U.S. Ports Applaud Passage of Water Resources Bill
Representatives of public seaports in the United States today are lauding Congress for passing HR 1495, the Water Resources Development Act (WRDA) of 2007, citing it as long overdue legislation that addresses a seven-year backlog of U.S. Army Corps of Engineers programs, including navigation projects, policies and procedures that are necessary to keep pace with today's burgeoning trade. The Act helps to address demand for critical water resources projects and the costs to implement them. Numerous projects and provisions in the WRDA 2007 bill will help address port waterside infrastructure needs. Included are projects for navigation channel deepening, dredged material disposal and storage facilities, and policy provisions to improve the Corps of Engineers project implementation process.

AAPA Lauds House Appropriations Subcommittee
Responding to the inclusion of $400 million for port security grants in the mark-up of the fiscal 2008 Homeland Security Appropriations bill last Friday, American Association of Port Authorities (AAPA) President and CEO Kurt Nagle praised the House Appropriations Subcommittee on Homeland Security and its chairman, Rep. David Price (D-NC), and ranking member, Rep. Hal Rogers (R- KY). "As handlers of most of America's vast international cargo trade, public ports are often our first line of defense against terrorism," said Mr. Nagle. Nagle noted that, while funding for port security has been on the increase in the years following 9/11, this year Congress is making port security a priority.
Ports Applaud Action on Water Resources Bill
Representatives of public seaports in the United States applauded efforts in Congress to enact long overdue water resources legislation after action in the Senate yesterday and the House last month on separate bills. The Water Resources Development Act (WRDA) of 2007 addresses a seven-year backlog of U.S. Army Corps of Engineers programs, including navigation projects, policies and procedures necessary to keep pace with today’s burgeoning trade. The Senate passed its version of the WRDA (H.R. 1495 Amended) by a vote of 91-4. The U.S. House of Representatives approved its version of the bill on April 19 (H.R. 1495) by a vote of 394-25. Next, a House-Senate conference committee will review both versions and negotiate the final bill before sending it to the President.
Port of Erie Receives $1.52M for Dredging
The Port of Erie is located on the southeast shore of Lake Erie in a natural bay formed and sheltered by Presque Isle peninsula. Its harbor entrance channel is narrow and 29 feet deep. Dredging is a constant concern. In fact, dredging of harbors around the Great Lakes has been a hot button issue for the maritime industry. Funding is provided by the Harbor Maintenance Tax which is a user fee collected by the federal government to ensure the adequate maintenance and operations of waterway infrastructure by the U.S. Army Corps of Engineers. On Tuesday, March 4, the Corps released their FY14 budget. It included an additional $25 million for Great Lakes harbors - $13.8 million of which will be dedicated to dredging.

Ports Applaud Increased Funding For Security
Increased funding for port security in H.R. 3983, the "Maritime Transportation Antiterrorism Act of 2002," was passed the House on June 4. The FY '02 supplemental appropriations bills, which the House has passed and the Senate may vote on this week, also include additional port security funds. "Greater resources are critical for continued improvements in security at our nation's ports," said Kurt J. Nagle, president of the American Association of Port Authorities (AAPA). "We applaud Congress for recognizing this need, and for its investment in helping to secure port facilities from terrorist attacks. H.R. 3983 authorizes $225 million for Federal grants to help ports enhance seaport security, and allows local flexibility to address terrorism at America's ports.
RILA Welcomes Introduction of Port Metrics Bill
In a letter sent Wednesday, the Retail Industry Leaders Association (RILA) applauded Senate Commerce, Science, and Transportation Committee Chairman John Thune (R-SD) for introducing legislation that would institute universal port performance standards and a formalized reporting structure for capturing data on true operational capacities of U.S. ports. “Retailers’ supply chain operations are highly dependent on the functionality and efficiency of our U.S. ports,” said Kelly Kolb, vice president for government affairs. The Port Transparency Act (S. 1298) would direct the Bureau of Transportation Statistics (BTS) to work with numerous other entities, including port authorities, to obtain applicable and fruitful port performance measures.
Rep. Nadler Announces Deal to Keep Red Hook Port Open
Congressman Jerrold Nadler announced that the Port Authority of New York and has approved a comprehensive lease renewal deal for American Stevedoring International (ASI) to continue operations at the Red Hook Container Port for the next 10 years. The approval occurred at today's Port Authority annual meeting. Rep. Nadler applauded the efforts of the Port Authority, the Governor David Paterson, and others for delivering this important deal for and the region, ending more than four years of debate about the port’s future. ASI's previous lease expired in April 2007, and it was proposed years before that the port be rezoned from its historic role as a working waterfront.
AAPA Applauds Senate Passage of Trade Promotion Legislation
The American Association of Port Authorities (AAPA) applauded Senate passage over the past weekend of the Bipartisan Congressional Trade Priorities and Accountability Act of 2015 (TPA-2015), and today sent a letter to House leadership to urge making passage of TPA-2015 a priority. Trade activity through seaports accounts for 26 percent of the U.S. economy, generates over 23 million American jobs, and provides over $320 billion in local, state and federal tax revenues, the AAPA noted.
Holland America Marine Environmental Biz if the Year
In recognition of its measurable efforts to reduce its environmental footprint both at sea and in port, Holland America Line has been selected as the 2010 Marine Environmental Business of the Year by the Port of Seattle and the Seattle Propeller Club. "We applaud and congratulate Holland America Line in winning the 2010 Marine Environmental Business of the Year Award," said Port of Seattle CEO Tay Yoshitani. In the last three years Holland America Line challenged its ships to operate at 98 percent of their fuel budget, and in each of those years the ships consumed 96 percent of their fuel budget. Ships based in Seattle during the Alaska cruise season from May through September eliminate diesel engine emissions through a combination of fuel conservation and shore power usage.
Cold Ironing Exploration Gets "Green Light" at Port Everglades
Port Everglades got the "green light" from the Broward County Commission to begin exploring the possibility of installing shore-side power, commonly called "cold ironing," at the new Cruise Terminal 18, which will be the year-round homeport terminal for Royal Caribbean International's Oasis-class ships. If deemed fiscally and operationally feasible, Port Everglades will become the first seaport on the East Coast of the to install cold ironing. Cold ironing allows a ship to shut off its engines and operate with shore-side electrical power from Florida Power & Light (FPL) as opposed to burning diesel fuel while the ship is docked in the port. Cruise ships need power even while docked to run all onboard systems such as air conditioning and lighting.

On the same day that the New York Department of Environmental Conservation (NYSDEC) issued a press release stating that it will pursue a uniform national ballast water standard by leaving in place the EPA’s current standards in New York for the remainder of EPA’s current Vessel General Permit through December 2013, the Office of Management and Budget (OMB) declared that its review of the US Coast Guard draft interim final rule on standards for living organisms in ships’ ballast water discharged in US waters had been extended. No guidance was given on how much longer industry will have to wait for the extended review to be completed.

Port of Rotterdam: 2017 in Review
Over the past year, 29,646 seagoing vessels entered the port of Rotterdam, up more than 600 from 2016's 29,022. The number of incidents in the port fell from 159 to 129, and included one ‘serious accident’ involving an inland vessel that went adrift after hitting a groyne with its rudder. Victaulic to Add Manufacturing Space in Pennsylvania
Victaulic, a manufacturer of mechanical pipe joining solutions, has unveiled a plan to build an additional state-of-the-art manufacturing center in Lehigh Valley, Pennsylvania. The 400,000 square foot facility is the result of increased domestic demand for the company’s products. OMSA Applauds SAFE Port Act
The Offshore Marine Service Association (OMSA) applauds Congress for its passage of the Security and Accountability for Every (SAFE) Port Act. The legislation contains a key provision that will help reduce the risk of terrorist activity in America’s offshore oil and gas sector. Offshore drilling and production facilities have been vulnerable because there was not requirement for foreign vessels to report security information to the Coast guard when they go to work in offshore areas, according to OMSA. Hyundai Drive Made First Call to Hamad Port
Qatar’s Hamad Port announced the addition of a new service from South Korean shipping line Hyundai Merchant Marine (HMM) to its growing network list, QNA reported. HMM’s 365.5-metre-long ‘Hyundai Drive’ made its first call to Hamad Port, marking the official start of a new Hyundai Merchant Marine’s KME (Korea Middle East Express) service. It is the largest container vessel to make its maiden call in Qatar since the opening of Hamad Port. The vessel from Kwangyang Port in South Korea arrived at Hamad Port in the container terminal CT1.
Ports Praise President’s Signing of Security Legislation
Public Port Authorities are commending President Bush for signing two key pieces of legislation that combined establish a framework for protecting the United States from maritime terrorism. The Homeland Security Act of 2002 and the Maritime Transportation Security Act were both signed into law at the White House yesterday. The new Department of Homeland Security will coordinate all border security functions, including those that will be responsible for maritime security, such as the U.S. Coast Guard, U.S. Customs Service, the Transportation Security Administration and the Immigration and Naturalization Service. The new Department will take the lead in implementing much of the Maritime Transportation Security Act.
America's Top Fishing Port Addresses Groundfish Crisis
The Port of New Bedford says it has released its 6-pronged plan to revive its historic groundfishery and modernize the port. According to the New Bedford Harbor Development Commission’s (HDC) "Groundfish Port Recovery and Revitalization Plan for the Port of New Bedford and Fairhaven," the region’s groundfish fishery stands to improve if fisheries scientists and managers apply similar video survey technology as that which helped revive the region’s now-successful scallop fishery.
