Texas-based dredging contractor Callan Marine said it has been awarded the long-term contract for maintenance and new work dredging of the Port of Corpus Christi.The Port of Corpus Christi is the third most profitable port in the United States and is the second-largest exporter of crude oil. The U.S. House Committee on Transportation and Infrastructure voted the Water Resources Development Act of 2020 (WRDA 2020) favorably out of Committee, Wednesday. Rear Admiral Mark Buzby is the Maritime Administrator, U.S. Maritime Administration.Rear Adm. Mark H. Buzby was appointed by President Donald Trump and sworn in as Maritime Administrator on August 8, 2017. Prior to his appointment, Buzby served as president of the National Defense Transportation Association, a position he has held since retiring from the U.S. Navy in 2013 with over 34 years of service. A 1979 graduate of the U.S. Merchant Marine Academy, Buzby earned his Bachelor of Science in Nautical Science and U.S. Coast Guard Third Mate License. He was commissioned in the US Navy in June 1979, is a graduate of the Joint Forces Staff College and holds master’s degrees from the U.S.

On February 12, President Trump released his highly anticipated infrastructure proposal, a “Legislative Outline for Rebuilding Infrastructure in America.” Unlike prior federal infrastructure development strategies, which rarely discussed the need for maritime infrastructure investment, the proposal places maritime infrastructure on equal footing with other surface transportation modes in terms of potential funding opportunities. The American Association of Port Authorities (AAPA) today lauded leaders of the Senate Committee on Environment and Public Works (EPW) and the Senate’s Transportation and Infrastructure (T&I) Subcommittee for their success in advancing S.2848, the Water Resources Development Act (WRDA) of 2016. The Senate passed its version of the legislation today by a vote of 95 to 3. “AAPA commends EPW Committee Chairman James Inhofe (R-OK) and EPW Committee and T&I Subcommittee Ranking Member Barbara Boxer (D-CA), together with T&I Subcommittee Chairman David Vitter (R-LA), for their leadership in moving this crucial, bi-partisan legislation through the Senate,” stated AAPA President and CEO Kurt Nagle.

American Tugboat, Towboat and Barge Industry Urged Support for American Jobs, Vessel Discharge Reform, and Waterways Infrastructure. It takes nonstop work to maintain America’s position in today’s global economy. Every day we compete against strong international rivals for demanding foreign and domestic customers. Thankfully, the American economy has a large-scale, crucial asset that gives us an edge on the rest of the world: over 28,000 miles of inland river and coastal waterways with consistent navigation at suitable depths (9 feet during 9 months of the year) – more any other nation on earth. Although we have the world’s greatest industrially-useful waterway network, we are barely using its full capacity.

A new study released today reveals that $7 billion is being spent on asset renewal and infrastructure improvements in the bi-national Great Lakes-St. Lawrence shipping system. The investment survey, compiled by maritime trade consultants, Martin Associates, tallies US$ 6.9 billion in capital spending on ships, ports and terminals and waterway infrastructure in the Great Lakes and St. Lawrence waterway. Of that total, $4.7 billion has been invested in the navigation system from 2009-2013 and another $2.2 billion is committed to improvements from 2014-2018.

The Conference Report to H.R. 3080, the Water Resources Reform and Development Act (WRRDA), was filed in the U.S. House of Representatives today, introduced in the House by Committee Chairman Bill Shuster (R-Pa.), Committee Ranking Member Nick J. Rahall, II (D-W.Va.), Water Resources and Environment Subcommittee Chairman Bob Gibbs (R-Ohio), and Subcommittee Ranking Member Tim Bishop (D-N.Y.). H.R. 3080 passed the House by a vote of 417 to 3 on October 23, 2013. House and Senate conferees reached agreement on a final measure last week, and now both Houses of Congress must approve the Conference Report in order to send it to the President to be signed into law.

The Port of Erie is located on the southeast shore of Lake Erie in a natural bay formed and sheltered by Presque Isle peninsula. Its harbor entrance channel is narrow and 29 feet deep. Dredging is a constant concern. In fact, dredging of harbors around the Great Lakes has been a hot button issue for the maritime industry. Funding is provided by the Harbor Maintenance Tax which is a user fee collected by the federal government to ensure the adequate maintenance and operations of waterway infrastructure by the U.S. Army Corps of Engineers. On Tuesday, March 4, the Corps released their FY14 budget. It included an additional $25 million for Great Lakes harbors - $13.8 million of which will be dedicated to dredging.

The U.S. Coast Guard, in the Code of Federal Regulations, has called for public comment on a petition that requests the Coast Guard to initiate a rulemaking to address the problem of overhead clearance (air-draft) accidents. In its petition, which calls for vessel masters to be provided with accurate vertical air draft information, a maritime organization has described 16 overhead clearance accidents that it says were avoidable and that resulted in damage to or destruction of waterway infrastructure and inconvenienced the public. The Coast Guard will consider all comments received in response to this notification in determining whether or not to initiate the requested rulemaking.

The National Freight Advisory Committee yesterday unanimously approved a recommendation to pass legislation that will ensure that the Harbor Maintenance Tax is utilized for its intended purpose - to keep the nation's harbors and channels dredged and maintained at their maximum authorized depth for the safe shipping of commerce. The resolution was championed by Paul C. LaMarre III, Executive Director of the Port of Monroe, Michigan. The Harbor Maintenance Tax is a user fee collected by the U.S. Government to ensure the adequate maintenance and operations of the national waterway infrastructure. In recent years, more fees have been collected than expended and the Harbor Maintenance Trust Fund contains a surplus of $8.2 billion.
