CA May Consider Offshore Oil Project

According to a report from PennEnergy.com, California’s legislature might vote later this week to authorize the first new oil activity off Santa Barbara in 40 years as a way to help resolve the state’s budget crisis. The proposal reportedly was part of an agreement Gov. Arnold Schwarzenegger reached on July 20 with majority and minority leaders of the state’s senate and assembly to eliminate California’s $26.3b budget deficit. It includes some $15.5b in cuts, defers other costs, and takes funds from cities and counties, several news reports said. (Source: PennEnergy.com)

Schwarzenegger, Offshore Oil Drilling

According to a June 1 report from the Los Angeles Times, the State Lands Commission lashed out at Gov. Arnold Schwarzenegger's attempt to reverse its rejection of the first new oil drilling in California waters since 1969. At a contentious hearing in Santa Monica, the commission passed a resolution urging legislators not to go along with Schwarzenegger's plan, which would revive a drilling project off the Santa Barbara County coast that the commission killed in January. California Legislation Signed on Spill Response and Pilotage

The Office of the Governor of California said that Governor Arnold Schwarzenegger signed into law various bills to enhance oil spill prevention and response and to increase the oversight and accountability of state pilots. Among the bills are S.B. 1739 that requires oil spill response organizations to demonstrate deployment of response resources and S.B. 1627 that moves the Board of Pilot Commissioners under the oversight of the Business, Transportation, and Housing Agency. Louisiana Touts its Offshore Oil Drilling

Governors Raise Concern over Foreign Cruise Rules

Hawai‘i Governor Linda Lingle and California Governor Arnold Schwarzenegger sent a letter to Homeland Security Secretary Michael Chertoff urging him to reject proposed federal rule changes that would adversely impact the Hawai‘i and California cruise industries and harm the economies of the two states, reports said. The two Governors also state in the letter that the Office of Management and Budget should require an economic impact statement be completed before any rule changes are implemented. California Raises Ballast Water Fee

The California State Lands Commission (SLC) issued a Letter to Interested Parties stating that the ballast water fee for vessels arriving in California will be increased from $200 to $500 per qualifying voyage, effective February 1, 2004. California Seeks to Tighten Coastal Protection

California Resources Secretary Mike Chrisman and EPA Secretary Terry Tamminen announced the release of the draft plan, California Ocean Resources Management: A Strategy for Action Plan prepared in response to Governor Schwarzenegger's June 4, 2004 directive for California to renew its longstanding commitment to protect and manage its ocean and coastal resources. Both the U.S. Commission on Ocean Policy and the Pew Oceans Commission have identified an emerging national crisis situation regarding this nation’s ocean and coastal resources. “Today we are releasing a draft Action Plan for public review which suggests a bold new approach to protecting and managing California’s ocean and coastal resources,” said Secretary Chrisman.

Schwarzenegger Announces $5M Port Security Grant

Governor Schwarzenegger joins Admiral Kevin J. Eldridge, USCG, Commander, Eleventh Coast Guard District and Matt Bettenhausen, Director, Office of Homeland Security, State of California, onboard a UTB-41 Coast Guard boat to observe coast guard port security drills. Gov. Arnold Schwarzenegger announced a $5 million grant to improve port security at 11 of California's ports during a visit to the San Diego Coast Guard Joint Operations Center. "In California, we have many threat targets, including large urban areas, mass transit, railways, and international icons like the Golden Gate Bridge," said Gov. Schwarzenegger. California's ports bring in 43 percent of the nation's cargo containers.

USCG Suspends Approval Process for New LNG Project

With eyes on more than 400 environmental and safety concerns, the U.S. Coast Guard officially stopped the clock last week on the approval process for the liquefied natural gas (LNG) project planned for the southern stretches of the Santa Barbara Channel. A proposal from Texas-based NorthernStar Energy to convert the Platform Grace oil rig — some 10 miles off the coast of Santa Barbara and directly adjacent to the boundaries of the Channel Islands National Marine Sanctuary — into an LNG facility had been on a fast-tracked review process that could have seen the Clearwater Port project approved as soon as next June — until now, that is. Cabrillo Port: Record of Decision Issued

On June 5, 2007, Maritime Administrator Sean T. Connaughton issued a Record of Decision (ROD) denying BHP Billiton’s application for a Deepwater Port license for the proposed Cabrillo Port project offshore of Ventura County, California. The denial was based on Governor Arnold Schwarzenegger’s May 18, 2007, letter to Administrator Connaughton disapproving of BHP’s application. In his disapproval letter, Governor Schwarzenegger recognized California’s “need to expand its access to natural gas,” stating that Liquefied Natural Gas (LNG) “can and must be an important addition to California’s energy portfolio.” His disapproval of the Cabrillo Port Project was primarily based on concerns that the Cabrillo Port project…

Governor Schwarzenegger Disapproves BHP Deepwater Port License

California Governor Arnold Schwarzenegger issued his formal disapproval to United States Maritime Administrator Sean T. Connaughton for the licensing of the BHP “Cabrillo Port” LNG deepwater port planned for construction off the coast of Ventura County, California. The Governor did however make it clear that he supports the state’s need for an increased LNG supply. While I believe strongly that California needs to expand its access to natural gas resources, specifically Liquefied Natural Gas (LNG), I am disapproving this application based on my review of the Environmental Impact Report/Environmental Impact Statement (EIR/EIS) that are required by state and federal law, respectively.

Gov. Schwarzenegger Creates California Maritime Security Council

Recognizing the expanded need for coordination and information sharing between the federal, state and local governments at our ports, Gov. Schwarzenegger signed an executive order creating the California Maritime Security Council (CMSC). "California's ports are vital not only to our own economy, but to the nation's economic health as well. Our state handles nearly half of all the port traffic in the United States and more than $4.5 billion in cargo moves through the Port of San Diego every year," said Gov. Schwarzenegger. Reports recently published by the Rand Corporation and the Public Policy Institute of California underscored the importance of California's ports and the devastating impact a catastrophic event would have on California's economy.

Schwarzenegger Opposes Oil Drilling Bill

Gov. Arnold Schwarzenegger has teamed up with an environmental group that endorsed the governor's intention to block Rep. Richard Pombo's offshore oil-drilling legislation. Schwarzenegger blasted Pombo's bill in a conference call on July 24 with reporters organized by the Sierra Club. Pombo says he wants to shift power to grant drilling licenses from the federal government to the states, in part because Congress is under increasing pressure to do something about energy prices; it only narrowly re-approved a decades-long drilling moratorium earlier this year. He said doing this would effectively ban drilling in California forever, while giving other states the chance to open their coasts.

State Plans to Reduce Ship Emissions

An ambitious new blueprint by the California Air Resources Board for reducing port pollution statewide would cut emissions from cruise and cargo ships visiting San Diego by 88 percent during the next 15 years, as part of an effort to address the health risks posed by rapidly expanding port activities. The plan, approved by the air board at a meeting in Long Beach last week, also estimated that premature deaths due to port-related pollution in San Diego County would increase from 150 in 2005 to 200 in 2020 if no action is taken. Even with the new strategies outlined by the agency's staff in place, the premature death toll in San Diego County would stand at 80 in 2020.

HP, Mitsubishi Seek Terminal Approval

According to Bloomberg, BHP Billiton may be first in line to persuade Californian Governor Arnold Schwarzenegger to allow construction of the first liquefied natural gas import terminal off the wealthiest U.S. state's coast. An application by Japan's Mitsubishi Corp. may be the state's first to go before federal regulators, who have the final say for onshore plants. North America's West Coast may be limited to three terminals as increased supply cuts gas prices and profit projections. Of the five proposed LNG terminal projects in California, BHP's Cabrillo Port and Mitsubishi's Long Beach project are those farthest through the official approval process.
