Alaska's Qilak LNG Targets Asia with $5B Project to Compete with Russia

Qilak LNG plans to invest $5 billion in a proposed liquefied natural gas (LNG) facility in Alaska's North Slope to compete with Russia's Yamal project for Asian customers towards the end of this decade, its chief executive said. Major LNG importers such as Japan, South Korea, and Taiwan are rethinking Russian supplies after sanctions on Moscow after it invaded Ukraine and more natural gas could be needed to produce lower emission and alternative fuels as nations try to reduce their carbon emissions.

Australia's South Needs LNG Import Terminal to Avoid Gas Shortfall in 2024

FERC Approves Venture Global LNG Terminal

The Federal Energy Regulatory Commission (FERC) cleared Venture Global Calcasieu Pass LLC’s proposed liquefied natural gas export project in Cameron Parish, Louisiana, marking the first authorization in two years for a new LNG export facility.Venture Global LNG Inc. said it will start construction immediately on its $5 billion Calcasieu Pass liquefied natural gas export terminal in Louisiana. Anadarko Shell Deal for Mozambique LNG

US company Anadarko Petroleum has signed a major long-term contract to shore up its proposed liquefied natural gas (LNG) terminal in Mozambique.The Woodlands-based oil and gas company said that  Mozambique LNG1 Company, the jointly owned sales entity of the Mozambique Area 1 co-venturers, has signed a Sale and Purchase Agreement (SPA) with Shell International Trading Middle East. The SPA is for 2 million tonnes of LNG per annum (MTPA) for a term of 13 years. Scientists Slam BC LNG Proposal

International climate scientists are calling on the Canadian government to reject a proposed liquefied natural gas project by Petronas-backed Pacific NorthWest LNG in British Columbia, saying it would have dire environmental effects, according to a report in Canadian Press. Ninety academics from Canada, the United States, Australia and the United Kingdom released an open letter Monday saying the Pacific NorthWest LNG project would be one of the country’s largest greenhouse gas emitters, and if built, would undermine Canada’s climate change commitments. The $36-billion dollar plant backed by Malyasian state-owned energy giant Petronas is slated to be built south of Prince Rupert, B.C.

Hess sells Shannon LNG Terminal

New York-based energy company Hess has sold Shannon LNG, a proposed gas-import terminal in County Kerry, Ireland’s Sunday Independent has reported. The newspaper did not name the buyer for the site. The identity of the new owner of the proposed liquefied natural gas terminal on the Tarbert-Ballylongford landbank and their plans are not yet clear. Shannon LNG aimed to import LNG through southwest Ireland. However the €600 million (US$671 million) venture had yet to start construction and it is unclear whether the buyer of the site and its planning permissions will press ahead with the project. Hess’ planned 3 million tonne a year (mta) terminal featured up to four LNG-storage tanks, each with capacity for 200,000mᶾ and a jetty big enough to handle 266,000mᶾ Q-max LNG carriers.

BG Group to Delay LNG Terminal on Canada's Pacific Coast

British oil and gas producer BG Group Plc will delay until the next decade a proposed liquefied natural gas export terminal on Canada's Pacific coast, the Wall Street Journal reported, quoting the head of the company's Canadian unit. "We'd always said (construction would begin) as early as 2016, but we now recognize it'll likely be later, with commercial operations likely beginning early in the next decade," BG Canada President Madeline Whitaker said in an interview with the Journal. Kim Blomley, a spokesman for BG Group, said he could not immediately confirm if the project had slipped into the next decade, but he noted comments by interim Executive Chairman Andrew Gould during a post-earnings conference call on Tuesday.

Cheniere's Texas LNG Terminal Closer to Approval

Cheniere Energy's proposed liquefied natural gas (LNG) terminal in Corpus Christi, Texas will not lead to widespread harm to the environment, a draft review concluded on Friday, moving the project a step closer to a possible approval later this year. The Federal Energy Regulatory Commission's draft review concluded the project will result in a permanent loss of more than 25 acres of wetlands, but said measures Cheniere plans to take will minimize any further disturbance on wetlands. The Corpus Christi project is one of about two dozen in the United States that hopes to ship gas from the domestic energy boom to countries in Asia and Europe eager to reduce their use of coal.

Foster Wheeler's subsidiary awarded contract by LNG Canada

Foster Wheeler AG (Nasdaq:FWLT) announced today that a subsidiary of its Global Engineering and Construction Group, in joint venture with affiliates of Chiyoda Corporation, Saipem S.p.A. and WorleyParsons Limited (“CFSW JV”), has been awarded a contract by LNG Canada Development Inc. (“LNG Canada”) for the provision of front-end engineering design (“FEED”) and project execution services for a proposed liquefied natural gas (LNG) export project, known as the LNG Canada Project, in Kitimat, British Columbia. The contract value was not disclosed. Foster Wheeler’s portion of the FEED phase will be included in the company’s second-quarter 2014 bookings.

Floating hotel draws workers to NW Canada boom town

Hundreds of construction workers in booming northern British Columbia will take up residence this week in unique digs on board a cruise ferry revamped into a floating luxury hotel. The aging ship will help relieve a housing shortage in one busy Canadian port town already bursting ahead of a promised energy boom that could last more than a decade. The Silja Festival - a Baltic ferry made over as the Delta Spirit Lodge - will spend at least a year docked outside Kitimat, British Columbia, where it will provide housing for about 600 workers in town for Rio Tinto Alcan's $3.3 billion smelter-upgrade project, which is expected to wrap up in 2015.

FMC Commissioner Gives Keynote on Panama Canal

Commissioner William P. Doyle of the Federal Maritime Commission, has given the keynote address at the Eno Center for Transportation Forum on the Panama Canal entitled: Lessons Learned and Implications for World Commerce. His comments on the future of the canal's LNG trade are also extracted below. Commissioner Doyle noted that the Obama Administration, members of Congress and state and local officials support the tremendous economic, business, job-supporting, energy and transportation related opportunities the expanded Canal will bring to the United States.

Fall River Hess LNG Terminal Plan Terminated

The Federal Energy Regulatory Commissionofficially vacated the certificate issued on July 15, 2005 that approved construction of Hess LNG’s proposed liquefied natural gas terminal. On June 20,  Hess LNG announced iit was withdrawing its application to construct an LNG terminal on the banks of the Taunton River and the related off-shore berthing station that was proposed for Mount Hope Bay in the waters of Somerset.   Source:  Taunton Daily Gazette

Agreement to Acquire Arrow Energy Ltd

The Board of Arrow Energy Limited (Arrow) to unanimously recommend its shareholders vote in favour of the joint proposal to acquire 100% of Arrow shares. CS CSG (Australia) Pty Ltd, the 50/50 joint venture company owned by Shell and a subsidiary of PetroChina, has entered into an agreement with Arrow for the proposed acquisition under which it has agreed to pay $4.3 cash per share for all of the shares in Arrow, representing a total consideration of $3.2b. The offer is subject to customary conditions including regulatory approvals and Arrow shareholder approval. Arrow has also announced its intention to make a pro-rata share distribution to its shareholders relating to the international assets and certain other interests.

Kitimat LNG, Apache MOU

Kitimat LNG Inc. announced that it has signed a memorandum of understanding (MOU) with Apache Corporation to supply natural gas to Kitimat LNG's proposed liquefied natural gas export terminal. The MOU sets a framework for Kitimat and Apache to negotiate a definitive agreement to supply 200 million to 300 million cubic feet (MMcf) of natural gas feedstock per day to the terminal, which has a planned capacity of 700 MMcf per day. Apache also obtained an option to purchase an equity stake in the Kitimat LNG terminal. As natural gas supply and reserves continue to increase in North America, Kitimat LNG's terminal will provide producers in Canada such as Apache with secure access to key worldwide markets.

Kitimat, EOG Resources Canada Sign MOU

Kitimat LNG Inc. announced that it has signed a memorandum of understanding (MOU) with EOG Resources Canada (EOG) to supply natural gas to Kitimat LNG’s proposed liquefied natural gas (LNG) export terminal in Kitimat, B.C. Pursuant to the MOU, Kitimat LNG and EOG are proceeding to negotiate a definitive agreement under which EOG would supply specific quantities of the LNG facility’s 700 million cubic feet per day of natural gas feedstock. “EOG’s participation in our project reinforces the fact that business and natural gas fundamentals support our LNG terminal,” said Rosemary Boulton, President of Kitimat LNG. EOG is the first producer to sign an MOU with Kitimat LNG.

USCG – Broadwater LNG project – LOR

The US Coast Guard said that the Captain of the Port for Long Island Sound signed the Letter of Recommendation (LOR) for Broadwater Energy, the proposed liquefied natural gas (LNG) import facility planned for construction and operation in waters of Long Island Sound. The LOR finds that the waterway is not currently suitable for LNG marine traffic, but could be made suitable if certain specified measures are taken. Source:  HK Law

USCG Rejects LNG Appeal

The U.S. Coast Guard, according to an AP report, has rejected an appeal of its decision to advise against a proposed liquefied natural gas terminal in Fall River. The Coast Guard reportedly wrote a letter to Weaver's Cove Energy LLC executives to reaffirm its position that the river approaching the project is unsafe for navigation by massive LNG tankers.

ConocoPhillips announced the signing of an agreement with Freeport LNG Development, L.P. to participate in its proposed liquefied natural gas (LNG) receiving terminal in Quintana, Texas. ConocoPhillips will acquire 1 billion cubic feet (BCF) per day of regasification capacity in the terminal for its use and obtain a 50 percent interest in the general partner managing the venture. ConocoPhillips will be primarily responsible for management of construction and operation of the facility, and provide a significant portion of construction funding. The management of Freeport LNG Development will remain in place and be responsible for all commercial activities and customer interface for the remaining capacity in the facility.

Weaver’s Cove LNG facility – Site Visit and Technical Conference

The Federal Energy Regulatory Commission (FERC) issued a Notice stating that staff of its Office of Energy Projects will conduct a visit to the site of Weaver’s Cove Energy, LLC’s proposed liquefied natural gas (LNG) import terminal and storage facility in Fall River, Massachusetts on May 4. On May 5, the staff will conduct a cryogenic design and technical conference in Fall River. Both events are open to the public. 69 Fed. Reg. 22791 (HK Law).

ConocoPhillips Finalizes Agreement with Freeport LNG

ConocoPhillips announced the finalization of its transaction with Freeport LNG Development, L.P. to participate in a proposed liquefied natural gas (LNG) receiving terminal in Quintana, Brazoria County, Texas. ConocoPhillips has acquired 1 billion cubic feet (BCF) per day of regasification capacity in the terminal, has obtained a 50 percent interest in the general partner managing the venture and will provide substantial construction funding to the venture. The terminal is designed with storage capacity of nearly 7 BCF and send-out capacity of 1.5 BCF per day. Natural gas will be transported through a 9.4-mile pipeline to Stratton Ridge, Texas, which is a major point of interconnection with the Texas intrastate gas pipeline system.

Portsmouth To Fight LNG

The Portsmouth Town Council has voted to allocate up to $25,000 for legal expenses to help fight a proposed liquefied natural gas (LNG) terminal in nearby Fall River, Mass., the third Rhode Island community to promise money to oppose the project, according to a report on www.turnto10.com. The $250 million Weaver's Cove Energy project was approved on June 30 by the Federal Energy Regulatory Commission. The FERC at that time rejected a proposal by KeySpan LNG to expand an LNG facility in Providence. KeySpan has asked the commission to reconsider its decision. Fall River has hired Washington lawyers to appeal the decision to locate an LNG terminal in the city.
