Video: First Golden Ray Section Lifted and Removed

Salvors finished cutting and lifting the first section of the capsized car carrier Golden Ray on Sunday, and the section was carried by barge to a local site for further sea fastening before transport to Louisiana for recycling.Delays during the first round of cutting operations, including those caused by a passing tropical storm and equipment issues, are among a string of setbacks to impact one of America's most complex salvage projects. But the response team hopes that lessons learned along the way will help to streamline the work ahead.

ITOPF Addresses Brazil Oil Pollution

The International Tanker Owners Pollution Federation (ITOPF) is currently on-site in north-east Brazil attending the recent oil spill that has contaminated approximately 2,500 km of coastline in nine states.The source of the pollution remains unknown, although the Brazilian government has recently reported that they suspect a tanker passing along its coast in late July as being the polluter."Our involvement was requested directly by IBAMA, the Brazilian Institute of Environment and Renewable Natural Resources, on 16th September 2019, a couple of weeks after oil was first spotted washing up on shore," the not-for-profit marine ship pollution response advisers said.ITOPF is normally requested on-site by a shipowner or their insurer…

New App Helps Ship Owners Comply with Fuel Regs

Bureau Veritas has introduced the first phase of My Fuel Consumption, a cloud-based and secure web application for desktop, mobile and tablet that aims to make compliance easy, with a digitized process throughout the various steps of IMO-DCS (declaration of fuel consumption) and EU MRV regulations (CO2 emissions).All ships of 5,000 GT and above must submit IMO-DCS plan to receive a confirmation of compliance, from their flag states or delegated Recognized Organizations (ROs) before January 1, 2019.

Nontank Vessel Response Plan Final Rule

The "Nontank Vessel Response Plans and Other Response Plan Requirements" (NTVRP) final rule, which was published in the Federal Register on September 30, 2013, requires vessel owners or operators of nontank vessels 400 gross tons and above to prepare and submit oil spill response plans for vessels operating on the navigable waters of the United States. Additionally, the final rule requires the submission of a Vessel Response Plan (VRP) Control Number with the vessel’s advance notice of arrival. Since August 2008, the Coast Guard has been enforcing the statutory requirement to prepare and submit oil spill response plans for nontank vessels 1,600 gross tons or greater and has been issuing 2-year Interim Operating Authorization (IOA) letters to demonstrate compliance. Dutch Authorities Release Online Onboard MLC 2006 Complaint Form

The Dutch Authorities have launched an online Maritime Labor Complaint Form for seafarers, on the day of the entry into force of the Maritime Labor Convention 2006 on August 20, 2013. The Netherlands is committed to ensuring that seafarers who serve on Dutch-flag ships have decent working and living conditions, a safe and secure workplace and fair terms of employment. Seafarers are encouraged to use the ship’s standard on-board complaint procedures, as they were released on the website of the Dutch Authorities (www.ilent.nl) and in the MLC-2006 Document Generator (www-mlc-2006.eu) in order to resolve complaints at the earliest possible opportunity in accordance with MLC 2006.

The Liberian Registry launched an online Maritime Labor Complaint Resolution Form for seafarers, ahead of the entry into force of the Maritime Labor Convention 2006 on August 20, 2013. Liberia said it is committed to ensuring that seafarers who serve on Liberian-flag ships have decent working and living conditions, a safe and secure workplace and fair employment. Seafarers are encouraged to use the ship’s onboard complaint procedures to resolve complaints at the earliest possible opportunity in accordance with MLC 2006.
