A salvage team has refloated a charter fishing vessel that sank near California's Santa Cruz Island.Overseen by the U.S. Coast Guard and the California Office of Spill Prevention and Response (OSPR), the salvage operation included underwater assessment, refloating, stabilization and the safe transfer of the vessel to harbor. The operation was led by a seasoned salvage master and supported by a crew of four experienced salvage technicians and divers.Two dedicated recovery vessels equipped with lift bags, dewatering equipment and custom rigging were brought in to handle the vessel recovery.

Japan has lodged a protest with the Chinese ambassador in Tokyo, after a Chinese ship sailed close to contested islands in the East China Sea. Chinese navy has made an unprecedented entry into waters around the disputed Senkaku Islands, called Diaoyu in China. Japanese Vice Foreign Minister Akitaka Saiki responded swiftly, summoning the Chinese ambassador to Tokyo Cheng Yonghua to register a formal protest. Japan's top government spokesman expressed "serious concern" about the entry of a Chinese naval ship, saying it would escalate tension unilaterally. Prime Minister Shinzo Abe told his government to closely coordinate with the United States and other countries to deal with the incident.

Nigeria's latest effort to combat theft could imperil its oil income lifeline, compounding the damage the crude price fall has done to its finances, access to dollars and imports. Oil traders and shipping brokers said a newly implemented "letter of comfort" requirement under which vessel owners must sign a guarantee that their ships will not be used for theft has made it more difficult and expensive to load Nigerian crude, putting some buyers off. A copy of the letter draft seen by Reuters asked vessel owners to "guarantee to indemnify" the government and national oil company NNPC against any illicit use of their vessel, which led some owners to reject pending bookings. Traders say others are refusing future requests for now.

The city council of Savannah, Georgia on April 30 unanimously approved a resolution opposing offshore seismic testing and oil drilling activities, the Savannah Morning News reported. The city’s opposition comes as the U.S. Bureau of Ocean Energy Management (BOEM) is trying to open the mid and south Atlantic coastal areas to exploration and development of offshore drilling as part of the Obama Administration’s drafted program to allow exploration and drilling at least 50 miles offshore starting in 2017.

A Greenpeace ship was detained by Spanish authorities today in the port of Arrecife, Lanzarote, following last Saturday's protest against Repsol’s potential oil drilling in the Canary Islands. Spain’s Ministry of Public Works and Transportation (Ministerio de Fomento) has detained Arctic Sunrise, a ship operated by Greenpeace International, while an investigation is performed into the protest on November 15 which resulted in the injuries of two Greenpeace activists when the Spanish Navy allegedly rammed Arctic Sunrise, Greenpeace said.

China and the United States appear headed for a damaging confrontation over the extent of China's territorial claims in the South and East China Seas. Now that China has become the world's largest importer of oil, and energy more generally, the country's need to develop more indigenous energy supplies has become urgent. Expecting China to put the South and East China Seas off limits to exploration and production until disputes over sovereignty can be resolved through some undefined legal or diplomatic process is unrealistic. Part of the problem is that western analysts and policymakers still fail to appreciate the strategic importance of these areas.

The 45-day Call seeks to gather information about specific areas within the Beaufort Sea Planning Area that have the most promising oil and gas resource potential, while also increasing the agency’s understanding about environmentally sensitive habitats and important social and cultural uses – including vital Alaska Native subsistence activities – that also exist within the area.

Reuters - Costa Rica will ask the International Court of Justice to settle a decade-old maritime border dispute with Nicaragua related to potential oil concessions, President Laura Chinchilla said on Monday. Costa Rica plans to file a complaint with the court at The Hague on Tuesday in which it will ask the court to determine its borders with Nicaragua in the Pacific Ocean and the Caribbean, she said in a statement. The dispute dates back to 2002 when Nicaragua published maps detailing oil concessions, some of which were in waters claimed by Costa Rica. Nicaragua published the maps of the disputed concessions again in 2013, reviving the issue. The Central American countries already have an open dispute at The Hague related to an area of wetlands known as Isla Portillos.
