Dutch marine services firm Boskalis has, through its subsidiary SMIT Salvage, reached an agreement with the United Nations Development Programme (UNDP) to remove the oil from the decaying FSO Safer moored off Yemen’s Red Sea coast in a push to avoid environmental disaster. This project is a part of the UN-coordinated operation to remove and transfer more than one million barrels of oil from the decaying tanker into a safe modern tanker and the responsible disposal of the Safer.

German-based power generator MAN Energy Solutions is joining a partnership aimed at expanding hydrogen storage systems based on the Liquid Organic Hydrogen Carrier (LOHC) technology.MAN has signed on to a cooperative agreement with Hydrogenious LOHC Technologies and Frames Group B.V. Together they will design and build large-scale hydrogen storage systems.Developed by Hydrogenious the LOHC technology uses heat transfer oil as a carrier for hydrogen, thus allowing it to be stored under ambient conditions. Traditionally, tugs and towboats (hereinafter tugs) have largely been uninspected vessels of the United States. They were subject to basic examinations by the U.S. Coast Guard, but the standards were little higher than those applicable to recreational craft. These tugs were also subject to examination by the Occupational Safety and Health Administration (OSHA). The OSHA examinations were rare, but when they took place any violations found could be costly. After one of the OSHA penalty cases was litigated all the way to the U.S.

Libya's National Oil Corporation (NOC) said on Thursday that rival forces had agreed to let a tanker dock at Zueitina port to load oil and take it to a safe place. The NOC expressed concern earlier this month after reports of possible clashes between the Petroleum Facilities Guard (PFG) and forces loyal to eastern commander Khalifa Haftar. The PFG has signed a deal to end its blockade of Zueitina and two other ports with the U.N.-backed Government of National Accord (GNA) in Tripoli, but eastern forces loyal to a separate government have threatened to block a resumption of exports. Those forces recently mobilised near Zueitina and PFG positions, though there have been no reports of violence.

Rolls-Royce has been awarded a strategic contract to supply Abu Dhabi Marine Operating Company (ADMA-OPCO) with power generation equipment and related services to help boost oil and gas processing at the Satah Al- Razboot (SARB) offshore project in the United Arab Emirates (UAE). The contract was awarded by the Korean engineering, procurement and construction firm Hyundai Engineering and Construction (HDEC) and is the first Trent 60 gas turbine sale to a Korean EPC. The SARB project, say Rolls-Royce, will play a key role in boosting domestic oil and gas production in the UAE.

Italian-based shipping company Giuseppe Bottiglieri Shipping Company S.P.A., owner and operator of the Motor Vessel Bottiglieri Challenger, and Vito La Forgia, the vessel’s chief engineer, have been charged in a four-count indictment with the illegal dumping of waste oil and oil-contaminated waste water in violation of the Act to Prevent Pollution from Ships (APPS), conspiracy and two counts of obstruction of justice, the Department of Justice announced today.

An Italian subsidiary of a U.S.-based company has agreed to plead guilty and to pay a $2.29m criminal fine for participating in a conspiracy to rig bids, fix prices and allocate market shares of marine hose sold in the United States and elsewhere, the Department of Justice announced. A one-count felony charge was filed on Feb. 16 in U.S. District Court in Houston, against Parker ITR S.r.l., a manufacturer of marine hose, headquartered in Veniano, Italy. Under the terms of the plea agreement, which is subject to court approval, Parker ITR has agreed to pay a criminal fine and to cooperate fully in the Department’s ongoing antitrust investigation. Parker ITR is the fourth company to be charged in the investigation.

Two subsidiaries of the Swedish company Trelleborg AB, one based in Virginia and the other in France, have agreed to plead guilty and pay a total of $11m in criminal fines for their participation in separate conspiracies affecting the sales of marine products sold in the United States and elsewhere, the Department of Justice announced April 21. Titan Salvage has srefloated a ferry, once grounded in a lagoon just north of and redelivered to its owners. The Arcangel, a 350-ft. ferry that was no longer in service, was docked at Puerto Morelos when it was blown about a half-mile off its mooring during a severe winter storm in November 2007. A 10-man team, which included Titan salvage specialists and local Mexican labor, were contracted and began the salvage job on May 19, and the work was concluded a month later. An independent consultant and two executives of Dunlop Oil & Marine Ltd., a manufacturer of marine hose located in Grimsby, U.K., pleaded guilty and have agreed to serve record-setting prison sentences for participating in a conspiracy to rig bids, fix prices, and allocate market shares of marine hose sold in the U.S. the Department of Justice announced. The plea agreements were filed today in U.S. District Court in Houston. The Antitrust Division filed a one-count felony charge on Dec. 3, 2007, against Peter Whittle, sole proprietor of a consulting business named PW Consulting (Oil & Marine); Bryan Allison, managing director of Dunlop Oil & Marine Ltd.; and David Brammar, Dunlop’s sales and marketing director, in U.S. District Court in Houston.

Tuscan Energy has awarded Kongsberg Maritime a contract to supply and install a HiPAP 500 system on board the Nomis Shipping vessel, MV Dea Commander. The vessel will operate on the Ardmore Field in conjunction with two Single Anchor Loading (SAL) systems. These will be used to transfer oil to shuttle tankers using a flexible seabed riser. This loading system comprises an anchor point on the seabed where the loading risers and mooring lines are terminated into interconnected swivel systems.

Kassian Maritime Navigation Agency Ltd. pleaded guilty to maintaining a false record pertaining to the illegal dumping of bilge and wastewater into the ocean from the M/V North Princess, an ocean-going bulk cargo ship traveling to ports in the United States, in violation of the Act to Prevent Pollution from Ships. Per the terms of the plea agreement, the defendant will pay a criminal fine $1m, serve a term of probation of 30 months, and pay $300,000 to fund community service projects through the U.S. Fish and Wildlife Foundation. In addition, Kassian will implement an environmental compliance program prevent such violations in the future. A sentencing date has not yet been determined.

Washington companies and operators that transfer oil over water to non-recreational vessels got some unanticipated help this month on successfully complying with the Department of Ecology (Ecology) oil transfer rules adopted in September 2006. On March 8 and 15, Ecology staff made technical assistance visits to 65 oil transfer locations across the state. Since different requirements are being phased in during the rule's first year, the agency's "Answers to Transfers" campaign was designed to answer questions and provide guidance about how the rule will affect different types of regulated facilities. The Suez Canal Authority (SCA) achieved an increase in turnover of $60 million in 1999 to a total of $1.8 billion, due mainly to toll discounts for long-distance ships. Chairman Ahmed Fadel said projects to transfer oil through pipelines, such as those in Russia, and also the SUMED oil pipeline, linking the Red Sea and the Mediterranean, "have definitely affected the amount of oil traveling through the Suez Canal". Fadel said the Suez Canal would increase its depth to between 70 and 72 feet by 2010 to accommodate modern ships with a loading capacity of 300,000 to 350,000 tons of cargo. The Suez Canal Authority (SCA) also announced that it will keep its transit fees unchanged in 2000 for the seventh year in a row, an SCA official said.
