Naval architecture and marine engineering firm Gibbs & Cox, Inc. said that William E. "Bill" Landay III, President of W.E. LANDAY Consulting LLC, has been elected to its Board of Directors effective June 20, 2017. "[VADM Landay’s] expertise in the areas of foreign military sales, DoD acquisition, and science and technology programs will be a tremendous addition to the future growth of Gibbs & Cox," said President and Chief Executive Chris Deegan. Vice Admiral Landay retired in 2013 after more than 35 years of Naval service. His final assignment was as Director of the Defense Security Cooperation Agency (DSCA) where he was in charge of the $400 billion DoD program responsible for the sale of equipment, defense technologies, training and other services to foreign governments.

Irving Shipbuilding Inc. said it has made a multimillion dollar investment to support marine innovation and commercialization in Nova Scotia and across Canada. The shipbuilder is investing $4.52 million in the newly established Centre for Ocean Ventures and Entrepreneurship (COVE), an ocean innovation centre to be located on the waterfront in Dartmouth, Nova Scotia. The investment over the next five years represents the largest private sector contribution COVE has received to date. At COVE, ocean science research, start-ups, R&D-intensive companies, industry and Nova Scotia post-secondary institutions will work together to create a cluster of marine innovation and commercialization, and become global leaders.

The two-year oil price crash has hurt a Canadian government program that funds research on oil spill cleanups, resulting in fewer applicants than expected, a senior federal official said. As a result, the government will expand the scope of its Oil Spill Response Science Program and open a second call for applications this month, Marc Wickham, Natural Resources Canada's director of energy science and technology programs, said in an interview late last week. The program funds research that improves cleanup methods for marine oil spills. Those eligible include production, pipeline and shipping companies in the energy sector. Wickham spoke with Reuters after it obtained details of the program's amendment through an access-to-information request.

West Kentucky Community and Technical College will host an open house and ribbon cutting for the Inland Logistics and Marine Institute August 10 from 4 ­– 6 p.m. at 631 Marine Way in downtown Paducah. The event will highlight the completion of the 8,000-square-foot facility that will provide training and education for the logistics and marine industries. The Institute also houses WKCTC’s Logistics & Operations Management and Marine Technology programs. Students can earn an Associate in Applied Science degree in these programs, completely online. Registration for the fall semester is currently underway. Classes begin August 17.

The Office of Naval Research (ONR) has begun a new era, as Rear Adm. Mathias W. Winter-a decorated aviator with advanced degrees in both computer science and national resource strategy-was sworn in as the chief of naval research (CNR). Winter officially took the helm of ONR, the organization that leads Navy and Marine Corps research efforts, during a change-of-command held on Dec. 30. The ceremony was held at the Pentagon and officiated by the Honorable Sean Stackley, assistant secretary of the Navy (research, development and acquisition). American Maritime Safety, Inc. (AMS) announced that the Houston Pilots Association, Maersk Line, Limited, Un-Cruise Adventures and The Vane Brothers Company would be the recipients of the 2013 AMS Safety Awards. AMS is a nonprofit maritime trade association, which facilitates the maritime industry's compliance with international shipping protocols and U.S. Coast Guard (USCG) regulations. The AMS consortium is comprised of more than 400 vessel owners and operators. It is the leading maritime industry association specializing in regulatory compliance in the United States. The Office of Naval Research (ONR) selected MECO to construct a new prototype advanced desalination system. This is the second time that ONR has turned to MECO, a producer of water purification plants, to provide a highly reliable and energy efficient solution. The Office of Naval Research coordinates, executes and promotes the science and technology programs of the United States Navy and Marine Corps. Last month, the Office of Naval Research awarded MECO the construction of a 100,000 GPD (gallons per day) system to be demonstrated on an LHA Amphibious Assault Ship. The new system, a 4,000 GPD unit, joins the 100,000 GPD as part of multiphase ONR Future Naval Capability program aimed at introducing new desalination capabilities to the Navy fleet.

Roger Williams University & IYRS partner on program to offer IYRS graduates credits toward degree programs. As part of a strategy to offer students a direct pathway from experiential training programs focused on craftsmanship and technical skills to a comprehensive college education that results in an associate or bachelor’s degree, Roger Williams University and marine trades and technology school IYRS have joined forces on a partnership that will allow IYRS graduates to apply elective credits toward degree programs offered at the University’s School of Continuing Studies.

IYRS, a trade school based in Rhode Island, showcases its educational programs at the largest in-water boat shows in America. The school trains students in highly technical and craft-oriented wood and composites construction, as well as in the installation and maintenance of modern systems used on boats. In an era when many college students are graduating with high debt and slim job prospects, IYRS is experiencing record popularity. The school accepted its largest incoming class this fall, and some 30% of the students are military veterans and recent High School grads who are choosing IYRS as their route to sustainable careers. The school is at the U.S. Sailboat Show in Annapolis, Maryland, from October 4-8 and at the U.S. Powerboat Show from October 11-14.

CAE USA marine systems has named Capt. William H. Luebke to the newly created position of director of technology, effective Jan. Luebke, who just retired from the U.S. Navy, will work with the division's existing management team to set, monitor and evaluate technical standards, as well as develop new engineering approaches to bring the best marine control solutions to market. Luebke is expected to work with technology leads in CAE's Tampa, Montreal and Norway facilities. He will report directly to Joe Lee Frank, president of CAE USA marine systems. More than 40 representatives from the shipping industry attended the inaugural meeting of the ABS Black Sea Technical Advisory Committee in Istanbul last week. The invitational Committee is formed from a wide range of senior representatives drawn from shipowners, shipbuilders, designers, vendors and academic and industry organizations domiciled in Turkey, Romania, Bulgaria and Ukraine. ABS maintains an extensive global technical committee structure which provides a forum for industry and the class society to exchange research and ideas that guide the refinement of the existing ABS Rules and provide guidance on future areas of technical research and standards development supportive of industry needs.

Anteon International Corporation announced that it has been awarded a contract from the U.S. Navy's Office of Naval Research for the Expeditionary Maneuver Warfare and Combating Terrorism Department (ONR-30) and the Office of the Vice Chief of Naval Research. Anteon will provide program management and engineering services to the ONR-30 at its offices in Arlington, Virginia. The estimated value of this contract, if all options are exercised, is $15.8 million over a five-year period of performance. ONR-30 is the principal agency within the Office of Naval Research for U.S. Marine Corps Science and Technology Programs. Its mission is to support the development of Naval Expeditionary Maneuver Warfare through the exploitation and subsequent application of science and technology.
