President Signs SAFE Port Act
President Bush signed into law the Security and Accountability for Every Port (SAFE Port) Act of 2006 (H.R. 4954). Among other things, this bill, also known as the Port Security Improvement Act of 2006, modifies the Transportation Worker Identification Credential (TWIC) program by requiring the prompt issuance of TWIC cards to maritime employees and the initiation of a pilot program for installation and use of card readers. The Subcommittee on Border, Maritime & Global Counterterrorism of the House Committee on Homeland Security conducted an oversight hearing on Implementation of the SAFE Port Act. In his prepared statement, Committee Chair Bennie Thompson (D-MS) noted that the transportation worker identification credential (TWIC) program and the container security device regulations are far behind schedule. Subcommittee Chair Loretta Sanchez (D-CA) expressed her interest in the C-TPAT third party validator pilot program, the empty container security pilot program, long range vessel tracking, and the TWIC program. Judge Recognizes MARAD Authority
As a result of the Maritime Administrator’s designation of New Jersey as an adjacent coastal state, pursuant to 33 USC 1508(a)(2), Atlantic Sea Island Group, LLC, (ASIG) a deepwater port applicant, filed suit against the Maritime Administrator and Secretary of Transportation on February 15, 2008. In addition to filing the suit, the plaintiff also sought a preliminary injunction. ASIG alleged that the Maritime Administrator's designation of New Jersey as an "adjacent coastal state" under the Deepwater Ports Act of 1974 as amended, was contrary to law. Senate Hearing on SAFE Ports Act
The Senate Committee on Homeland Security and Government Affairs conducted an oversight hearing on Implementation of the SAFE Ports Act. The Act assigned approximately 100 maritime security tasks. Mr. Stewart Baker, Department of Homeland Security (DHS), testified that the Department has completed half of the assigned tasks and is on track to complete most of the remainder within the statutory timeframe. Bill to promote natural gas Conservation
Senator Alexander (R-TN) introduced the Natural Gas Price Reduction Act of 2005 (S. 726) to promote the conservation and production of natural gas. Among other things, the bill, if enacted, would amend the Natural Gas Act and the Deepwater Port Act regarding federal permits and licenses for siting, construction, expansion, and operation of facilities for the import or export of natural gas. Senate Committee Approves GreenLane Bill
The Senate Committee on Homeland Security and Government Affairs stated that it approved, with several amendments, the GreenLane Maritime Cargo Security Act (S. 2459). This bill is largely similar to the SAFE Port Act (H.R. 4954), which awaits consideration on the House floor. Look for these bills to bed merged and enacted into law in the near future. Congress Passes Port Security Bill
Congress has passed the Security and Accountability for Every (SAFE) Port Act of 2006, the first legislation of its kind to authorize an annual federal funding level to help secure United States ports against terrorism. TORP Files for Terminal License
TORP (Terminal Offshore Regas Plant) filed its application with the US Coast Guard and the Maritime Administration (MARAD) on January 12, 2006 for a license under the Deep Water Port Act, to build, own and operate an LNG receiving terminal in the Gulf of Mexico. TORP’s BIENVILLE Offshore Energy Terminal will be located approximately 63 miles south of Dauphin Island, Alabama, in 425 ft of water, and will be the first to utilize the HiLoad Technology for cost-effective offloading of LNG carriers offshore. Maximum send-out capacity for the terminal is projected at 1.4 Bcf/day.

It soon will be easier to import natural gas from fuel tankers, without disruption to shoreline communities and the environment, thanks in part to a new deepwater liquid natural gas (LNG) port approved today by the U.S. Maritime Administration. The LNG port, to be built by El Paso Energy Bridge Gulf of Mexico LLC about 116 miles south of New Orleans in the Gulf of Mexico, is a terminal to process and transfer natural gas received from LNG transport ships to a pipeline system, which will carry the natural gas ashore for distribution to U.S. markets. “This new facility will improve efficiency by eliminating the need for a carrier to come all the way into a shore side port and save money in the process,” said U.S. Secretary of Transportation Norman Y. Mineta.

Governor Cuomo Vetoes Port Ambrose LNG Port
NY Governor Andrew M. Cuomo has vetoed the Port Ambrose Liquefied Natural Gas Deepwater Port, citing security and economic concerns along with the potential to negatively impact off-shore wind development. The project, which had been proposed by Liberty Natural Gas, LLC, required approval from both Governor Cuomo and New Jersey Governor Christie under the federal Deepwater Port Act. Governor Cuomo detailed his full position in a letter sent today to the U.S. Maritime Administration. “My administration carefully reviewed this project from all angles, and we have determined that the security and economic risks far outweigh any potential benefits,” said Governor Cuomo.

The Indian Ministry of Shipping has issued a notification renaming Kandla Port Trust as Deendayal Port Trust with effect from 25th of September, 2017. Port Security Bill Passes House
The House of Representatives passed the Security and Accountability For Every 'SAFE' Port Act. The legislation is a comprehensive, bipartisan port security bill that will enhance security at United States ports, track and protect containers en route to the United States, and prevent threats from reaching U.S. soil. It would provide $7.4b in spending on new port-security inspectors, nuclear-weapons screening and the development of an automated system to pinpoint high-risk cargo. With an additional $7.4b over the next five years, the legislation would bolster the Homeland Security Department's existing Domestic Nuclear Detection Office, requiring the deployment of nuclear- and radiological-detection systems to all domestic seaports.
