U.S. Offshore Oil Output Still Mostly Down a Week after Hurricane Ida

Damage to oil production facilities in the U.S. Gulf of Mexico kept output largely halted on Sunday, a week after Hurricane Ida made landfall, according to offshore regulator the Bureau of Safety and Environmental Enforcement (BSEE).Energy companies have been coping with damaged platforms and onshore power outages and logistical issues, slowing efforts to restart production. Some 88% of crude oil output and 83% of natural gas production remained suspended.About 1.6 million barrels of crude oil remained offline, with only about 100,000 barrels added since Saturday.

Widespread flooding from Hurricane Ida and power outages slowed efforts on Tuesday by energy firms to assess damages at oil production facilities, ports, and refineries.Nearly all of Louisiana lost electrical power on Monday after one of the most powerful hurricanes to hit the region downed transmission lines and flooded communities. Coastal areas were swamped by a storm surge so great it reversed the flow of the Mississippi River.Analysts said it could take two to three weeks to restart producing platforms and fully resume output at Louisiana refineries.

Rear Adm. John Nadeau, who recently took command of the Eighth Coast Guard District in New Orleans, convened a formal investigation last week for the incident that occurred onboard the offshore production facility Auger, June 30, 2019.Crewmembers aboard the Auger were testing the facility’s lifeboat recovery system when a malfunction occurred resulting in the loss of two lives. The Auger is located 210 miles southwest of New Orleans and is responsible for the production of oil.“The Coast Guard is committed to finding the facts that led to this tragedy,” said Nadeau.

Samsung to Build Three Shuttle Tankers for Teekay Offshore

Samsung Heavy Industries (SHI) has announced that it is to build three shuttle tankers for Teekay Offshore Partners, at a total price of $365m and the contract includes an option for an extra vessel. The contract was signed in Oslo where Nor-Shipping 2015 was held. As for the contract value, while SHI says that the three tankers cost USD 330 million, for Teekay it is USD 365 million. The tankers ordered are 155,000DWT shuttle tankers that are 293m long and 49m wide, and they will be delivered by February 2018. Both SHI and Teekay Offshore have said that the tankers will be used to transport crude oil from offshore oilfields off east Canada. Shuttle tankers are oil tankers that transport crude oil extracted from marine oil fields to storage bases on the ground.

US, ATP-IP Reach Settlement over Unauthorized Oil Discharges

Under a settlement agreement with the United States, ATP Infrastructure Partners, LP (ATP-IP) will pay a $1 million civil penalty and perform corrective measures to resolve claims by the U.S. under the Clean Water Act and the Outer Continental Shelf Lands Act (OCSLA) of unauthorized discharges of oil and chemicals from an oil platform into the Gulf of Mexico, announced the U.S. Environmental Protection Agency (EPA), the Department of Justice, and the Department of the Interior’s Bureau of Safety and Environmental Enforcement (BSEE). This is the first joint judicial enforcement action involving EPA and BSEE claims in response to alleged violations of both the Clean Water Act and OCSLA. The United States’ complaint, which was filed in February 2013, in the U.S.

The scope of work for this contract is diverse and will be executed in a remote environment. It covers multi-discipline professional engineering studies, design and support services, commissioning, operation, and maintenance of onshore and offshore hydrocarbon extraction and processing facilities and associated pipelines.

When it comes to large tugs, none is larger than the Laney Chouest, the world's largest anchor handling tug supply (AHTS) vessel. At 348- x 72- x 31-ft., the Laney Chouest is the king of all tugs in the Gulf of Mexico, or anywhere else for that matter. It was built by the North American Shipbuilding, Larose, La. a part of Edison Chouest Offshore, Galliano, La. who also owns and operates the vessel. The vessel is super efficient since it is designed to do several jobs that formerly needed separate vessels For example, the vessel will set suction piles that anchor floating oil production facilities to the seabed using the largest tow winch every built. That is a huge job for any anchor handler.

HHI Capitalizes on Offshore Business

The name Hyundai Heavy Industries (HHI) usually comes up with a name tag of the worlds largest shipbuilder. But the Ulsan-based company is now dreaming of becoming more than just a shipbuilder, as they have found out that selling offshore oil drilling facilities and industrial plants can be lucrative businesses especially with the soaring oil price, according to a report in the Korea Times. Earlier this month, the company won a $1.3-billion contract from Kuwait Oil Company in upgrading their crude oil export facilities by beating a consortium led by Spanish and Italian companies. It was the largest overseas construction deal won by a South Korea company this year, amounting more than 80 percent of the company’s total sales of such products last year.
