Paris MOU's Vessel Inspection Data Now Available Online

A newly introduced statistical feature on the Paris MoU website, parismou.org, grants access to the region’s vessel inspection results. “It is important we communicate about the results of our efforts to prevent sub standard shipping,” said Richard W.J. Schiferli, Secretary General of the Secretariat of Paris MoU. The new statistical feature shows the results of validated inspections within the Paris MoU region, with the option to present them in a customized way. The data is refreshed at the end of each month.

Cargo Ship Refused Access to Paris MoU Region

General cargo ship M/V Georgiana H, IMO number 8911413, was detained in Marina di Carrara, Italy on July 17, tallying as the ship’s third detention in the Paris MoU region within the last 24 months. The ship flies the flag of Republic of Togo which is black on the current Paris MoU WGB list. The ship will be refused further access to any port and anchorages in the Paris MoU region, except a port of the ship's flag state. The refusal of access will become applicable immediately after the ship is authorized to leave this port and anchorage.

Acorus Denied Access to Paris MoU Region

M/V Acorus vessel was detained in Port of Asprogirpos (Elefsis) - Greece on 6 July 2017. This is the third detention in the Paris MoU region within the last 36 months. The ship flies the flag of Moldova Republic, which is black on the current Paris MoU WGB list. "Therefore under the provisions of section 4 of the Paris MoU, Article 16 of EU Council Directive 2009/16/EC, the ship will be refused further access to any port and anchorage in the Paris MOU region, except a port and anchorage of the ship’s flag State," said a release from  Paris MoU.

Passenger Ship HAVEC Report Considered at Paris MOU Meeting

The Paris Memorandum of Understanding on Port State Control (Paris MoU) Committee met in Vilnius, Lithuania, from 19 - 23 May 2014. Among other matters, the report of the Harmonized Verification Programme (HAVEP) on passenger ships (objective to obtain a view of emergency preparedness on passenger ships) was discussed. The meeting was attended by all members, the European Commission, EMSA, Montenegro, observers from the ILO, US Coast Guard, Black Sea MoU, Caribbean MoU, Mediterranean MoU, Tokyo MoU and Viña del Mar Agreement.

Paris MoU Issues Report on Port State Control

The Paris MoU published its report on 2013’s worldwide flag performance, “White, Grey and Black Lists.” The report indicates further improvements towards quality shipping. Last year Thailand and the United States of America were moved up to the White List. This year Kazakhstan, Saudi Arabia and Switzerland moved from the Grey List to the White List. Georgia, Lebanon, Saint Kitts and Nevis, Libya and Albania moved from the Black List to the Grey List. There are now 46 flags on the White List, one more than last year. The Paris MoU has France leading the list, followed by Norway and Sweden. Several flags have made a significant move upwards on the White List in the top 10: Norway, Italy, the United Kingdom and Finland.

RINA Tops Paris MOU Performance List

International classification society RINA has been recognized by the Paris MOU as the best performing Recognised Organisation in 2009.  At its 43rd meeting the Paris MOU Committee approved the 2009 Port State Control inspection results for ships and adopted new performance lists for Flag States and Recognised Organizations. These lists take effect from 1 July 2010 and show RINA as having the best performance in the high quality section of the list of classification societies.  

Campaign Focuses on Safety of Navigation

The two major Port State Control regimes – Paris MoU and Tokyo MoU – will focus especially on navigational safety in a so-called Concentrated Inspection Campaign (CIC) is being taken place from 1 September until 30 November 2017, said Danish Maritime Authority. The inspection campaign (CIC) will be carried out over a period of three months as part of routine Port State Control inspections. Thus, all Danish ships that are routinely inspected under the Tokyo MoU and Paris MoU should expect to be covered by the campaign.

Paris MOU To Enforce ISM Compliance

The Paris MOU on Port State Control will start strict enforcement of the ISM Code on 1 July during a 3-month Concentrated Inspection Campaign. Last month the Port State Control Committee of the Paris MOU agreed to verify compliance with the ISM on all ships due for an inspection in one of the ports within the region. No extensions will be granted to the ship types which become compliant on July 1, 2002. Other ship types which already have been certified in accordance with the ISM Code will also be subject to the inspection campaign to verify that the safety management system (SMS) is actually working on board.Port State Control officers in the MOU countries will be using a standard inspection form to verify critical areas of the management system.

MLC, 2006 Inspections Yield Positive Results

Aiming to verify that the minimum standards for working and living conditions have been implemented for crews working on board commercial vessels, as well as generate more awareness, Port State Control Officers in the Paris MoU region have carried out a Concentrated Inspection Campaign (CIC) on Maritime Labour Convention (MLC), 2006. A total of 3,674 questionnaires for the CIC have been completed during regular inspections over a period from September 1 to November 30, 2016. The campaign resulted in 42 detentions (1.1 percent) directly linked to the MLC, 2006 requirements.

HAVEP: Two Passenger Vessels Detained

Preliminary results from the Harmonized Verification Program (HAVEP) on passenger ships, carried out between January 1, 2013 and December 31, 2013 in the Paris MoU region show that two passenger ships were detained over the 12 month period as a direct result of the HAVEP for deficiencies related to operation control and emergency preparedness. While the results of the HAVEP indicate reasonable overall compliance with SOLAS requirements for passenger ships, both from an operational point of view and hardware, it should be noted that in 19 out of 232 inspections (8.19%) a deficiency was recorded against a fire drill and in 20 inspections (8.62%) a deficiency was recorded against an abandon ship drill.

Study Reveals Inadequate Rest Hours Compliance

Preliminary results from the Concentrated Inspection Campaign (CIC) on STCW Hours of Rest, carried out between September 1 and November 30, 2014 in the Paris MoU region show that 16 ships (14% of detentions during CIC) were detained over the three-month period as a direct result of the CIC for deficiencies related to hours of rest. Main areas of concern are hours of rest not being recorded properly and watchkeeping personnel without sufficient rest. In recent years there has been a growing concern regarding hours of rest for watchkeeping personnel, Paris MoU said. Supported by PSC inspection results and a number of incidents, the Paris and Tokyo MoU, as well as other MoUs, decided to organize a joint campaign to verify a list of 10 selected items against the STCW requirements.

ICS Calls for Harmonized ECA Inspections

The International Chamber of Shipping (ICS) is encouraging the Paris Memorandum of Understanding on Port State Control to ensure that a harmonized approach to PSC inspections has been developed in advance of the January 1, 2015 deadline with respect to the implementation of the 0.1% Sulphur Emission Control Areas (ECAs), established in accordance with MARPOL Annex VI. ICS has underlined the shipping industry’s commitment to full compliance with the IMO sulphur ECA requirements from January 2015.

Foreign-flag Ship Detentions in UK

The Maritime & Coastguard Agency (MCA) detained 9 ships in UK ports during December 2012 after they failed Port State Control (PSC) inspection. Latest monthly figures show that there were five new detentions of foreign flagged vessels in UK ports during December 2012 and four vessels remained under detention from previous months. Only three vessels remained under detention at the end of December. The overall rate of detentions compared with inspections carried out over the last twelve months was 3.52% this is slightly up from November’s twelve month rate. Out of the detained vessels five were registered with a flag state listed on the Paris MOU white list…

New Inspection Requirement for Ships in Paris MOU

Lloyd’s Register advises that the St. Vincent and the Grenadines Maritime Administration has issued Circular No. PSC 033 which requires additional inspections (termed ‘occasional surveys’) to be carried out for all vessels whose next port of call is within a Paris MOU member country. The circular only applies to vessels if they have been detained by port state control authorities within the last three years. The Administration has stated that a vessel will be deleted from its Registry if an occasional survey is not carried out when required or a vessel is detained twice by a maritime authority member of the Paris MOU within a six month period.  

Marshall Islands Observe ISM Code Before Deadline

The Marshall Islands can confirm that all vessels on its ships register affected by Phase II of the International Safety Management (ISM) code were in full compliance ahead of the July 1 deadline. Those vessels registered with the Marshall Islands that do not comply with ISM are exempt by virtue of the Safety Of Life At Sea (SOLAS) compliance definitions, are in lay-up or have been foreign bareboat charter registered in another flag-state jurisdiction. The 2001 annual report of the Paris Memorandum of Understanding on Port State Control (Paris MOU) has put the safety records of flag states back in the spotlight once again when it showed that safety management deficiencies on vessels have risen by 150% in three years.

A committee meeting of the Ports Memorandum on Port State Control (Paris MOU) in May unveiled plans for a Concentrated Inspection Campaign (CIC) on Crew Familiarisation for Enclosed Space Entry. The campaign, scheduled between September and November this year in concert with the Tokyo MOU, is part of CIC efforts to verify compliance with the Maritime Labour Convention 2006 (MLC 2006).

Paris MoU Ready for Maritime Labor Convention

The Paris Memorandum of Understanding on Port State Control (Paris MoU) held its 46th Committee meeting in Valletta, Malta, from May 20-24, 2013. The meeting was attended by members, the European Commission, EMSA, Montenegro, observers from the ILO, U.S. Coast Guard, Black Sea MoU, Caribbean MoU, Mediterranean MoU, Tokyo MoU and Vina del Mar Agreement. The Committee adopted amendments to the Memorandum to include the Maritime Labor Convention 2006 as a relevant instrument. Guidelines for Port State Control under this Convention were also agreed, providing practical guidance for Port State Control Officers to inspect ships starting August 20, 2013.

Portuguese Flag Reports Strongest Growth Rate in Europe

Portugal’s second shipping register, the International Shipping Register of Madeira (MAR), is currently the strongest-growing flag in Europe. In the last six months, MAR’s fleet has increased by more than 60 new vessels representing net growth of 130% in terms of tonnage. Among the new entrants to the register are vessels owned by more than 20 of Germany’s leading companies. The growth has been achieved since Sociedade de Desenvolvimento da Madeira (SDM), the official body responsible for promoting MAR, established a strategic partnership with European Mar Lda (Euromar) in Funchal and Hamburg, run by former Liberian Registry executives Dr. Albrecht Gundermann and Captain JörgMolzahn.
