Convention May Up Terminal’s Liability
A new United Nations convention on carriage contracts (“Rotterdam Rules”) will impact the liability of marine terminal operators when it comes into force, according to TT Club. The UNCITRAL “Draft convention on contracts for the international carriage of goods wholly or partly by sea”, now known as the Rotterdam Rules, has been submitted on 20 October 2008 to the International Legal Committee of the United Nations General Assembly. It is near certain that the Rotterdam Rules will be approved by the United Nations. However, a signing ceremony is scheduled for September 2009, and the Rotterdam Rules would enter into force one year after signature by the 20th United Nations Member State.
20th Signature on Rotterdam Rules
The United Nations Convention on Contracts for the International Carriage of Goods Wholly or Partly by Sea, known as the Rotterdam Rules, has received its 20th signature just one month after it first opened for signature. Niger became the 20th signatory to the Rotterdam Rules. The signing ceremony for the Convention was held in Rotterdam, the Netherlands, on 23 September 2009. Contargo Rolls out New Service from Rotterdam and Basel
Contargo AG has launched a new rail shuttle service to the German town of Weil am Rhein on the Swiss border. This creates a direct connection between the port of Rotterdam and the important industrial areas around Basel. Three times a week, the container train travels from the DUSS Terminal in Weil am Rhein (Tuesdays, Thursdays and Saturdays) to Rotterdam and vice versa (Mondays, Wednesdays and Fridays) in a mere 18 hours. Port of Rotterdam: 2017 in Review
Over the past year, 29,646 seagoing vessels entered the port of Rotterdam, up more than 600 from 2016's 29,022. The number of incidents in the port fell from 159 to 129, and included one ‘serious accident’ involving an inland vessel that went adrift after hitting a groyne with its rudder. Rotterdam Port Signs Pact for Maintenance of Roads, Greenery
The Port of Rotterdam Authority signed agreements with two contractors relating to what is known as the port’s dry infrastructure. One contract covers maintenance of the roads in the port and the other maintenance of the green spaces. Following a tendering procedure, Van Gelder emerged as the best choice for the road infrastructure. The green spaces will be maintained by BTL. Both contracts run for two years and an express wish has been made for them to be extended by eight years. The combined sum of the contracts comes to over 14 million euros for the first two years.

Bunker Suppliers Applaud EU Waste Decision
Recent guidance handed down by the European Court of Justice which rules that off-spec fuel oil does not have to be handled as waste is a triumph of common sense which will be welcomed by all suppliers of fuel oils and bunkers. Shell Nederland and Shell Belgium were disputing a ruling by the Dutch environmental authorities (ILENT) which wanted to force them to handle a parcel of diesel oil rejected by a Belgian client as waste, when in fact Shell intended to up-blend the fuel to specification for selling on. Carel van Lynden, a partner with the shipping and offshore team at AKD in Rotterdam, says, “This is a good decision for bunker suppliers. Rotterdam Court Can Order Ship Arrests Throughout the EU
Rotterdam-based law firm AKD says a recent revision of the Brussels I Regulation makes it possible to quickly attach assets anywhere in the EU if parties include in their contracts a choice of forum clause conferring jurisdiction on the Rotterdam court. The Brussels 1 Regulation provides uniform rules throughout the EU on international jurisdiction and the recognition and enforcement of civil and commercial judgments. UN Review of Maritime Transport 2009
The year 2008 marked a major turning point in the history of the world economy and trade. A tightening of credit brought about by the global financial crisis and reduced demand for goods and shipping services lead to a decelerated growth in international seaborne trade in 2008. At the same time, the supply of new vessels continued to grow. This growth was the result of vessel orders placed before the financial crisis, when the industry was still expecting continuing high growth rates in demand - which did not materialize. Dutch "Disappointed" with EU Port Tax Edict
The Dutch Finance Ministry said on Thursday it was "disappointed" with an EU Commission order to do away with corporate tax exemptions for six ports, including Rotterdam, Europe's largest. The measure puts the Netherlands at a disadvantage, the government said in a statement, calling on the Commission to ensure fair competition. European Union regulators told Dutch authorities on Thursday to scrap a corporate tax exemption for the ports and also ordered Belgium and France to align their port taxation systems with the bloc's state aid rules. "The Commission's decisions today regarding the Netherlands, Belgium and France make clear that if port operators generate profits from economic activities these should be taxed," European Competition Commissioner Margrethe Vestager said.

Agreement on funding Rotterdam port expansion
The State, the municipality of Rotterdam and Port of Rotterdam have today concluded an agreement on financing for the construction of Maasvlakte 2, the plan to expand the port of Rotterdam. The construction of Maasvlakte 2 will cost EUR 2.575 billion. According to the agreement, the State will take a 33.3 percent interest in Port of Rotterdam as of 1-1-2006. Port of Rotterdam CEO Willem Scholten: "This a an extremely important agreement. The expansion will give businesses the opportunity to grow in Rotterdam. Maasvlakte 2 will be an excellent location. Right on the sea, and with good hinterland connections. Construction can start in 2006 and the first sites will be available for clients in 2010.
EU Opens Investigation into Tax Incentives for Polish Shipyards
The European Commission on Monday opened an investigation into tax incentives for shipyards in Poland, saying it had concerns the scheme would give an unfair advantage to companies. Under the Polish scheme, shipmakers can pay a flat-rate tax on sales from the building and conversion of ships. The Commission said such a measure could be seen as “operating aid”, which is illegal under EU rules. “The Commission will now investigate further to determine whether its initial concerns are confirmed,” the EU’s competition watchdog said in a statement.
Fewer Bunkers in Rotterdam in 2016
In 2016 the sale of bunker oil - fuel for shipping - in the Rotterdam bunker port diminished from 10.6 million m3 to 10.1 million m3. There is no reason known for this decline. For the first time, ships bunkered a sea-going vessel with LNG, liquefied natural gas, in Rotterdam. Every year, some 11 million m3 of bunker fuel is supplied to vessels in Rotterdam. In Rotterdam, every imaginable fuel can be obtained in huge quantities. The port of Rotterdam is Europe’s largest bunkering port, as well as one of the top three bunkering ports worldwide.

Creditors to Pursue ARA Vessel Arrests as Bankruptcies Escalate

Rotterdam Mayor to Renew Logistics MOU
Rotterdam Mayor Ahmed Aboutaleb will take the 550th anniversary of the Rotterdam philosopher Erasmus’s birth as an occasion to visit Basel. During the Mayor’s visit Rotterdam will renew its existing Memorandum of Understanding (MOU) with the Swiss city. The municipal representatives will be joined by a large delegation from the Rotterdam port. Erasmus lived in Rotterdam and Basel and died in the latter city in 1536. Since both cities are situated on the Rhine, Rotterdam itself also has close logistics and commercial ties with Basel.
