A joint venture between Royal Boskalis Westminster N.V. and Van Oord has been awarded a LoI (Letter of Intent) for rock placement services for the Nord Stream 2  project. The award was made by the project developer Nord Stream 2 AG and is a part of the construction of the planned twin 1,200 kilometer gas pipelines running through the Baltic Sea, connecting Russia to Europe. The contract value is approximately EUR 250 million ($285 million), with a 50 percent share for Boskalis. Contract details are expected to be finalized in the next few weeks.

Specialist marine insurance intermediary Seacurus says that reported doubts about the insurance industry’s ability to insure the liability for unpaid wages of abandoned seafarers under the Maritime Labor Convention 2006 are inaccurate and ill-founded. It is already an agreed principle under MLC 2006, which came into force in August 2013, that liability for the unpaid wages of seafarers currently falls to the recruitment and placement services which help seafarers find employment at sea.

Equiom Marine and Aviation Services (Jersey) Limited (EMAS) announced that the company recently passed the Lloyds Inspection for Seafarer Recruitment and Placement. The inspection, which is undertaken by an external agency, Lloyd’s Register, evaluates compliance to relevant maritime legislation as laid down by the Maritime Labor Convention (MLC), 2006. In this instance, Equiom were required to demonstrate compliance to Regulation 1.4 of the MLC. This regulation focuses on ensuring that seafarers have access to efficient and well-regulated seafarer recruitment and placement services, therefore aspects of crew and vessel information as well as control and verification procedures formed part of the inspection undertaken.

Tuesday 20,  August 2013 is the date when the Maritime Labour Convention (MLC) 2006, comes into force for ships flagged in those states that signed up to it exactly one year ago. More states have since signed the convention, and the MLC will take effect for them one year on from the date they signed. Entry into force of the Maritime Labour Convention, 2006 (MLC) Circular 10/13: International Group P&I clubs clarify financial aspects. Members are referred to the previous circular issued in March this year on the Maritime Labour Convention (MLC). The imminent entry into force of the MLC has brought the Convention and its requirements on shipowners into focus and in particular the financial security requirements established in the Convention. By way of clarification and for Members’ guidance, the financial security requirements on shipowners set out below will become effective with the entry into force of the MLC on 20 August 2013.

Sweden has become the 28th country to ratify the Maritime Labour Convention, and the threshold requirement for entry into force is expected to be fulfilled very soon. Shipowners, management companies, crew manning agencies and yards are encouraged to act now in order to handle the requirements effectively. The Convention requirements are very detailed and cover a wide range of topics, and shipowners or ship managers operating ships must develop and implement measures to ensure compliance with the requirements and ensure that ships are inspected and certified within the deadlines or risk challenges from inspectors and port state control.
