guard received a report Monday night from watchstanders the National Response Center of a sheen from an unknown substance discharging from an outflow adjacent to the refinery. Personnel from Coast Guard Marine Safety Unit Chicago and the EPA responded last night and found an area of about 5,000 square feet covered in crude oil.
