Great Lakes Ports Support Ballast Reforms

Directors of major commercial ports in the Great Lakes region called on Congress to end years of regulatory chaos surrounding ballast water management. In a joint letter issued late yesterday, 14 port directors urged the Senate Armed Services Committee to include ballast regulatory reform in the final version of the National Defense Authorization Act (NDAA). Known as the Vessel Incidental Discharge Act (VIDA), these regulatory reforms were included in the House-passed NDAA, but not the Senate-passed version. Currently, a House-Senate conference committee is working to hammer-out a final version of the legislation. When not fully loaded, cargo ships must take on water (ballast) to maintain their stability.

Great Lakes Shipping Industry Urges Fast WRRDA Approval

The Great Lakes shipping industry is calling on Congress to quickly pass the Water Resources Reform and Development Act (WRRDA) approved by the House/Senate conference committee. The bill contains provisions that will significantly reduce the dredging backlog on the Great Lakes by increasing the amount of tax dollars the government spends on maintaining deep-draft ports and waterways and designating the Great Lakes a “navigation system” for the purposes of maintenance dredging. “It is critical that Congress move this bill now,” said James H.I Weakley, President of Great Lakes Maritime Task Force (GLMTF), the largest labor/management coalition ever to represent shipping on the Lakes. “More than 18 million cubic yards of sediment clog the Great Lakes Navigation System.

FY 2005 Coast Guard Authorization Bill Approved

The House-Senate Conference Committee on the Fiscal Year (FY) 2005 Coast Guard Authorization Act completed negotiations and approved a conference report on July 14. The measure was fast-tracked to the House and Senate floors for consideration and won quick passage before the chambers adjourned for an extended summer recess. The final bill accomplishes two top-priority AWO objectives. First, it contains language that closes the lease financing loophole of the Jones Act. Second, it contains language to bring towing vessels under Coast Guard inspection. Both of these items are on AWO’s 2004 list of Major Issue Priorities. Their enactment by the Congress is very meaningful to the long-term health and viability of the industry.

Ports Applaud Action on Water Resources Bill

Representatives of public seaports in the United States applauded efforts in Congress to enact long overdue water resources legislation after action in the Senate yesterday and the House last month on separate bills. The Water Resources Development Act (WRDA) of 2007 addresses a seven-year backlog of U.S. Army Corps of Engineers programs, including navigation projects, policies and procedures necessary to keep pace with today’s burgeoning trade. The Senate passed its version of the WRDA (H.R. 1495 Amended) by a vote of 91-4. The U.S. House of Representatives approved its version of the bill on April 19 (H.R. 1495) by a vote of 394-25. Next, a House-Senate conference committee will review both versions and negotiate the final bill before sending it to the President.

Congress Passes Port Security Bill

Congress has passed the Security and Accountability for Every (SAFE) Port Act of 2006, the first legislation of its kind to authorize an annual federal funding level to help secure United States ports against terrorism. Senate OKs Security Improvement Act of 2006

Bill Sets $8.7B Spending for USCG

Lawmakers have reached agreement on a law authorizing $8.7b spending by the U.S. Coast Guard this year. The bill, H.R. 889, the Coast Guard and Maritime Transportation Act of 2006, was approved by a House-Senate conference committee on April 7. The law includes provisions that will, its authors say, increase the Coast Guard's capacity for its homeland security, illegal drug and migrant interdiction, search and rescue, and fisheries enforcement missions. The bill sets $1.6b funding level for the Integrated Deepwater Systems Program, the Coast Guard's program to replace or modernize the ships and aircraft it uses in its deepwater missions, and requires detailed reports on its implementation. It also contains provisions designed to promote the transportation of liquefied natural gas on U.S.

Conference Report for Maritime Transportation Act Released

The Conference Report for the Coast Guard and Maritime Transportation Act of 2006 (H.R. 889) has been posted on the Internet. As the name implies, this report has been agreed to by members of the joint House-Senate Conference Committee and is almost certainly the version of the bill that will be adopted by the House of Representatives and the Senate when they return from the current recess.
