MARAD Approves Transfer of MSP Operating Agreements to Maersk

The U.S. Maritime Administration (MARAD) issued a Final Opinion and Order conditionally approving the request of Maersk Line, Limited to transfer 15 Maritime Security Program (MSP) operating agreements from U.S. Ship Management (USSM) to itself. Among the conditions to which the order is subject are (1) that Maersk submit a certification that there are no laws of the foreign country of Maersk’s parent company that would prohibit Maersk from performing its obligations under the operating agreements and (2) that Maersk confirm its status as a U.S. documentation citizen and the status of all vessel owners purported to be U.S. citizens pursuant to section 2 of the Shipping Act, 1916. Captain Becker Joins MITAGS

Glen Paine, Executive Director of the Maritime Institute of Technology and Graduate Studies (MITAGS) and the Pacific Maritime Institute (PMI), has announced that Captain Robert J. Becker has joined MITAGS as the Academic Business Development Manager. Captain Becker is responsible for establishing market strategies, enhancing the client base, developing and managing proposals and contracts, evaluating client requirements to improve quality of service, measuring the effectiveness of marketing strategies, maintaining a business relationship with current clients, and coordinating all marketing and training programs with the academic department heads. “Bob is a seasoned professional and a highly experienced ship master,” said Glen Paine.

Maersk to Operate MSP Vessels

Maersk Line, Limited will begin the commercial process of assuming direct operation of 15 Maritime Security Program (MSP) vessels currently being operated by U.S. Ship Management (USSM). Maersk Line, Limited applauded Marad's confirmation of the company's eligibility. "Without question, Marad's leadership on this issue will improve the current MSP program, streamlining operations and creating much needed efficiencies," said Kenneth Gaulden, MLL's senior vice president for marketing and government relations. MLL submitted its request to Marad in November 2002. MLL's ability to become the contractor for the 15 covered vessels was negotiated in its Time Charters with USSM, which was approved by Marad in 1999.

Maersk Line, Limited Seeks to Streamline Operations

Maersk Line, Limited (MLL) asked the U.S. Maritime Administration to confirm its eligibility as a Maritime Security Program (MSP) contractor under existing law so the company can more effectively and efficiently operate additional vessels under MSP. This action would increase from 4 to 19 the number of vessels currently under contract to the Maritime Administration. Under its operating contracts with Maersk Line, Limited, U.S. Ship Management, Inc. (USSM) has agreed to transfer direct operation of the vessels in question to Maersk should MLL elect to become the MSP contractor. Those contracts were reviewed and approved by the Maritime Administration in 1999. Under the new arrangement, the vessels will continue to be owned by the same "Section 2" U.S.
