Virginia officials have established a well-planned, extensive strategy to build out an offshore wind industry, including wind towers for electricity generation and the supply chain to support that extensive infrastructure and operations. Ten environmental groups say a missing icebreaker should be a deal-breaker for Arctic offshore drilling by Royal Dutch Shell PLC off Alaska's northwest coast and urged the U.S. government not to grant final permits to Shell, reports Reuters and AP. The groups in a letter that under Shell's exploration plans, the U.S. Interior Department cannot allow it to begin exploring for oil in the Chukchi Sea off northern Alaska while the icebreaker, the Fennica, is unavailable. The icebreaker is a key part of Shell's exploration plan and spill response plan, said attorney Mike LeVine of Oceana. "The Fennica plays an important role in protecting the entirety of Shell's fleet from ice," he said.

Green groups urged the U.S. Department of Interior on Tuesday to revoke the agency's conditional approval of Royal Dutch Shell's 2015 Arctic oil exploration plan, saying it runs counter to established protections for walruses. A 2013 rule implemented by the Fish and Wildlife Service, a bureau of the Interior Department, prevents energy companies from exploring for oil simultaneously at wells in the Chukchi Sea off Alaska that are within 15 miles (24 km) of each other. Several environmental groups sued the United States on Tuesday to derail Royal Dutch Shell PLC's plan to drill in the Arctic Ocean as soon as July. The Bureau of Ocean Energy Management, an agency within the U.S. Department of the Interior, gave conditional approval in May to Shell's resumption of fossil fuel exploration in the Arctic, which was paused after a mishap-filled 2012 season. The decision was met with approval by some Alaska lawmakers, who believe it will bring money and jobs to the state, as well as protests from environmentalists. The Sierra Club and nine other groups sought to overturn the government's decision in a petition with the San Francisco-based 9th U.S. Circuit Court of Appeals on Tuesday. The U.S. Energy Department said Thursday it has given the final approval for Dominion Resources to export liquefied natural gas (LNG) from its Cove Point, Maryland plant. The Cove Point plant is investing $3.8 billion in new infrastructure to ship up to 0.77 billion cubic feet of LNG starting late in 2017 to countries with which the United States does not have free trade agreements. The Obama administration on Friday finalized its recommendation to expand protected areas of Alaska's Arctic National Wildlife Refuge, calling on Congress to block about 12 million acres (5 million hectares) from oil and gas drilling. U.S. President Barack Obama, in a letter to House Speaker John Boehner released by the White House, stood by his administration's earlier recommendation to preserve a wide swath of the state's Arctic refuge, setting up a likely battle with the Republican-led Congress over the oil-rich area. "This area is one of the most beautiful, undisturbed places in the world. It is a national treasure and should be permanently protected through legislation for future generations," Obama said in the letter.

A coalition of environmental groups has sued the Port of Seattle over a leasing agreement to host Shell Oil’s Arctic drilling fleet, claiming the deal was negotiated in secret and may pollute the port. They argued that the port needed to allow more public involvement and violated two state laws. The Port of Seattle earlier this month signed a two-year lease for 50 acres across from downtown Seattle to Foss Maritime, the company that will manage Shell’s drilling fleet here in Seattle at Terminal 5. That terminal has been empty since last summer because the port is planning to overhaul it to allow bigger cargo ships. So this is a temporary use to generate about $13 million. The groups allege that the port violated state environmental laws when it did not do a review.

Workboat requirements will soar as heightened safety requirements for LNG transit demand tighter oversight. The Louisiana Gulf is gearing up to export liquefied natural gas from Sabine Pass and Lake Charles in the state’s southwest and Plaquemines Parish in the southeast. Over the next five years, as LNG import terminals begin exporting and new terminals are built, more tugs and channel pilots will be needed, industry experts said last month. A convoy system will be employed to handle outgoing and incoming tankers. Safety rules for the region’s waterways are also almost certain to be revised.

The White House likes to claim a share of the credit for the drilling revolution that has transformed North America's energy production and security. Except the revolution has largely taken place on private rather than public land, and energy producers feel frustrated about the numerous obstacles and long delays in obtaining permission to drill in areas directly controlled by the administration. "Crude oil production has grown each year President Barack Obama has been in office to its highest level in 17 years," the Council of Economic Advisors wrote back in the summer of 2013. "Government-funded research supplemented private industry's work to develop the technology that sparked the boom," the council explained ("Reducing America's dependence on foreign oil", Aug. 29, 2013).

In response to the possibility of the Deepwater Horizon oil spill affecting the West Coast of Florida, representatives from BP, the U.S. Coast Guard, and the Florida Department of Environmental Protection (DEP) are meeting to plan a multi-agency response. Working together, the agencies have reviewed the area contingency plan and ensured all partners have access to, and are familiar with the plan. In meetings over the last couple days, the Coast Guard and Florida DEP have spoken with trustees from various national and state wildlife refuge areas, along with every county emergency management office on the West Coast of Florida. The U.S. oil industry may have found its dream team with Republican presidential candidate George W. Bush's pick of Dick Cheney, former CEO of Halliburton Company, as his vice presidential running mate. American energy firms could get a break from environmental regulations and policies imposed under the Clinton-Gore administration that industry representatives claim have discouraged domestic oil production and left the United States vulnerable to foreign suppliers like OPEC. Bush's prior experience as an independent oil operator had already won him industry favor, and that popularity is likely to grow with Cheney, who headed the world's largest oil field service company, now joining the ticket.

At a U. S. Coast Guard meeting regarding proposed live-fire training on the Great Lakes, environmental leaders expressed were worried that machine gun training will add lead to the water and upset birds in the air to peace activists and boaters, most of the 20 speakers urged the Coast Guard to delay action until more studies are conducted. The Coast Guard wants to establish 34 zones on the Great Lakes, including four on Lake Erie, where crews can practice using mounted machine guns. The training would occur two to three times a year in each zone, for two to six hours at a time. Each zone is at least five miles offshore. James Maughan, vice president of CH2Mhill, was hired by the Coast Guard to study the human and environmental risks posed by the bullet's lead and other metals.
