Tugboat Allides with Inactive Wellhead, Triggers Discharge

The Coast Guard is reponding to limit pollution of the sea in the area 9 miles SW of Port Sulphur (on W. bank of the Mississippi) Louisiana. Coast Guard Sector New Orleans watchstanders received a report Tuesday that the 42-foot crewboat Sea Raider, allided with a wellhead owned by Swift Energy, causing the platform to discharge an oily-water mixture. Swift Energy, the responsible party, has contracted a barge to secure the wellhead. Response crews have deployed 1,800-feet of boom to contain the discharged oily-water mixture from the wellhead.

R.W. Fernstrum Comments on Gridcooler Use in the GOM

In response to concerns, R.W. Fernstrum recently reassured its customers that Fernstrum Gridcooler  Keel Coolers are designed specifically to keep pollutants such as crude oil out of the cooling circuit to which they are connected. They are currently in use world-wide in oil skimming vessels as well as a variety of fishing vessels, supply vessels, work boats, pleasure craft, and numerous other vessel types. Many variables may affect the efficiency of the keel cooler while operating in oily water, but the operator should still be able to operate at reduced capacity. Seawater temperature, physical properties of the oil, oil to seawater ratio you are operating in, hull speed through the oily water, and water depth could all affect the potential efficiency of the keel cooler.

NIC: Jones Act Has Not Interfered with Spill Cleanup

“Currently 15 foreign-flagged vessels are involved in the largest response to an oil spill in U.S. history. No Jones Act waivers have been granted because none of these vessels have required such a waiver to conduct their operations as part of the response in the Gulf of Mexico. “While we have not seen any need to waive the Jones Act as part of this historic response, we continue to prepare for all possible scenarios, and that's why Admiral Allen provided guidance to process necessary waivers as quickly as possible to allow vital spill response activities being undertaken by foreign-flagged vessels to continue without delay should that be necessary.

Senator Cornyn Supports Jones Act Waiver Request

Senator John Cornyn (R-TX) sent a letter to Admiral Thad Allen on June 22 supporting Allegiance Capital's request for a waiver of the Jones Act. For more than two weeks, Fred McCallister, Vice President of the Dallas-based investment bank, has been requesting a waiver of the Jones Act in order to bring boats from Europe to U.S. waters to assist in the Gulf oil spill clean-up. Allegiance Capital has available 12 to 25 oil skimming vessels as well as several ships for boom deployment and the housing of volunteers and rescue workers. The Coast Guard-compliant ships are currently sitting idle. According to Allegiance Capital Vice President Fred McCallister, bringing foreign vessels to help with the clean-up effort can provide American workers with jobs.

Company Fined for Spilling in Port Angeles Harbor

The Department of Ecology (Ecology) has fined owners of the Gaz Diamond propane tanker $75,500 for spilling oil into the Port Angeles harbor in May 2002. The Gaz Diamond is owned by the Naftomar Shipping and Trading Company Ltd., based in Greece. The ship spilled 1,188 gallons of fuel oil when its tanks overfilled while refueling. The oil washed up on nearby beaches and docks along the southern shore of the Ediz Hook peninsula near the U.S. Coast Guard Air Station. Cleanup efforts lasted five days and involved oil skimming vessels, thousands of feet of oil containment boom and hundreds of oil snares staked along the shore. Oil collected in nearby commercial fish pens, on docks, log booms, private boats, the public boat launch, a U.S. Coast Guard vessel, and the Puget Sound Pilot Station.

Delaware Bay Oil Spill Update

The Coast Guard, Delaware Department of Natural Resources and Environmental Control (DNREC) and the New Jersey Department of Environmental Protection (NJDEP) are continuing to lead the recovery and clean-up of oil spilled in the upper Delaware Bay Tuesday. Shorelines impacted in Delaware by the spill include Port Mahon, Kelly Island and Pickering Beach. These areas have been reported to have light amounts of tar balls ranging from dime to baseball size. There is also a report of a scattered concentration of tar balls four-miles off of Bowers Beach, which oil skimming vessels are in the process of recovering. As a preventive measure, the NJDEP has closed 70,000 acres of New Jersey's oyster beds to prevent potential environmental contamination.

Coast Guard Responds to Oil Spill in Delaware Bay

The Coast Guard, New Jersey Department of Environmental Protection and the Delaware Department of Natural Resources and Environmental Control are working together to clean up an oil spill. The crewman onboard the tug Liberty notified the Coast Guard that oil was floating in the upper Delaware Bay. Marine science technicians from Sector Delaware Bay and a helicopter from Air Station Atlantic City were deployed to survey the scene and begin initial assessments. The sheen is a narrow band of oil five to six miles long, near the center of the bay in the main shipping channel, east of Port Mahon in Kent County, DE. The clean-up efforts of the spill began after the determination to use federal funds was made. Funds from the Oil Spill Liability Trust Fund (OSLTF) will be used.

Arthur Kill Oil Spill Response

A Unified Incident Command (UIC) comprised of the U.S. Coast Guard (with coordination from the U.S. Environmental Protection Agency), the New Jersey Department of Environmental Protection (NJDEP), the New York City Department of Environmental Protection (NYC DEP), the New York State Department of Environmental Conservation (NYS DEC) and Chevron Products Co. continue to respond to a crude oil spill in the Arthur Kill. The total volume of crude oil spilled is unchanged from the prior estimate of approximately 31,000 gallons. Approximately 96,000 gallons of oil-water mixture have been recovered and are currently being stored. Approximately 145,620 pounds of oil absorbents and other contaminated solids have been removed during the clean-up.
