For Hire: Battery Hybrid PSVs

Systems integrator and equipment maker Rolls-Royce has quietly been adding hybridizing energy-storage packages to a diverse list of vessels. Yet, so, too, has one of its clients — Louisiana-based SEACOR Marine, as it reacts early to tightened emissions and energy-management standards, or EMS, for vessels plying Europe and North America. Fuel savings and energy-company clients seeking green credentials are, it turns out, just part of the upside driving battery retrofits. The fuel savings to be had for keeping thrusters on battery power are a powerful selling point, to be sure.

A Sea Change in Waterjet Technology

Longtime waterjet propulsion equipment provider NAMJet introduces key advancements for the workboat sector. Back in 2011, when boat builder Birdon went looking for a propulsion system that they could utilize in the bid phases of a multi-boat contract with the U.S. Army, they landed on NAMJet propulsion systems and its TRAKTOR Jet line of high-thrust marine jets. Subsequent to that, and because their Army Bridge Erection boat (BEB) concept, powered by NAMJet, performed so well, Birdon went ahead and purchased the company. Since then, NAMJet has gone on to blaze its own trail for propulsion solutions over a wide range of workboats. Denver-based NAMJet provides waterjet technology designed for a wide variety of commercial…

Chinese Navy Ship Irks Japan

Japan has lodged a protest with the Chinese ambassador in Tokyo, after a Chinese ship sailed close to contested islands in the East China Sea. Chinese navy has made an unprecedented entry into waters around the disputed Senkaku Islands, called Diaoyu in China. Japanese Vice Foreign Minister Akitaka Saiki responded swiftly, summoning the Chinese ambassador to Tokyo Cheng Yonghua to register a formal protest. Japan's top government spokesman expressed "serious concern" about the entry of a Chinese naval ship, saying it would escalate tension unilaterally. Prime Minister Shinzo Abe told his government to closely coordinate with the United States and other countries to deal with the incident.

NOIA Response : Cancellation of Alaska OCS Lease Sales

“The cancellation of scheduled federal lease sales offshore Alaska and the denial of lease suspension requests from Statoil and Shell are extremely disappointing and short-sighted. It is clear that this Administration used Shell's recent dry-hole experience as an excuse for a political exit from the Alaska offshore area. The Shell outcome should not have resulted in the cancellation of these two sales, which have been scheduled since 2012. Shell proved that exploration and drilling can be done safely in the Arctic, but the real challenge was navigating under the regulatory thumb of the Federal government. “The overall potential oil and gas outlook of offshore Alaska remains enormous.

Nigeria's Oil Exports Under Threat

Nigeria's latest effort to combat theft could imperil its oil income lifeline, compounding the damage the crude price fall has done to its finances, access to dollars and imports. Oil traders and shipping brokers said a newly implemented "letter of comfort" requirement under which vessel owners must sign a guarantee that their ships will not be used for theft has made it more difficult and expensive to load Nigerian crude, putting some buyers off. A copy of the letter draft seen by Reuters asked vessel owners to "guarantee to indemnify" the government and national oil company NNPC against any illicit use of their vessel, which led some owners to reject pending bookings. Traders say others are refusing future requests for now.

AHTS Proves Strength on (in & through) Ice

Brage Viking: Zamakona built, Caterpillar MaK powered, Ice capable

While the large oceangoing variety of ships garners the lion’s share of attention in regards to Arctic operations, modern offshore vessels that will be required to support potential oil and gas business in the region are equally vital. Viking Supply Ships recently carried out full scale ice trials in the Gulf of Bothnia on the Brage Viking, an 85m long anchor handling tug supply (AHTS) type offshore support vessel delivered  from Zamakona shipyard in Spain two years ago. The AHTS was built to Finnish-Swedish ice class 1A standards and is powered by a pair of MaK 8M32C 4…

East and South China Sea Disputes Need Creative Diplomacy

China and the United States appear headed for a damaging confrontation over the extent of China's territorial claims in the South and East China Seas. Now that China has become the world's largest importer of oil, and energy more generally, the country's need to develop more indigenous energy supplies has become urgent. Expecting China to put the South and East China Seas off limits to exploration and production until disputes over sovereignty can be resolved through some undefined legal or diplomatic process is unrealistic. Part of the problem is that western analysts and policymakers still fail to appreciate the strategic importance of these areas.

BOEM to Gather Data on Potential Oil & Gas Areas

As part of its commitment to a regionally tailored approach to safe and responsible domestic energy production, the Bureau of Ocean Energy Management (BOEM) today issued a Call for Information and Nominations for potential Oil and Gas Lease Sale 242, proposed for the Beaufort Sea Planning Area off Alaska in 2017. The 45-day Call seeks to gather information about specific areas within the Beaufort Sea Planning Area that have the most promising oil and gas resource potential, while also increasing the agency’s understanding about environmentally sensitive habitats and important social and cultural uses – including vital Alaska Native subsistence activities – that also exist within the area.

Court to Rule on Costa Rica/Nicaragua Maritime Border Dispute

Reuters - Costa Rica will ask the International Court of Justice to settle a decade-old maritime border dispute with Nicaragua related to potential oil concessions, President Laura Chinchilla said on Monday. Costa Rica plans to file a complaint with the court at The Hague on Tuesday in which it will ask the court to determine its borders with Nicaragua in the Pacific Ocean and the Caribbean, she said in a statement. The dispute dates back to 2002 when Nicaragua published maps detailing oil concessions, some of which were in waters claimed by Costa Rica. Nicaragua published the maps of the disputed concessions again in 2013, reviving the issue. The Central American countries already have an open dispute at The Hague related to an area of wetlands known as Isla Portillos.
