PA Pipeline Spat Could Upend International Oil Flows

Refiners from the Midwest United States are fighting for access to a vital Pennsylvania pipeline – a move that could cripple their East Coast competitors and redraw the map for international flows of crude and fuel into coveted coastal markets. The regulatory dispute centers on a proposal by pipeline operator Buckeye Partners’ to that state's Public Utilities Commission. The plan would reverse the flow of fuels on a section of Buckeye’s 350-mile Laurel Pipeline, which currently flows from the East Coast to Pittsburgh. Because pipelines only flow in one direction, the change would effectively block five East Coast refineries from serving Pittsburgh – with Midwest refiners picking up their market share.

Deepwater to Build Offshore Wind Farm

Rhode Island picked Deepwater Wind to develop an offshore wind farm expected to cost more than $1b and provide about 15 percent of the state's electricity. Rhode Island selected Deepwater after reviewing seven bids on its April request for proposals to build an offshore wind farm. Deepwater was established to develop utility-scale offshore wind projects in the northeast United States. To help seal the deal, Deepwater pledged to make a significant investment in the state of about $1.5 billion with the construction of a regional manufacturing facility in Quonset and creating up to 800 direct jobs with annual wages of $60 million.

Fewer Objections for Long Beach LNG Project

Despite opposition from state officials, the prospects have improved for a proposed $700-million liquefied natural gas terminal that would be built at the Port of Long Beach in California, according to a Los Angeles Times report. The Long Beach City Council has no immediate plans to take a stand on the project, and local opposition has dwindled in recent months. Even so, state Public Utilities Commission officials oppose siting a terminal in the densely populated harbor area, warning that a terrorist attack, earthquake or accident could cause catastrophic damage. A nationally known expert hired by the commission recently concluded a fire could kill or burn people within three miles, an area that includes downtown Long Beach and 130,000 residents, according to the report.
