SCA to Congress: Block Bundled Navy Repair Contracts
In a letter to the House Small Business Committee, the Shipbuilders Council of America (SCA) urged Congress to block the Navy from consolidating all mid-Atlantic region surface ship maintenance into two contracts. This anti-competitive and risky scheme, called Multi-Ship/Multi-Option (MS/MO) repair contracts, would destroy the modern competitive ship repair industry, lower Navy readiness and harm small business. The contracts proposed by the Navy will lead to higher repair costs without improving quality. With competition between repair yards enables the Navy to secure the best repair value at the lowest possible price, this rivalry exists because small and mid-sized repair yards provide the Navy with a wider range of repair options thereby putting downward pressure on pricing.
Exculpatory Clauses and Ambiguity
The U.S. Court of Appeals for the Eleventh Circuit ruled that exculpatory clauses of a ship repair contract are not ambiguous where a reasonable construction renders the clauses consistent. In the instant case, one clause of the contract provided for limited liability on the part of the repair facility to the owner, charterer, and other identified parties for damages caused by the facility's negligence. Another clause provided that the facility would not be liable to "any person" for damages caused by its negligence. The court held that the term "any person" in the second clause could reasonably be interpreted as meaning any person other than those named in the first clause. Verreault Navigation Completes Two Repair Contracts
Verreault Navigation has completed two recent repair contracts at our shipyard in Les Méchins. The first contract was awarded to the yard in late April, when the McKeil Marine general cargo vessel, Kathryn Spirit was dry-docked for mechanical repairs and maintenance in order to comply with an intermediate survey for classification purposes. Other work performed during the vessel’s stay at the yard included sand blasting and coating in the cargo holds. Following the departure of the Kathryn Spirit, the yard was visited by Spliethoff’s Stadiongracht. The Dutch general cargo vessel was dry-docked after ice damage was sustained on the East Coast of Newfoundland. The necessary work included the replacement of the vessel’s four propeller blades, plus an assortment of other repairs.
Cruise Vessel Drydocked at Great Lakes Shipyard
Great Lakes Shipyard has been awarded a contract for routine drydocking of the M/V Nautica Queen. The cruise vessel was hauled out using the 770-ton capacity Marine Travelift at Great Lakes Shipyard on Monday, November 10, 2014. The repair contract includes drydocking, USCG inspection and repairs, hull cleaning and painting, as well as miscellaneous steel repairs. The Nautica Queen offers cruises along Lake Erie and the Cuyahoga River in Cleveland, Ohio providing views of historic architecture and the ever-changing skyline of Downtown Cleveland.
BIMCO Launches Online Repair Contract
The publication by BIMCO late last year of a standard ship repair contract, code named REPAIRCON, attracted worldwide interest among owners and repair yards. As a convenient alternative to the traditional printed form, BIMCO has now launched an electronic version of REPAIRCON for use with its innovative Internet-based charter party editing system, idea 2003. Shipowners and repair yards can now conclude repair contracts online and exchange finalised documents by e-mail. The system, which works on a pay-per-print basis, offers a quick, easy-to-use and cost effective alternative to the normally laborious task of manually drawing up a contract. idea 2003 is available to members and non-members of BIMCO alike on an annual subscription basis.
FirstWave/Newpark Awarded Repair Contract
FirstWave/Newpark Shipbuilding was granted a contract by Pride Offshore of Houma, La. for repair and maintenance of the jack-up drilling rig Pride Colorado. The rig, which arrived at the company's East Pelican Island facility in Galveston during mid-October, will be drydocked on a heavylift barge for inspection and repair, if required. Newpark has completed three successful dockings on lift barges in the past.

Naval Ship Management Australia gains contract to modernize Anzac Class Frigates. A $300 million maintenance and repair contract for the Anzac Class Frigates will be negotiated with Naval Ship Management Australia, following their selection as preferred tenderer.
GLS Completes 1st Canadian Repair Contract
Great Lakes Shipyard Completes First Repair Contract with a Canadian Tug-Barge Company. McKeil Marine of Hamilton, Ontario contracted Great Lakes Shipyard to provide winter layup and repair work on their tug and barge, John Spence and Niagara Spirit. The Shipyard completed general steel work on both the tug and barge and installed a winch system for the cover of the Niagara Spirit. The completion of this contract marks the first major repair contract that Great Lakes Shipyard has had with a Canadian company.

Vigor Wins $19.6m Navy Ship Repair Contract
Vigor Marine LLC, Portland, Oregon, is being awarded a $19,629,518 firm-fixed-price contract to prepare for and accomplish repair and alteration requirements for USS Kidd (DDG 100) Chief of Naval Operations scheduled, selected restricted availability (SRA) in support of the DDG-51-class destroyer ship repair program. For U.S. Naval Surface Combatants – typical repair and maintenance work to be performed in SRA includes modernization ship alterations; blasting, painting and surface preparation for complete or touch-up preservation, freeboard, struts, rudders, running gear, ground tackle, and sea-chest; hull, mechanical and electrical; various interior tanks. Work will be performed in Everett, Washington, and is expected to be completed by September, 2018.
Great Lakes Shipyard Awarded Ferry Repair Contract
Great Lakes Shipyard has been awarded a drydocking contract for Miller Boat Line’s M/V Put-In-Bay. The ferry was hauled out using the 770-ton capacity Marine Travelift at Great Lakes Shipyard. The repair contract includes drydocking, inspection and repairs, hull cleaning and miscellaneous fabrication and steel repairs. This is the first drydocking for M/V Put-In-Bay at Great Lakes Shipyard since Spring 2010, when Great Lakes Shipyard completed reconstruction work including fabrication and installation of a 40-foot mid-body extension and main engine repowering.
USACE Barges, Tugs Up for Repair
The United States Army Corps of Engineers (USACE) Buffalo District has awarded a repair contract to Great Lakes Shipyard for two tugs and two barges from the Corps’ Cleveland Field Station. The shipyard said it has been contracted to perform drydocking, maintenance and repairs of the 109-foot Tug Cheraw and 53-foot Tug Donlon, and the 120-foot Deck Barges BD-6259 and BC-6472. Work includes underwater hull cleaning and maintenance, as well as inspection and testing of propulsion systems…
SENESCO Marine Awarded New Contracts
Senesco Marine, headquartered in Quonset Point, Rhode Island, announced today that it has secured two new major repair contracts in what company officials describe as an important milestone to the shipyard’s recently established repair business. The two contracts include the University of Rhode Island’s research vessel the Endeavor and a tug owned by McAllister Towing. Crews at Senesco Marine are performing routine maintenance on the Endeavor, removing the tail shaft for inspection, replacing bearings and sea valves. They are also painting the underbody and hull. “Over the years when the Endeavor needed repair work I’ve had to go to various ports throughout the country,” said Bill Hahn, Marine Superintendent at URI School of Oceanography.
Del Monte Reefer Headed in for Fix
Philippines-based Keppel Cebu Shipyard, part of Singapore’s Keppel Offshore & Marine, has secured the drydocking and repair contract for Del Monte’s 7,079 dwt reefer Lerida Carrier. This vessel is managed by Cyprus-based Dobson Fleet Management. The reefer arrived at the shipyard at the beginning of this week after unloading a cargo from Japan. A&P Tyne Gets MoD Contract
The U.K. Ministry of Defence (MoD) Warship Support Agency (WSA) has awarded the dry dock and repair contract of the Royal Fleet Auxiliary (RFA) Fort Victoria to A&P Tyne at Wallsend. The multi million pound contract is excellent news for the local community as it will provide work for up to 500 men including subcontractors during March, April and May (2002) in the Wallsend yard. The work includes hull preparation and painting, main engine overhaul, repairs to deck machinery and Replenishment at Sea (RAS) equipment, electrical work and an extensive alterations and additions package. The Fort Victoria is one of the most complex vessels operated by the RFA. The 17,000dwt vessel is 203.9m in length and 30m in beam and was built in 1990 at Belfast's Harland & Wolff.
Great Lakes Shipyard Awarded Coast Guard Contract
The shipyard has been awarded a drydocking & repair contract for the United States Coast Guard Cutter 'Neah Bay' (WTGB-105). Contracted work includes routine drydocking and underwater hull maintenance, including inspection and testing of propulsion systems; overhaul of sea valves and shaft seal assemblies; and other various cleaning, inspections, and repairs. This will be the first of the USCG’s nine (9) 140-foot Bay Class ice breaking tugs to be drydocked using Great Lakes Shipyard’s new Marine Travelift.
EPA Awards Great Lakes Shipyard Drydocking Contract
Great Lakes Shipyard has been awarded a contract for the United States Environmental Protection Agency (EPA) R/V Lake Explorer II. The research vessel was hauled out using the 770-ton capacity Marine Travelift at Great Lakes Shipyard. The repair contract that started on August 14, 2014 includes drydocking, routine repairs and maintenance, upgrades and design, fabrication and installation of a new bulbous bow. The 90-foot research vessel has been stationed in its homeport of Duluth, Minnesota since 2009, and is the newest addition to the U.S.
Grimaldi Group Returns to A&P
As part of the Partnership Agreement between Grimaldi Group, Naples and the U.K.'s A&P Group signed earlier this year, the Italian shipping company recently awarded repair contracts to both A&P Falmouth and A&P Southampton. The 51,714grt RoRo Gran Bretagna, which dry docked in Falmouth, and the 56,642 grt RoRo Grande America which dry docked in Southampton, completed repairs, the work scope including various steel renewals, mechanical overhauls including work to the bow thrusters, drencher system pipe renewals and preparation and painting of the vessels hulls and associated equipment. Both vessels were completed during their scheduled repair periods (12 and 13 days respectively), with the A&P workforce working around the clock to complete on time.

Great Lakes Shipyard Completes USACE Repairs
Great Lakes Shipyard announced it has completed a multi-vessel drydocking and repair contract for the United States Army Corps of Engineers (USACE) Detroit District Floating Plant, and all vessels were redelivered on December 28, 2015. This was the first time the Detroit District Floating Plant has been drydocked using Great Lakes Shipyard’s 700 metric ton capacity Marine Travelift. The shipyard hauled out Tug Demolen and Deck Scow BC-6576 on October 26, 2015 and Crane Barge Veler on October 27, 2015.
BAE Systems Awarded Significant US Navy Contract
BAE Systems Norfolk Ship Repair contracted for 'USS Porter' (DDG 78) extended dry-docking work by the Department of Defense. The value of the firm-fixed-price contract for fiscal 2013 US $49,435,634. The contract includes options which, if exercised, would bring the cumulative value of this contract to $61,289,100. All work will be performed in Norfolk, Va., and is expected to be completed by April 2014. The Department of Defense adds that this contract was competitively procured via the Federal Business Opportunities website, with two proposals received. DeepOcean Awarded LOI for a 5 Year
DeepOcean awarded LOI for a 5 year contract for Arbol Grande worth MNOK 500 DeepOcean ASA has received a confirmation that the subsea construction company Constructora Subacuática Diavaz in Mexico has been awarded a letter of intent from Pemex for a 5 year inspection, maintenance and repair contract in the Gulf of Mexico, which is based on the DeepOcean vessel MPSV Arbol Grande. The contract value for DeepOcean is approximately NOK 500 million, which imply a significant increase in the day rate compared to the vessel’s existing contract. Due to the new contract, which commences in the second quarter 2008, Diavaz will install a considerable crane onboard in order for the vessel to comply with the specification requirements of Pemex.
SENESCO Announces Barge Contract
The Southeastern New England Shipbuilding Corporation (SENESCO) has signed a major barge contract for construction of a 171-ft. hopper barge that will have a holding capacity of 2,750 cubic yards. Construction has already begun and is expected to be completed this fall. The barge is being built for Disch Construction of Summit, N.J. who will used the barge to transport dredge spoils. This contract coincides with SENESCO’s executive team expansion which includes the hiring of their first CFO. “The growing reputation of SENESCO within the U.S. shipbuilding industry continues to generate new opportunities for our 200 employees,” said SENESCO president Bob Jarvis. The Disch contract represents SENESCO’s 32nd new construction contract since it completed its first barge in 2000.
