The Federal Energy Regulatory Commission (FERC) is convening a technical conference in Washington, DC on November 9 (tomorrow) to discuss certain issues raised by a recent filing of the Dominion Cove Point LNG, LP. NYK, KEPCO Agree to Co-own a LNG Carrier
NYK and Kansai Electric Power Co., Inc. (KEPCO) have agreed to joint ownership of a liquefied natural gas (LNG) carrier through a vessel-owner company shared by the two companies: NYK 30 percent, KEPCO 70 percent. The vessel is being built at the Sakaide shipyard of Kawasaki Heavy Industries Ltd. and upon completion in late 2017 will be assigned to the Cove Point LNG project in the United States to transport LNG for 20 years. The new ship will be equipped with a dual-fuel diesel electric propulsion engine that reduces fuel consumption over that of a conventional steam turbine engine. Moreover, the vessel suppresses the boil-off rate of the LNG in the cargo tank to 0.08 percent of tank volume per day. The co-ownership is the first between NYK and KEPCO.

"These agreements give us unique market access to the north-eastern USA, where gas demand is high and the market robust and liquid," says Peter Mellbye, executive vice president for Natural Gas in Statoil. The deals give Statoil access to terminal, storage and pipeline transportation totalling about 10 billion cubic metres of gas per year (1.05 billion cubic feet per day).

U.S.-bound LNG Tanker with Russian LNG Diverted
A liquefied natural gas (LNG) tanker probably carrying some supply from a Russian export project has been diverted from the United States, ship-tracking data shows. Engie's Gaselys LNG tanker was diverted on Friday from the Everett terminal in Boston, Massachusetts, where gas prices have tapered off since spiking during a cold snap. The vessel picked up the cargo from storage tanks at Britain's Isle of Grain import terminal in early January. The delivery to the United States was unusual because the LNG at Isle of Grain's tanks also contained some supply from Russia's new Yamal export plant.
Cummings: LNG Terminal Should Not Be Placed in Baltimore
Congressman Elijah E. Cummings, Chairman of the Subcommittee on Coast Guard and Maritime Transportation, convened the Subcommittee at the Ceremonial Courtroom at the University of Maryland School of Law in Baltimore to examine the proposed development of a liquid natural gas (LNG) terminal at Sparrow's Point in the Port of Baltimore. Witnesses included Senator Barbara A. Mikulski, Governor Martin O'Malley, Baltimore County Executive James T. Cove Point LNG Proposal Under Review
The Coast Guard concluded two days of meetings today with local, state and federal officials as part of its ongoing review to help evaluate the suitability of the Chesapeake Bay for importing Liquefied Natural Gas (LNG) aboard tankships. The Coast Guard Captain of the Port (COTP) Baltimore received a letter of intent to resume LNG import operations from the Williams Company at its Cove Point facility in Calvert County, Md., last October. If approved, LNG import operations will involve moving LNG in tankships on the middle and lower Chesapeake Bay to Cove Point where the cargo will be handled and off-loaded at the company’s waterside facility. Under federal regulation (33 CFR Part 127.009), the COTP is required to evaluate the suitability of the Bay for conducting LNG operations.

O'Malley Asks Feds to Deny Sparrows Point LNG project
Gov. Martin O'Malley urged the federal government Wednesday to deny a proposal from AES Corp. to build a liquefied natural gas facility on Sparrows Point. The Arlington, Va., company, filed an application last month with the Federal Energy Regulatory Commission (FERC) to build the LNG plant near the Turner Station neighborhood of Baltimore County. Baltimore County has proposed legislation to stop the construction. But the federal energy commission can overturn local laws if it feels the project is deemed to be in the best interest of the country. The plant has the potential to provide power for large portions of New England and the mid-Atlantic. O'Malley said in a statement Wednesday that he opposes the project.

Oregon County Mulls LNG Terminal Ban
A coastal Oregon county will vote Tuesday on a ballot measure to block a proposed natural gas terminal, the latest in a series of efforts to thwart energy projects across the Pacific Northwest. The measure would ban transport of fossil fuels not intended for local use through Coos County, located about 200 miles (322 kms) south of Portland. Backers have called the initiative a response to a $7.6 billion proposal by Calgary-based Veresen Inc, to build a facility in the county where natural gas would be liquefied and transferred to tanker ships for sale abroad.
