Port Dolphin Energy Regulatory Milestone
Port Dolphin Energy, LLC, announced that a Record of Decision has been signed in its application for a license to build a deepwater liquefied natural gas (LNG) port off the West Coast of Florida. The Record of Decision paves the way to the awarding of a deepwater port license to be issued by the U.S. Maritime Administration. The signing marks the successful completion of a comprehensive Environmental Impact Statement directed by the U.S. Coast Guard and formal approval last month by Florida Governor Charlie Crist. Port Dolphin is a subsidiary of Hoegh LNG, a specialist in the development of floating solutions in the LNG value chain.
Port Dolphin Energy, Port Manatee $30M Deal
The Manatee County Port Authority approved a long-term $30m agreement with Port Dolphin Energy LLC, providing Fla. with a second major source of natural gas. Port Dolphin officials estimate its project will generate more than $150m in direct economic impact within Manatee County during the next 20 years. Construction of the project is expected to begin in 2012 with completion in 2013. During the first five years of the agreement, Port Manatee will receive more than $16m in cash and assets, followed by about $15m per year over the remainder of the agreement.
Port Dolphin Files Deepwater Port Application with Coast Guard
Port Dolphin Energy LLC, a wholly owned US subsidiary of the Norwegian based company Höegh LNG AS, has submitted an application to the U.S. Coast Guard for approval to build and operate a deep water port for the import of natural gas to Florida's west coast. a 42 mile offshore pipeline to bring the natural gas from the offshore terminal to Port Manatee in Tampa Bay. The energy market in Florida is forecast to grow rapidly in the coming years, and natural gas is a valuable source in the energy mix for the state. The proposed Port Dolphin project would introduce capacity with a new access point for natural gas without extensive pipeline expansions, bringing much needed incremental supply of natural gas to residential, commercial and industrial customers in Florida.
FERC Conducting Scoping Port Dolphin Energy
The Federal Energy Regulatory Commission (FERC) said that it is conducting limited scoping regarding the onshore portion of the proposed Port Dolphin Energy LLC liquefied natural gas (LNG) deepwater port (DWP) to be located in federal waters of the Gulf of Mexico southwest of Tampa Bay. Obama Admin. Approval for Fla. LNG Facility
Acting Maritime Administrator David T. Matsuda approved the construction of a deepwater port for liquefied natural gas (LNG) off the coast of Fla. As part of the approval agreement, officials for Port Dolphin Energy, LLC, agreed to provide employment and training opportunities to American mariners on ships using the port. The Maritime Administration is an agency of the U.S. Department of Transportation. “This energy project is a win for Florida consumers, and for U.S. maritime workers,” said Transportation Secretary LaHood. The Port Dolphin facility will be located in the Gulf of Mexico, approximately 28 miles southwest of Tampa Bay. Deepwater ports are offshore facilities used to transfer imported oil and natural gas from carrier vessels to shore via sub-sea pipelines.

Port Dolphin Energy Proposes Amendment
The Federal Energy Regulatory Commission (FERC) issued a notice stating that Port Dolphin Energy LLC is proposing an amendment to its application for a license to construct and operate a liquefied natural gas (LNG) deepwater port (DWP) in federal waters of the Gulf of Mexico in the vicinity of Tampa, Florida. The proposal would involve changing the route of the associated pipeline to connect into the two other nearby gas pipelines. Comments on the proposal should be submitted by February 19. 73 Fed. Port of Rotterdam: 2017 in Review
Over the past year, 29,646 seagoing vessels entered the port of Rotterdam, up more than 600 from 2016's 29,022. The number of incidents in the port fell from 159 to 129, and included one ‘serious accident’ involving an inland vessel that went adrift after hitting a groyne with its rudder. Tug Safety Training Offered at Port of Milford Haven
A powerful virtual-reality ship simulation system, operated by the Port of Milford Haven is running courses to train tug boat operators from across Britain. The Navigation Suite, based at Milford Waterfront, creates highly realistic computer-generated versions of any port in the world, giving trainees the opportunity to take the controls of any vessel, including tugboats, to practice scenarios. Tug skippers from Williams Marine Services and Teignmouth Harbor Commission spent two days undertaking theory based safety training and working on simulated ‘as real’ scenarios within the port.
Rescuers Help Dolphins Escape Indonesian Circus
A dolphin protection group has helped to facilitate the confiscation, rehabilitation and release of illegally caught dolphins bound to be sold for Indonesia’s traveling circuses. The California based organization Dolphin Project said it received reports in mid December that three wild dolphins – two spinners and a bottlenose – were being held with more than 30 reef sharks in Karimunjawa, Indonesia in a shallow pool known for allowing visitors to take selfies with sharks. It was discovered that the bottlenose was severely injured from capture, and the dolphin died within hours.
Port of Rotterdam Installing New Buoys and Dolphins
Work toward the expansion and replacement of buoy berths and dolphin configurations in the Port of Rotterdam’s Caland Canal and the Botlek is underway, with a targeted operational time of autumn 2015, the Port of Rotterdam Authority announced last week. The buoys and dolphins reinforce the existing clusters in both liquid and dry bulk and are being used more and more, according to the port authority. In the first half of 2015, transhipment at buoys and dolphins rose by 21 percent from 8.3 million metric tons to 10.1 million metric tons compared to the same period last year.
New Code Aims to Protect Dolphins near Aberdeen
A joint taskforce has launched a Code of Practice to protect Bottlenose dolphins near Aberdeen’s Harbour mouth, and provide guidance to vessels operating in the port. The code has been developed by a joint taskforce who have come together as a result of increased interest in the dolphins. The group includes Aberdeen Harbour Board, East Grampian Coastal Partnership, Police Scotland and Scottish Natural Heritage; with expert advice from the University of Aberdeen, RSPB, the Sea Mammal Research Unit and Whale and Dolphin Conservation.

Minoan Flying Dolphins Acquires Five Ferries Minoan Flying Dolphins, a subsidiary of Minoan Lines, has acquired five used ferries that service routes linking the port of Piraeus with islands in the Saronic Gulf. The ferries are F/B Nefeli, F/B Georgios, F/B Saronikos, F/B Eftyhia and F/B Express Danae. "The move implements part of the company's business plan in the Saronic routes, a market of about three million passengers annually," a Minoan Flying Dolphins spokesperson said, without disclosing the cost of the acquisitions. The spokesperson said the five ferries transport about 800,000 passengers and 100,000 cars and generate revenues of about $6.3 million annually. Minoan Lines plans to list Minoan Flying Dolphins on the Athens bourse in 2000.
Foss Maritime Wins Clean Air Award

Among Foss’ initiatives: Developing the world’s first hybrid tug, the Green Dolphin, a low-emission vessel that company officials expect to deploy in San Pedro Bay by the fall of 2008. Minoan Flying Dolphins bought six ferries, operating in the sea routes linking the ports of Piraeus and Rafina with the Cyclades islands, from businessman Costas Agapitos. The cost of the acquisitions was not released. The ferries are Express Afrodite, Express Athena, Express Apollo, Express Hermes, Express Olympia and Express Santorini. The fleet additions will quadruple the present carrying capacity of Minoan Flying Dolphins in the Cyclade island routes. The number of passengers is expected to increase by 18,000 daily.

NPA Assisting Stranded Container Vessel
National Ports Authority (NPA) is monitoring a salvage operation that is underway to pull the Sealand Express, a container vessel, off the Dolphin Beach near Milnerton. The container vessel was driven ashore in high winds and heavy sea conditions. Captain Edward Bremner, spokesperson for NPA at the Port of Cape Town, said NPA had assisted in an earlier attempt to tow the ship off the beach, but it had been unsuccessful. Further attempts to tow the vessel off the beach will be made later and NPA will continue to assist with this operation. Dolphin beach is situated approximately four miles from the Port of Cape Town. The 246m ship is lying parallel to the shore. Bremner said the tide was outgoing at the moment and they stood a better chance to salvage her, once the tide changed.
Coal Export Facility Approved at Bunbury
Western Australia's Environment Minister Albert Jacob has approved plans to build a $500 million coal export facility at Bunbury Port, GAC reported. Construction is expected to start in mid-2015, with the first exports planned for 2017. Coal for exports will travel to the port by rail. The facility will require dredging up to 1.9 million cubic meters at the port and blasting 20,000 cubic meters of rock. Approval was given with a number of conditions, including a requirement to monitor dolphin populations and not conduct blasting activities during dolphin calving periods from October to May each year.
