Three Cuban-flagged tankers that are under U.S. sanctions for transporting Venezuelan oil to the Communist-run island have been serviced in the port of Veracruz on Mexico's Gulf coast, according to vessel tracking data and industry sources.The maintenance work on the vessels—one of which was serviced as recently as this month—is a potential breach of sanctions on Venezuela, two lawyers who specialize in U.S. sanctions said.However, the United States has in the past not brought enforcement actions against shipyards for doing work on blacklisted vessels from those countries, according to U.S. Treasury Department data.Under U.S. law, companies and individuals are prohibited from materially assisting sanctioned entities.

Global trade enabler DP World has signed a Memorandum of Understanding (MoU) with the Government of Kazakhstan for the development of a special economic zone in Aktau further boosting trade and logistics in the country. The MoU was signed by DP World Group Chairman and CEO, Sultan Ahmed Bin Sulayem and Governor of Mangistau, Akim Alik Aidarbayev in the presence of First Deputy Prime Minister, Askar Mamin. It builds on DP World’s present management advisory services contract with the Port of Aktau, Kazakhstan’s main cargo and bulk terminal on the Caspian Sea. DP World also provides similar services under a separate contract with Kazakhstan Temir Zholy (KTZ), Kazakhstan’s national railway company for the development of the Khorgos Special Economic Zone (SEZ) and Inland Container Depot (ICD).

Sea Trucks Group has secured a charter for the Jascon 31 from Permaducto S.A. de C.V. (Protexa) for the provision of Accommodation and Heavy Lift services in the Gulf of Mexico. Sea Trucks will provide accommodation and lifting services in support of repair works at Pemex Line 221 at the Abkatun-A Platform in the Abkatun field in the Gulf of Mexico for a period of 50 days. After completion Sea Trucks will provide similar services at Pemex Lines 63a and 65 in the Ku-Maloob-Zaap Field for a period of 42 days plus options.

Korean Register (KR) - an IACS member classification society – is now authorized as a Recognized Organization (RO) by the German Federal Ministry of Transport and Digital Infrastructure to perform statutory services for flagged vessels. Separately, KR has also been authorized to provide similar services for flagged vessels on behalf of the government of Togo. KR is now able to conduct surveys and audits and issue certificates to the flagged ships from these two countries for SOLAS and MARPOL. KR continues to expand its statutory services on behalf of flag administrations. Crowley Maritime Corp.’s ship management group has been awarded a new contract with Sunrise Operations LLC, a subsidiary of The Pasha Group, of San Rafael, Calif., for the operation, crewing and maintenance of four Jones Act ships operating between the U.S. West Coast and Hawaii. The news follows the recent announcement that Pasha Hawaii, a wholly owned subsidiary of The Pasha Group, a family-owned global logistics company, will assume operations for all of Horizon Lines’ Hawaii business, including these four U.S.-flagged containerships.

BMT Isis (BMT), a subsidiary of BMT Group Ltd, has announced that it will provide safety and environmental support for JFD’s five-year contract with the UK Ministry of Defence for the provision of the NATO Submarine Rescue System (NSRS). JFD, which was formed by the merger of James Fisher Defence and Divex in 2014, has been awarded the five-year contract which includes options through to 2023 and encompasses all aspects of operation and through-life-support. The service will be managed by JFD’s Submarine Escape and Rescue team in parallel with existing similar services for Australia and Singapore. Engineering and technical support will be provided by JFD’s Engineering Support Cell.

Aker Solutions says it has secured a framework agreement to provide engineering, modifications and maintenance services for BP-operated oil and gas fields offshore Norway. The contract has a period of up to two years valued at maximum NOK 1.8 billion, with options to extend the work by as many as four years. The agreement starts on June 1, 2014, following the expiration of an existing framework contract for similar services. The agreement is for work on the fields Ula, Tambar, Hod, Skarv and Valhall. The scope includes studies, maintenance and modification project work as well as preparation work for decommissioning offshore Norway.

BAE Systems won a five year contract to provide information services vital to the successful operation of the entire surface fleet for the Royal Navy and Royal Fleet Auxiliary in Portsmouth. The Configuration Accounting Service involves the management of a huge central information system, known as the Surface Ship Definition Database, which contains over five million records relating to Royal Navy ships. The company’s engineers work to ensure all data, including technical documents, design change guidance and spares lists for each ship, are accurate, up to date and easily accessible. Crucially, this information is required to coordinate all maintenance, repairs and upgrades to the fleet effectively.

Aberdeen-based Veripos, a world leader in the provision of GNSS positioning facilities to the offshore oil and gas industry, has been awarded a contract by Dolphin Geophysical AS of Bergen, the newly-formed Norwegian seismic exploration contractor, for the supply of services aboard its recently-commissioned 3D seismic vessel, Polar Duke. A Crowley Maritime Corporation team recently trained seven Kuwaiti Navy mariners in operations aboard the first of two newly built Z-Drive harbor tugs the navy will take delivery of this year. The 30-day training session was designed to help the mariners learn how to operate the new boat safely while maximizing its features and performance. The two 67-ft Z-Drive tugs were ordered by Naval Sea Systems Command (NAVSEA) and are being built by Rozema Boat Works, Inc., of Mt. Vernon, Wash. The first tug, Warjiya, was completed in April and the second tug is scheduled for delivery in Sept.

Statoil has extended its contracts with Schlumberger Norge AS and Baker Hughes Norge AS for integrated drilling services. The extensions are valid for two years from the autumn of 2010. The contracts include delivery of directional drilling, measurement while drilling (MWD) and mud logging services for a total of 25 licenses on the Norwegian continental shelf (NCS). The total value is estimated at around $0.41b per year. The contract extensions are the result of a comprehensive process that Statoil has carried out to adjust costs in relation to the market for drilling and well services. As operator Statoil has furthermore contracts with other suppliers of similar services that are still under consideration.

Rolls-Royce announced the acquisition of U.S. naval architecture and engineering firm Seaworthy Systems Inc. to improve further its marine support services. Seaworthy Systems Inc., based in Connecticut, with offices in New Jersey, Virginia and California, has provided expertise to the US Navy and Coastguard for more than 30 years. Its work will now be part of a TotalCareâ service Rolls-Royce is developing for naval customers – offering long-term guaranteed power availability and complete propulsion plant support for ships. Seaworthy Systems Inc, which employs 58 people, has also worked with the US National Oceanic and Atmospheric Administration, the Department of Transportation’s Maritime Administration (MARAD), Military Sealift Command (MSC), and commercial shipowners.

According to reports, the U.S. Navy has awarded over $1b in contracts related to naval nuclear propulsion. On October 17, Bechtel Plant Machinery Inc. in Schenectady, NY received a $267.5mcost-plus-fixed fee contract for naval nuclear propulsion components, raising its contracts awarded to $442.2 million total since Oct 1/06. Work will be performed in Pittsburgh, PA (52%) and Schenectady, NY (48%). The contract was not competitively procured (N00024-07-C-2101). On October 16, Bechtel Plant Machinery Inc. in Schenectady, NY received a $44.8m cost-plus-fixed fee contract for naval nuclear propulsion components, which can be added to the Oct. 12, 2006 award to get a total of $174.7 million. Work will be performed in Schenectady, NY.

The entire suite of 1,000 official NOAA nautical charts has been available in digital raster form since 1995. These high quality, full color, geo-referenced images of NOAA's paper charts are made for use in computer-based navigation systems and work with GPS or other electronic positioning systems. They are produced jointly by NOAA and Maptech, Inc. under a cooperative research and development agreement (CRADA). Mariners quickly adopted raster nautical charts. Their rapid adoption was aided by first-rate navigation software available from many companies at an affordable price. Today, the raster charts outsell NOAA's paper charts by eight to five.

WASHINGTON -- The Coast Guard is moving quickly to restore vital services to merchant mariners in the New Orleans area. Regional Examination Center (REC) Houston, previously reported as havening incurred a loss of communications has been restored to full operating capability. Hurricane Katrina caused the Coast Guard’s REC in New Orleans to close its doors as employees evacuated the city. This REC is the largest in the country and regularly issues 20 percent of all mariners’ credentials issued nationwide. Mariners serving on most commercial vessels are required to hold credentials that provide identification and attest to the mariners’ qualifications. Many mariners in the hurricane devastated area lost their credentials in the subsequent flooding.
