New Guidance on Abduction in Sulu-Celebes Seas
The ReCAAP ISC has produced the “Guidance on Abduction of Crew in the Sulu-Celebes Seas and Waters off Eastern Sabah”.The guidance focuses on the incidents of abduction of crew from ships for ransom in the Sulu-Celebes Seas and in the waters off Eastern Sabah. It provides the guidance and analysis based on the information collected from past incidents in order to assist the shipping industry and ships to enhance their situation awareness and avoid such incidents.This guidance complements the general guidance contained in the “Regional Guide to Counter Piracy and Armed Robbery against Ships in Asia”The Sulu-Celebes Seas region covers the tri-boundary area of the Philippines, Malaysia and Indonesia.
Asia: Robbery Reduced by 52% in Q1
A total of 10 incidents of armed robbery against ships (comprising nine actual incidents and one attempted incident) were reported in Asia during January-March 2019 compared to 21 incidents (comprising 15 actual incidents and six attempted incidents) during January-March 2018.This accounts for a 52% decrease in the total number of incidents reported during January-March 2019 compared to the same period in 2018, said ReCAAP ISC's Piracy and Armed Robbery against Ships in Asia for the 1st Quarter Report, from January to March 2019.The number of actual incidents has also decreased by 40% during January-March 2019 compared to January-March 2018.

Piracy, Armed Robbery in Asia Drop in January: ReCAAP
A total of seven incidents of piracy and armed robbery against ships were reported in Asia - five actual incidents and two attempted incidents - in January 2018, compared to 16 incidents reported in December 2017, according to regional piracy watchdog ReCAAP ISC. Out of the seven reported, five were actual and two were attempted incidents. One of these was a piracy incident and six were armed robberies against ships. Five incidents occurred on board ships while at anchor/berth, specifically at Muara Berau (East Kalimantan, Indonesia), Manila (Philippines), Cam Pha (Vietnam) and the South China Sea. The two incidents on board ships while underway occurred off Alang, Gujarat (India) and off Pulau Karimun (Straits of Malacca and Singapore).
ReCAAP, OCIMF Sign Asian Anti-Piracy MoU
The safety of navigation is vital to the safety, security and economic activities of all stakeholders traversing sea routes in Asia—the region with some of the busiest seas in the world. Recognising this shared interest, the Regional Cooperation Agreement on Combating Piracy and Armed Robbery against Ships in Asia (ReCAAP) Information Sharing Centre and Oil Companies International Marine Forum (OCIMF) signed a Memorandum of Understanding (MOU) on July 24, 2017 in London to boost the fight against piracy and armed robbery against ships in Asia. The MOU will see the Information Sharing Centre of ReCAAP, the first regional government-to-government agreement to promote and enhance cooperation against piracy and armed robbery against ships in Asia…
ReCAAP: Piracy and Armed Robbery Against Ships in Asia
For the period of 3 – 9 Jan 17, three attempted incidents of armed robbery against ships were reported to the ReCAAP ISC. One of the incidents occurred on 23 November 2016, and was further verified by ReCAAP Focal Points. The location of the three incidents are shown in the map below; and the detailed description of the incidents are tabulated in attachment. The ReCAAP ISC urges ship master and crew to report all incidents of piracy and armed robbery against ships to the nearest coastal State and flag State, exercise vigilance and adopt relevant preventive measures taking reference from the Regional Guide to Counter Piracy and Armed Robbery Against Ships in Asia, particularly when operating in areas of concern.
