Russian River Fleet, Wilhelmsen Ships Agreement
The world’s leading maritime service network Wilhelmsen Ships has reached its first service and supply agreement in the Russian river fleet market. The agreement, which was managed by the company’s team in Eastern Europe, covers delivery of a broad range of Unitor branded marine products to Volga-Neva’s 118-strong fleet of river vessels. Following several months of negotiations, Wilhelmsen Ships Service’s team in St. Petersburg, headed by Slava Khobta, was successful in its bid to supply its marine products to this major operator’s fleet of dry cargo river vessels. Russian JV Close Acquisition of Prime Shipping
The Russian Joint Venture between Rosneft, Sberbank Investments and Pietro Barbaro S.p.A. closed the acquisition of the Pietro Barbaro Group shipping assets in the Russian Federation (100% share of Prime Shipping group of companies). Prime Shipping is one of the leaders of the Russian river and sea transportation tanker market. The deal was financed by Sberbank. Two Ships to Leave James River Fleet
International Shipbreaking Limited (ISL) of Brownsville, TX, was awarded contracts for removing two ships from the James River Reserve Fleet at Fort Eustis, VA, the U.S. Maritime Administration (MARAD) announced today. “These contracts are further evidence of our commitment to reduce the number of obsolete ships in our fleet as quickly, safely and efficiently as possible,” said Acting Maritime Administrator John Jamian. “These important contracts continue MARAD’s successful scrapping program aimed at removing the most seriously deteriorated ships in the James River Fleet. This work is absolutely essential to protect the James and surrounding communities,” said Senator John Warner.
No Funding in '08 for Va. Ghost Fleet Removal
There won't be any Ghost Fleet ships towed out of the James River next year. MarAd, which oversees the Virginia's James River Reserve Fleet, says the most serious environmental threats have been removed, so it won't spend money next year to remove the 44 rusting ships that are still there. MarAd will focus on disposing of ships in California and Texas instead. The ships anchored off Fort Eustis are contaminated with asbestos and cancer-causing P-C-Bs. Local and state officials want to dispose of the ships as soon as possible, fearing the environmental damage that could unfold with severe weather such as a hurricane. NEWS:SeaRiver Exits Inland Operations
National Steel and Shipbuilding Company (NASSCO) reached an agreement with SeaRiver Maritime, Inc. to develop a contract design for a 750,000-barrel capacity, double-hull crude oil tanker. Included with the contract design package will be NASSCO's price and delivery proposal for the detail design and construction of a minimum of two vessels. The SeaRiver tankers will be designed primarily for the movement of crude oil from Alaska to West Coat refineries. Work on the contract design will begin immediately and will be delivered by September 2003. Subject to SeaRiver's acceptance of NASSCO's proposed price and delivery schedule, the agreement is expected to lead to a detail design and construction contract by the end of 2003.
MarAd Resumes Ship Disposal for James River Fleet
The federal government will resume disposing of ships from the James River Reserve Fleet, Maritime Administrator Sean T. Connaughton announced. The announcement follows a February 2007 decision by the agency to suspend ship disposal until regulatory discrepancies among federal and various state agencies had been resolved. “Fast and favorable action by the Commonwealth of Virginia allows us to move forward with disposing of these vessels in an environmentally sensitive manner,” said Connaughton. Connaughton also announced that his agency expects to make contract announcements for three ships soon, and to have the first ship move out from the James River within a month.
More Ships to Leave James River Fleet
Two more ships are leaving the James River, headed for disposal facilities in Virginia and Maryland, in what has become a regular occurrence since the Bush Administration took over management of the nation’s ship disposal program five years ago, the U.S. Maritime Administration announced on March 23. The Howard W. Gilmore, one of the last World War II-vintage ships still at the fleet, is scheduled to leave the James River Reserve Fleet at Fort Eustis, making it the 50th ship to leave the river since January 1, 2001. The next ship set to leave is a barge, the UEB, sold to North American Ship Recycling of Sparrows Point, MD, for more than $76,000. MARAD maintains the James River Reserve Fleet at Fort Eustis as a reserve of ships for defense and national emergencies.

62 Barges Break Free on Ohio River
More than five dozen barges have reportedly broken free due to ice and high water at two separate locations on the Ohio River. So far 59 of the 62 breakaway barges have been recovered, according to the U.S. Coast Guard, who said it is working alongside the U.S. Army Corps of Engineers and industry partners in response to the incidents near Pittsburgh, Pa., and Moundsville, W.Va. By Monday, 34 of the reported 35 breakaway barges from fleeting areas at mile maker 94 near Moundsville have been recovered and secured, while 25 of the 27 breakaway barges from Jack’s Run Fleeting area at mile marker 4 near Pittsburgh have been accounted for, and security video has shown seven of the barges went over Emsworth Lock & Dam.
North American Ship Recycling Buys James River Ship
The U.S. Department of Transportation’s Maritime Administration (MarAd) announced that North American Ship Recycling is buying the World War II-era vessel Hoist for $61,000. The ship will soon be leaving the James River, headed for the firm’s facility at Sparrows Point, near Baltimore, Md. When the Hoist departs, it will be the 60th ship to depart the James River fleet since January 2001. The Hoist, a Navy rescue and salvage ship built in 1945, served with distinction for 49 years, and entered the James River Reserve Fleet in 1994. In 1964 and again in 1966 it participated in significant undersea searches: first for the lost attack submarine USS Thresher, and later for the recovery of a hydrogen bomb lost off Palomares, Spain after the crash of a B-52 bomber.
Smit Reports Growth
In the first half of 2007 the Division won two major long-term contracts. A 25-year contract will be carried out in a joint venture involving the provision of 4 tugs for an LNG terminal in Italy. This contract will start contributing in the second half of 2008. In addition, a long-term contract was acquired in Angola. This contract will start contributing towards the end of 2007. Part of the activities in Gabon, which were carried out with an (aged) river fleet, were divested. The sale of these activities generated one-time income of EUR 1.4 million after deducting reorganisation costs. Against this, the result of the Terminals Division includes a one-time expense of approximately EUR 1.0 million in relation to employee benefits in Nigeria. A new contract was started in Equatorial Guinea.
Foss Adds Two Tractor Tugs
Foss Maritime announced the addition of two tractor tugs to its Columbia River fleet, which will give the company more resources to serve a growing customer base at regional port facilities. The first of these 4,400-horsepower tugs will begin river operations as early as November. Captain Dustin Johnson, Regional Operations Manager, Columbia Snake River, added, "Existing grain and port facilities are experiencing new levels of business - and there are several development projects along both the Columbia and the Snake that are in various stages of approval.
Another Obsolete Ship to be Scrapped
Tugboats were scheduled to tow the freighter USS Neosho from the James River Reserve Fleet on Wednesday, February 9th, at approximately 11:00 a.m., to International Shipbreaking Limited, in Brownsville, TX, where it will be dismantled. The departure schedule was subject to weather and safety clearances. Neosho will be the ninth vessel to leave the James River Fleet for disposal since last June. The disposal contract for the ship was announced December 20, 2004. The USS Neosho was built in 1954 at the Bethlehem Steel Shipyard in Quincy, MA, as a U.S. Navy oiler ship. It was decommissioned in 1978 and transferred to Maritime Administration in 1999. Preparations for towing the Neosho must be made under the scrutiny of the U.S. Coast Guard.

MarAd to Remove Remaining High Priority Vessels from James River Fleet
The U.S. Department of Transportation’s Maritime Administration said that it has made arrangements to remove the last of several high-priority vessels from the James River Reserve Fleet. The agency has awarded five ship-disposal contracts worth a total of $2,161,610 to North American Ship Recycling of Sparrows Point, Md. The departure of Cape Charles, Pride, Scan, Southern Cross, and Sphinx will bring the number of ships leaving the James River to 66 since January 2001. The Sphinx, a cable-layer built in Japan in 1944, is the only World War II-era ship in this group of five. The condition of the Sphinx made it a high-priority ship for the Maritime Administration for several years, but disposal was delayed while charitable groups tried to raise money to save it.
Monongahela Successfully Refloated
Acting Maritime Administrator David Matsuda announced that the Monongahela, one of the government-owned obsolete ships stored at the James River Fleet, was successfully refloated this morning after being aground since Nov. 13. The ship was refloated during high tide at 11:00 a.m. this morning. The Monongahela ran aground after a three day storm with hurricane force winds caused the vessel to break free of its mooring and drift into shallow water. “The Maritime Administration took extraordinary and careful measures to free this ship,” said Administrator Matsuda. The Maritime Administration contracted with Titan Salvage to get the ship free.
Federal Judge Orders Toxic Ships to Stay Put
The National Defense Reserve Fleet will remain in the James River in southeastern Virginia, after a federal judge blocked the ships from being towed to the U.K. where they are slated to be dismantled. The 1940s-built Canisteo and Caloosahatchoo, were the first of the 13 ships scheduled to leave today for their scrapping destination at Teesside, England where AbleUK would dismantle the ships and dispose of the hazardous materials. The ships, dubbed the Ghost Fleet, contain up to 100 tons of polychlorinated biphenyls (PCBs) as well as significant quantities of asbestos and fuel oil. Environmental groups urged Judge Rosemary M. Collyer to block the scheduled towing of the vessels, stating that the agency responsible for the ships failed to follow environmental regulations.

Shipyard Closes, Leaves “Ghost Fleet” Ships in Limbo
The fates of six ships from the James River Reserve Fleet are in limbo after a Maryland salvage yard that was supposed to scrap the vessels abruptly closed and its owners disappeared. North American Ship Recycling Inc., near Baltimore, won federal contracts in August worth $2.1m to dispose of the government-owned dinosaurs. But the yard, which opened in 2004 amid much fanfare, including a celebratory speech from then-U.S. Transportation Secretary Norman Y. Mineta, shut down without notice sometime last month, leaving behind two of the Virginia "ghost fleet" ships and plenty of questions. MISHA to Install DESMI BWMS Fleet-wide
Danish firm DESMI Ocean Guard A/S said it has finalized a contract to supply CompactClean ballast water management systems (BWMS) to the entire fleet of Turkish ship owner MISHA Shipping. The contract includes delivery of 10 CompactClean BWMS in sizes from 340 to 750 m3/h, with the first system to be delivered later in 2018 for the m/v Mohican currently under construction. One Person Missing After Boat Capsized
The U.S. Coast Guard is searching for one person who ended up in the Pungo River near Hobucken, N.C. after a boat capsized. The 21-foot TowBoatUS vessel was towing a 47-foot recreational boat when the lead vessel capsized near the river entrance Thursday morning. Officials say and they are now searching the water for a 45-year-old TowBoatUS captain reported to be wearing coveralls, rubber boots and a lifejacket. Coast Guard crews aboard a 45-foot Response Boat-Medium and helicopter are searching on scene along with state and local partners…
